Abstract

The research aimed to examine and analyze the effects of the quality of human resources, eulation, and budget planning on the budget absorption in Regional Apparatus Organization of West Papua Province. This research was conduced by partially analyzing the quality of human resources, regulation, and budget planning on budget absorption. In this research used primary data and secondary data. The method of the data collection was the survey using the questionnaires distributed to the respondents. The data were then analyzed using the multiple Regression Statistical Package for the Social Sciences (SPSS).The research results indicated that the quality of human resources had an effects on the budget absorption variable of 0,379 or 37,9%. The regulation had a partial effect on budget absorption variable of 0,371 or 37,1%. Budget planning had a partial effect on budget absorption variable of 0,439 or 43,9%.

Abstract

Research on influence The purpose of this study was to analyze the influence of budgetary participation variables, quality of human resources, internal control systems, and utilization of information technology, on the performance of employees of the Office of Industry and Trade of West Papua Province, which has been carried out. The purpose of this study was to analyze the influence of these four variables on the Performance of the Office of Industry and Trade of West Papua Province. This research was conducted at the Office of Industry and Trade of West Papua Province. The population of this study were 67 civil servant respondents. The sample selection method used was purposive sampling. The analytical method used is hypothesis testing. The results showed that the four variables: the influence of the variable participation in budget preparation, the quality of human resources, the internal control system, and the use of information technology, were positively correlated with the performance of employees at the West Papua Province Industry and Trade Office. Increasing these four variables can encourage increased employee performance.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh partisipasi penyusunan anggaran, sistem pengendalian internal, kualitas sumber daya manusia, dan pemanfaatan teknologi informasi terhadap kinerja pegawai pada Badan Perencanaan Pembangunan Daerah Kota Sorong. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis penelitian kausal. Populasi penelitian adalah seluruh pegawai BAPPEDA Kota Sorong sebanyak 47 orang, dengan jumlah sampel sebanyak 42 responden yang ditentukan menggunakan teknik purposive sampling. Data primer diperoleh melalui penyebaran kuesioner, sedangkan data sekunder diperoleh dari dokumen pendukung instansi. Teknik analisis data menggunakan regresi linier berganda dengan bantuan IBM SPSS Statistics 26. Hasil penelitian menunjukkan bahwa partisipasi penyusunan anggaran berpengaruh positif dan signifikan terhadap kinerja pegawai dengan kontribusi sebesar 22,5%. Sistem pengendalian internal berpengaruh positif dan signifikan terhadap kinerja pegawai dengan kontribusi sebesar 12,8%. Kualitas sumber daya manusia berpengaruh positif dan signifikan terhadap kinerja pegawai dengan kontribusi sebesar 14,0%. Pemanfaatan teknologi informasi juga berpengaruh positif dan signifikan terhadap kinerja pegawai dengan kontribusi sebesar 16,0%. Secara simultan, keempat variabel tersebut memberikan kontribusi sebesar 65,3% terhadap kinerja pegawai, sedangkan sisanya sebesar 34,7% dipengaruhi oleh faktor lain di luar model penelitian. Temuan ini menunjukkan bahwa peningkatan kinerja pegawai BAPPEDA Kota Sorong perlu diarahkan pada penguatan partisipasi dalam penganggaran, efektivitas pengendalian internal, peningkatan kompetensi aparatur, serta optimalisasi pemanfaatan teknologi informasi.
