Abstract

The purpose of this research is to analyze budget governance for the empowerment of remote indigenous communities (KAT) in West Papua. This study uses qualitative data and quantitative data sourced from the Social Service of West Papua Province and the Directorate of Remote Indigenous Community Empowerment of the Ministry of Social Affairs. The data were analyzed using a qualitative descriptive approach. The results of the study indicate that budget management for KAT empowerment in West Papua includes (a) planning and budgeting; (b) budget execution; (c) administration; and (e) reporting and accountability. The KAT empowerment program in West Papua consists of (a) mapping and determining the location of KAT empowerment; (b) empowering KAT human resources; (c) socio-cultural, economic, and environmental empowerment; (d) assistance in structuring the social environment; (e) life insurance assistance; and (f) assistance with work equipment, household equipment, and seed assistance. The problems of KAT empowerment in West Papua include (a) the lack of budget for the implementation of empowerment; (b) minimal cross-sectoral roles; (c) low quality of human resources; and (e) dependence.

Abstract

Research on influence The purpose of this study was to analyze the influence of budgetary participation variables, quality of human resources, internal control systems, and utilization of information technology, on the performance of employees of the Office of Industry and Trade of West Papua Province, which has been carried out. The purpose of this study was to analyze the influence of these four variables on the Performance of the Office of Industry and Trade of West Papua Province. This research was conducted at the Office of Industry and Trade of West Papua Province. The population of this study were 67 civil servant respondents. The sample selection method used was purposive sampling. The analytical method used is hypothesis testing. The results showed that the four variables: the influence of the variable participation in budget preparation, the quality of human resources, the internal control system, and the use of information technology, were positively correlated with the performance of employees at the West Papua Province Industry and Trade Office. Increasing these four variables can encourage increased employee performance.

Abstract

Kondisi rendahnya akses pendidikan perempuan, terbatasnya peran mereka dalam kepemimpinan gereja, dan stereotip budaya. Penelitian ini bertujuan untuk memberdayakan perempuan melalui pendidikan di Gereja Pantekosta di Indonesia (GPDI) Jemaat Betlehem Enggros, Wilayah Port Numbay, Kota Jayapura. Permasalahan yang dihadapi perempuan jemaat adalah rendahnya tingkat pendidikan formal dan kurangnya dukungan terhadap pengembangan kapasitas, yang berdampak pada keterbatasan akses perempuan dalam pengambilan keputusan gerejawi. Kegiatan pengabdian ini dilaksanakan pada 1 Mei 2025, dengan metode pelatihan yang mencakup sosialisasi kesetaraan gender, pelatihan penguatan peran perempuan, diskusi pendidikan, dan pelatihan kepemimpinan. Analisis data dilakukan secara deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi. Hasil menunjukkan peningkatan pemahaman perempuan tentang kesetaraan gender, partisipasi aktif dalam kegiatan gereja, serta peningkatan keterampilan kepemimpinan. Namun, tantangan masih ada, termasuk stereotip budaya dan keterbatasan akses pendidikan formal. Untuk keberlanjutan program, diperlukan sinergi antara gereja, pemerintah, dan organisasi masyarakat sipil. Penelitian ini menegaskan pentingnya pendidikan sebagai alat pemberdayaan perempuan dan mengusulkan strategi peningkatan akses pendidikan dan kepemimpinan perempuan melalui pendekatan yang inklusif dan partisipatif. Penelitian ini diharapkan dapat menjadi referensi bagi gereja-gereja lain dalam mengembangkan program pemberdayaan perempuan berbasis pendidikan.

Abstract

This study was conducted to assess the relationship between the effectiveness of Regional Original Revenue (PAD), the level of regional financial independence, capital expenditure, and the size of local governments on financial performance in districts in Papua Mountainous Province during the 2017–2023 period. All data used came from the APBD realization report published by the Directorate General of Fiscal Balance of the Ministry of Finance.A quantitative approach with a descriptive-verifiable method was applied in the analysis, with the use of multiple linear regression supported by classical assumption tests and statistical tests t and F statistical tests to measure the strength of influence of each variable. The results obtained show that the effectiveness of PAD and the size of local governments have not been proven to affect the financial performance of local governments. On the other hand, the level of regional financial independence and capital expenditure make a significant contribution in encouraging changes in the financial performance of each local government. These findings show that the fiscal ability of regions to finance needs independently and the amount of regional investment through capital expenditure are more decisive factors in improving financial performance than the amount of PAD and the organizational scale of local governments.
