Abstract

This article aims to reveal the discourse on government to establish policies through the use of financial leverage a variety of revenue source to find program activities in order to build a quality education for the people in the District Yapen Island Province of Papua. The fact today that increasing per capita income, the ability of people to pay for education becomes higher, so demand will be higher level of education and time for school to be longer. In the perspective of economics discourse, in essence that economic development to all regions in Indonesian has prompted the central government to carry out political and economic control of the local government.In principle, this paper elaborated in the framework of development- oriented local government has very large fiscal dependency on transfers from the center to the regions at both provincial and district/city. For the special autonomy funds received by the provincial government/ district became part of the transfer is very important and eagerly anticipated in supporting the development of various areas in the District Yapen Island Province of Papua.

Abstract

Resource of skipjack fish is one of the recovered natural resources found in Jayapura City and has the potential to be optimized in supporting regional development and efforts to improve community welfare. the utilization efforts so far still use a conventional approach that is oriented towards yield and number of catches. The purpose of the study was to understand the factors that influence the income of fishermen, and understand the marketing system of catching tuna fish in Jayapura City. Respondents researched 90 families using randomized stratification methods. The type of data used: primary data in the form of community income data, the number of fishermen's catches, the number and types of production costs, marketing systems, types and fishing equipment, social culture of the community. Secondary data are fisheries statistics, annual reports, Jayapura City in numbers. Data sources are DKP, BPS, Bappeda, Disperindagkop Kota Jayapura. The research analysis methods are Multiple Regression Analysis with the Smallest Squares Method (OLS) and Marketing System Analysis Methods. The results showed that the variable selling price, the number of catches, work experience, capital, age, education level and fishing gear had a significant influence on the income of fishermen. Determination Value R2 = 0.890. The results of various classical assumption tests indicate that the data normality test is very normal and residuals have spread normally.

Abstract

This study aims to identify the progress of macro indicators of regional development as well as strategic development issues in Nduga Regency. The background of this research is based on the importance of measuring regional development in a multidimensional manner to understand inequality and to guide more accurate policy directions. The results show that macro indicators such as GRDP per capita, the Human Development Index (HDI), and the electrification ratio have shown an increasing trend. However, major challenges remain in terms of equitable access to education, healthcare, and poverty alleviation. In addition, strategic issues identified include demographic bonus, labor market disparities, limited infrastructure, technological disruption, and regional economic transformation. These findings highlight the need for data-driven, cross-sectoral, and inclusive development strategies to promote sustainable growth and improve the well-being of communities in Nduga Regency.

Abstract

This study aims to analyze the sectoral classification in Jayapura City and determine the economic sectors that can become the mainstay sectors in the Jayapura City economy during the period 2011-2023. The analysis is conducted based on Gross Regional Domestic Product (GRDP) data based on sector contributions to growth, the Growth Ratio Model, and overlay analysis. Data are obtained from official sources, such as publications of the Central Statistics Agency and regional economic reports. Based on the Growth Ratio Model (MRP), sectors in Jayapura City can be classified into several categories. Sectors that fall into classification I, or "dominant growth," include electricity and gas procurement, construction, wholesale and retail trade, information and communication, financial services and insurance, real estate, and government administration. Meanwhile, sectors such as agriculture, manufacturing industry, and corporate services are in classification II, showing prominent growth at the provincial level but less developed at the district level. The mining and quarrying sector falls into classification IV, with low growth at both the provincial and district levels. Furthermore, based on the overlay analysis, it was found that the mainstay sectors in the Jayapura City economy are construction and wholesale and retail trade, which show significant contributions to regional economic growth. Other potential sectors include government administration, information and communication, and financial services and healthcare, which have shown stable growth and significant contributions. With policies supporting these sectors, such as infrastructure improvements, service modernization, and strengthening the logistics system, these sectors can serve as key pillars of sustainable economic growth in Jayapura City.
