Abstract

Pertumbuhan ekonomi yang tinggi memerlukan modal besar berupa investasi yang akan digunakan untuk memperkuat usaha kecil menengah masyarakat di daerah perbatasan. Selain investasi, faktor lain yang mempengaruhi pertumbuhan ekonomi adalah sumber daya manusia. Pertumbuhan penduduk yang tinggi apabila tidak disertai dengan ketersediaan lapangan pekerjaan akan menyebabkan peningkatan jumlah pengangguran. Tujuan penelitiannya untuk Menganalisis Pertumbuhan Ekonomi Masyarakat di Daerah Perbatasan Kabupaten Timor Tengah Utara Dengan Districk Oecussie Negara Republic Democratik Timor Leste (NRDTL). Metode penelitian yang digunakan. Penelitian ini bersifat deskriptif kualitatif, sedangkan sumber data penelitian ini adalah: data primer dan data sekunder.  Hasil penelitian dan pembahasan di atas peneliti dapat menyimpulkan beberapa point, diantaranya; Upaya masyarakat Bikomi Utara untuk berwirausahaa perlu di dukung dan ditingkatkan sebab pendapatan masyarakat selalu, pola perencanaan pembangunan di bidang ekonomi di perbatasan belum menjadi prioritas, dan pola atau cara dan jenis usaha yang telah dilakukan sebelumnya telah dialihkan ke jenis usaha sembako sebab jenis usaha ini dianggap lebih mempercepat perputaran ekonomi.

Abstract

Tujuan dari kegiatan pengabdian pada masyarakat ini adalah memberikan pelatihan penggunaan aplikasi Microsoft PowerPoint 2007 sebagai alat presentasi bagi mahasiswa. Kegiatan pengabdian ini dilaksanakan di Fakultas Ilmu Sosial dan Ilmu Politik Universitas Timor. Yang menjadi sasaran kegiatan adalah mahasiswa semester VI sebanyak 40 orang. Kegiatan pengabdian pada masyarakat dilakukan dengan menggunakan metode ceramah, metode demonstrasi, metode praktik, dan metode diskusi. Hasil yang dicapai dari kegiatan ini adalah mahasiswa Fakultas Ilmu Sosial dan Ilmu Politik Universitas Timor mampu menggunakan aplikasi Microsoft PowerPoint 2007 untuk membuat bahan presentasi. Abstract

Penelitian ini bertujuan untuk mengetahui prosedur pengelolaan aset tetap yang berada dalam kewenangan DISPENPORA Kab. TTU. Metode penelitian ini adalah penelitian kualitatif dengan analisis data interaktif. Penelitian ini berfokus pada pengelolaan aset daerah yang diatur dalam Permendagri Nomor 19 Tahun 2016. Dengan sub fokus perencanaan, pengadaan, penggunaan, pemanfataan, pengamanan dan pemeliharaan serta penatausahaan barang milik daerah. Hasil penelitian menunjukan bahwa pelaksanaan pengelolaan aset DISPENPORA Kab. TTU sesuai dengan Permendagri Nomor 19 Tahun 2016 yang meliputi perencanaan, pengadaan, penggunaan, pemanfaatan, pengamanan dan pemeliharaan serta penatausahaan barang milik daerah. Namun masih ditemui kelemahan dalam perencanaan, pengamanan, dan penatausahaan aset tetap milik DISPENPORA Kab. TTU. Dalam siklus perencanaan, DISPENPORA Kab. TTU kekurangan sumber daya manusia pada sub bagian Pusat Data dan Evaluasi yang bertugas menginput Rencana Kebutuhan Belanja Modal Daerah pada sistem informasi keuangan daerah Kab. TTU; siklus pengamanan, belum ada prosedur pengembalian aset milik DISPENPORA Kab. TTU sehingga terdapat oknum pengguna kendaraan bermotor yang tidak mengembalikan dokumen kendaraan berupa STNK; dan penatausahaan, khusus perbedaan pelaporan yang disampaikan oleh sekolah kepada DISPENPORA Kab. TTU dan Badan Keuangan dan Aset Daerah PEMKAB TTU. Kata Kunci: Pengelolaan; Aset Tetap; DISPENPORA; Sumber Daya Manusia.

Abstract

This paper aims at finding out what policies are implemented by the government of Tainsala Village in handling and preventing COVID-19. In this study, the researchers applied the qualitative method with a descriptive analysis approach based on the facts found in the field. Furthermore, concerning the employed data analysis technique, the researchers used three main components proposed by Miles & Haberman: data reduction, data presentation, and conclusions. Results showed that the government of Tainsala Village in handling and preventing COVID-19 have implemented several policies in the form of programs/activities, namely making COVID-19 posts at the entrance and exit of the village, providing quarantine locations, procuring and distributing face masks, hand sanitizer, & hand soap, and collaborating with the Health Office of North Central Timor Regency to disseminate information about COVID-19. The policies implemented have taken into account the participation aspects of the various existing stakeholders. Another finding is the use of local wisdom to accelerate herd immunity among the people of Tainsala Village.

Abstract

Cultural tourism in traditional Indonesian villages holds significant potential for preserving cultural heritage while driving local economic growth. Tamkesi Traditional Village in North Central Timor, East Nusa Tenggara, is one of the most iconic heritage sites with unique architecture and cultural traditions. This study aims to analyze the development of cultural tourism in Tamkesi using the 6A tourism framework, namely Attractions, Amenities, Supporting Services, Activities, Accessibility, and Available Packages, and collaborative governance principles. A qualitative descriptive approach was used, involving in-depth interviews with local stakeholders, direct observation, and document analysis. The findings indicate that despite Tamkesi’s strong appeal and cultural authenticity, its tourism development faces limitations in amenities, accessibility, supporting services, and structured tour packages. Collaborative governance among local communities, government agencies, and tourism actors is identified as a crucial strategy to address these gaps and promote sustainable cultural tourism development. The study concludes that integrated planning and community-based collaboration are essential for strengthening all components of the 6A framework. This research contributes to the achievement of SDG 11 by supporting cultural heritage preservation and sustainable settlements, and to SDG 17 by reinforcing multi stakeholder partnerships to ensure effective and sustainable cultural tourism governance.

Abstract

This study situates Kefamenanu, East Nusa Tenggara, as a significant locus for examining religious freedom, given its plural religious landscape and strong cultural traditions, which together create a concrete arena of tension between individual freedom of belief and dominant social norms. The emergence of new religious groups in this context has generated distinctive social, cultural, and institutional responses, markedly different from those in larger urban settings. Unlike previous studies that have tended to label such groups as “heretical” or “deviant” by focusing on doctrinal divergence, this research offers an alternative perspective by foregrounding social interactions, cultural values, the existential motivations of new adherents, and the role of policy frameworks and inter-agency coordination in shaping social relations. Adopting a qualitative case study approach, informants were purposively selected, including community members, officials from the National Unity and Political Agency (Kesbangpol), representatives of the Interfaith Harmony Forum (FKUB), staff of the Office of Religious Affairs, and followers of new religious movements. Data was collected through in-depth interviews, participant observation, and document analysis, and subsequently analyzed thematically. The findings underscore three key aspects: (1) value conflicts between individual religious freedom and cultural norms reinforced by majority pressures; (2) regulatory inefficiencies and weak inter-agency coordination, including the limited authority of FKUB, which exacerbate conflict and miscommunication; and (3) existential motivations as a critical factor driving individuals to join new religious groups despite stigma and social isolation. Overall, the study demonstrates that religious freedom in Kefamenanu is not solely a matter of individual rights but is deeply interwoven with social identity, group integration, and community stability.

Abstract

This study examines coordination practices within the Weliman District Government in carrying out governmental functions. A descriptive qualitative approach was employed using observation, in-depth interviews, and documentation analysis. The findings show that internal coordination is conducted through routine weekly and monthly meetings and official circulars, generally aligned with annual plans and established agendas. However, coordination effectiveness is constrained by weak cross-unit communication that leads to miscommunication, as well as limited human resources in terms of both quantity and capacity. External coordination functions to convey government directions to the community, supporting mutual understanding and encouraging public cooperation in line with district objectives. Horizontal coordination is implemented through regular meetings, coordination forums, and cross-sector communication involving task division, information exchange, and joint decision-making. Nevertheless, limited commitment and responsiveness from some stakeholders, along with constraints in time, budget, and energy, hinder optimal outcomes. Vertical coordination plays a strategic role in ensuring effective governance and security at the sub-district level, yet its implementation remains suboptimal. Strengthening inter-agency collaboration, establishing consistent communication forums, improving data and information support, and fostering shared commitment among leaders and law enforcement agencies are essential to enhance coordination and public service delivery.
