Abstract

In its development, the tendency of an agrarian society has shown how important the land sector is for rural communities to develop and improve their economy through the land sector. Thus, this PKM activity is important because the idea of ​​a legal policy regarding the digitization of land administration must be well organized to accelerate the development process and as a basis for the legal settlement process. The method of implementing this PKM activity has several steps such as identifying initial problems through observation and interviews, socializing the arrangement of digitizing land administration based on legal policies, carrying out FGDs, and evaluating PKM activities systematically. The results of the PKM activity in Gobah Village showed that this activity was carried out in three main sessions, namely registration of participants and opening of the event, resource persons giving presentations, and FGD sessions with local communities. Then this activity can be said to have been carried out well, but there are still some notes that need to be carried out regularly to improve the quality of land data.

Abstract

The purpose of this paper is to show how the Riau Provincial Government might transform public services based on digital services in the direction of good governance. This paper then uses a qualitative analysis method with Nvivo 12 Plus as an analytical tool to visualize data from online media sites. The findings of this study indicate that during the Covid-19 pandemic, the transformation of digital service-based public services in Riau Province can be seen from three aspects, namely: First, on the transparency aspect, the Riau Provincial Government has implemented digital services so that they can be more easily accessed. Second, in terms of accountability, every public service provider already has a strong understanding of how to implement digital services. However, the implementation of digital services still faces challenges and requires improving aspects of internet network quality in several locations in remote and underdeveloped areas. Third, in terms of effectiveness and efficiency, the Riau Provincial Government has received various awards for public service innovations and has launched the Mata Bansos application which is intended to help communities affected by Covid-19. Therefore, this research contributes in the form of recommendations to continue to improve public services by utilizing existing digital service applications and further integrating public services that have not been integrated with digital-based services.

Abstract

The spread of the covid-19 outbreak entered Indonesia since 2020. COVID-19 has had an impact on society and government, so that the government, especially the city of Pekanbaru, has carried out various policy strategies to carry out countermeasures in the spread of Covid-19, but the number of spread of covid-19 still has not decreased significantly. This research aims to develop a policy narrative framework that functions in advocating for the media as well as providing influence in the decision/policy making process. This research used qualitative analysis using the Policy Narrative Framework (NPF) approach. This study found that narratives by government actors and the general public in online news media had an influence on the policy of handling Covid-19. The policy narrative framework approach (NPF) contributes to this research such as elements of the storyline of policy development and the role of actors who are directly involved in policy. The implementation of the COVID-19 vaccine program through social media support can be seen from the existence of four indicators, namely Communication, Resources, Disposition, and Bureaucratic Structure and looking at the message sender’s, recipient and quality of message via social media.

Abstract

One of the organizations engaged in empowerment is the Lengkepe Creative Joint Business Group consisting of homemakers who carry out activities to improve the family's economy. This KUB comprises various businesses such as food, handicraft, and medicinal plant cultivation. Businesses run by KUB members are still small businesses and have yet to provide an economic boost to members. This Joint Business Group was established to help homemakers earn money and increase family income. The problem faced by KUB is inadequate capital to produce and market products. This service was carried out to provide enlightenment on how to utilize the social capital around KUB to develop KUB. The method used in this service was comprehensive assistance for all KUB members to identify social capital that can be utilized in the development of KUB. The activity results showed that social capital could be utilized, namely online and offline networks, in product marketing and obtaining raw materials. The following assistance needed for the KUB is institutional support that provides legality to the products produced.

Abstract

Kelompok Usaha Bersama RLK merupakan sebuah kelompok yang terdiri dari ibu-ibu rumah tangga yang memiliki usaha yang dikembangkan bersama. Potensi yang dimiliki oleh kelompok usaha bersama ini sangat besar karena bidang usaha yang ada pada KUB ini terdiri dari tiga yaitu cipta rasa, cipta kriya dan agro permai, pengabdian akan fokus pada pengembangan di bidang cipta kriya. Cipta kriya terdiri dari usaha merajut, membatik, menjahit dan eco print. Permasalahan yang dihadapi pada KUB RLK ini adalah pertama kurangnya kerjasama untuk pengembangan usaha terutama kerjasama dengan investor untuk modal usaha dan yang kedua belum memiliki mitra kerjasama untuk pemasaran produk. Kurangnya kerjasama yang dimiliki disebabkan anggota KUB belum memiliki kemampuan yang memadai dalam membuat proposal kerjasama sehingga calon mitra dari KUB kurang tertarik untuk menanamkan modal dan menerima produk yang dihasilkan untuk dipasarkan. Adapun solusi dari permasalahan yang dihadapi mitra adalah memberikan pelatihan penyusunan proposal kerjasama, kemudian langsung melakukan pendampingan dalam penyusunan proposal kerjasama. Solusi lanjutannya adalah mengidentifikasi target-target yang akan berikan proposal kerjasama sehingga proposal yang dibuat tepat sasaran. Tujuan dari kegiatan ini adalah membantu peserta memahami dengan jelas tujuan dan kebutuhan dalam menyusun proposal kerjasama. Ini memungkinkan mereka untuk fokus pada elemen yang relevan dan mengarahkan pada tujuan yang diinginkan. Pelatihan ini membantu peserta mengembangkan keterampilan penulisan yang efektif. Mereka belajar tentang struktur proposal yang baik, penggunaan bahasa yang jelas dan persuasif, serta teknik penulisan yang menghasilkan argumen yang kuat dan meyakinkan.

Abstract

Masyarakat dan mahasiswa merupakan sosial yang mampu menjadi pelopor atas keamanan dan ketenteraman lingkungan. Mahasiswa bisa memberikan perannya dalam mensosialisasikan dalam lingkungan masyarakat terhadap ancaman dan bahaya penyalahgunaan digital. Masyarakat perlu untuk memahami dan menyadari pentingnya menjaga data pribadi pada era perkembangan teknologi. Masyarakat saat ini masih ada yang belum memahami atas pentingnya menjaga kerahasiaan data di dunia digital. Masih ada yang belum memahami bagaimana cara menyeleksi platform-platform yang kurang bereputasi untuk mendukung aktivitas sektor transportasi. Permasalahan yang dihadapi saat ini masih banyak penipuan digital, masih banyak kebocoran data pribadi seperti alamat rumah, nomor seluler dan identitas lahir. Maka dalam kegiatan pengabdian ini, tim pengabdian melakukan sosialisasi dan diskusi langsung kepada masyarakat dan mahasiswa tentang pemahaman dalam memilih platform online yang bereputasi serta memberikan pemahaman tentang cara menjaga data pribadi dalam media digital yang sering dipakai dalam mendukung aktivitas sehari-hari. Tulisan ini menunjukkan hasil pengabdian bahwa masih tingginya antusias audien dalam mengikuti perkembangan digital. Peserta pengabdian memberikan pendapat solusi bahwa dalam menghadapi masalah kejahatan di dunia digital, perlu untuk memberitahu kepada orang terdekat untuk dapat menyelesaikan masalah secara bersama.

Abstract

The production of subsistence farmers dominates Lingga's agricultural commodities as an alternative food supply. However, this production helps meet food needs in Lingga Regency. Along with the development of regional development, to meet the needs and regional food security and guard against land conversion activities, it is necessary to protect agricultural land. This article aims to identify the implementation of the Sustainable Food Agricultural Land Protection Program in Lingga Regency, Riau Islands Province. This research is a qualitative study with a study approach that examines the government's efforts to overcome land conversion and support the productivity of subsistence farmers as alternative food suppliers by making policies to protect agricultural land for sustainable food. Research shows that to anticipate the occurrence of land conversion, the local government of Lingga Regency issued two regulations to ensure the protection of sustainable agricultural land and the determination of the area of rice fields. This study still has limitations, namely respondents for primary data sources, especially in farmer groups. As a result, additional research will be conducted to include subsistence farmers and monitor the policy progress of the sustainable Food and agriculture land conservation program in Lingga Regency.

Abstract

Along with the issuance of the Joint Regulation of Governor of Yogyakarta Special Region, Regional Police Chief of Yogyakarta Special Region, and Operational Director of PT. Jasa Raharja No.35 Year 2008 No:B/4820/XI/2008 and No: SKEB/12/2008 about the program to improve SAMSAT’s excellent service, SAMSAT Corner was established. Vehicle tax is one of tax incomes which affects regional income. Therefore, it is necessary to optimize the tax revenue of vehicle through various efforts. One of the ways is by improving the satisfaction of vehicle taxpayers by giving an optimal service quality. Based on the explanation above, the researcher was eager to find out the implementation of SAMSAT Corner service at Galleria Mall in order to improve vehicle tax in 2014.Based on the analysis, it can be concluded that the implementation of SAMSAT Corner service at Galleria Mall has run well and it gives positive effects to society (vehicle taxpayers).However, the regulation that rules the operation of SAMSAT Corner service at Galleria Mallis not optimal yet, so it is necessary to study it again in order to have a clear regulation about SAMSAT Corner service.

Abstract

Village government is the administration of government affairs and the interests of local communities in the NKRI government system (Law Number 6 of 2014 concerning Villages Article 1 Paragraph (2)). The village head as the organizer of the village government is directly elected by the community through the election of the village head (Law Number 6 of 2014 Article 34 paragraph 1). The village head in village administration is assisted by village officials, namely the village secretary and other village officials. "BPD is located as an element of village administration, functions to determine village regulations with the village head, to accommodate and channel the aspirations of the community". In this case the problems that occur are about Village Wealth Management Procedures, which are more focused on village financial management. The problems that often occur in Sungai Pinang Village, Pujud District, Rokan Hilir Regency are; 1) The many original assets of Sungai Pinang Village can be used as a source of original village income to improve development and the standard of living of the community, especially in Sungai Pinang Village. 2) The many residents of Sungai Pinang Village community who do not yet know about the procedures for managing village wealth. Referring to the above problem, the formulation of the problem in this service is how to increase the capacity of the village government in financial management of Sungai Pinang Village, Pujud River District, Rokan Hilir Regency. The purpose of this service is so that the Device and Community of Sungai Pinang Village, Pujud District, Rokan Hilir Regency can find out and improve the capacity of the village government in managing village finances. The benefits of this service are for lecturers for lecturers, the increase of students' knowledge and knowledge about the Government's Capacity Building in Village Financial Management Sungai Pinang Village, Pujud Rokan Hilir District, For Higher Education, the achievement of darma chess from universities in Riau Islamic University. one of them is community service. For the Community, so that the community can know clearly about Capacity Building of Village Governments in Village Financial Management. The target of community service is to increase awareness of the village government and the community the importance of understanding the Capacity Building of Village Governments in Village Financial Management to realize the Target Development. The location of this community service activity is Sungai Pinang Village, Pujud District, Rokan Hilir Regency. This village is approximately 7 hours drive from the city of Pekanbaru. The timing of this activity is carried out on Saturdays. December 28, 2018 at 09.00 WIB until Completed. The method of implementation is carried out with assistance and question and answer with the community and village officials. Furthermore, the Dedication Team will conduct a direct review of the documents that are in the Village archive to see the shortcomings. The material presented in this service is Law no. 6 of 2014 and supporting material.

Abstract

In the government sector, E-Government has become part of innovation. The use of E-Government is necessary to maintain government transparency. In Banda Aceh City, Aceh Province, Indonesia, this study tries to capture the phenomenon of the factors that influence trust and use of E-Government. The purpose of this research is to learn about the elements that influence trust and adoption of E-Government in the Banda Aceh region through quantitative research. This research is included in the category of survey research. This study found that two variables have positive and significant implications for other variables, namely the benefit variable has significant implications for trust in e-government, and the trust variable in e-government has significant implications for the use of e-government. Meanwhile, three other variables that have no significant implications are organizational factors, technological factors, and risk factors for public trust in the use of E-Government by the government. This study also has limitations, such as considering the positive impact on the use of e-government in the Banda Aceh Region, rather than the problem of only using e-government in the Banda Aceh Region of Aceh Province. The time limit associated with data collection is another weakness of this study.
