Abstract

Model kebijakan inkremental merupakan model kebijakan yang bersandar kepada kebijakan sebelumnya dengan sedikit modifikasi. Program peningkatan kesempatan kerja adalah bentuk program hasil dari model inkremental yang tidak dimodifikasi. Rendahnya lapangan pekerjaan secure menjadi pokok perhatian dalam persoalan ketenagakerjaan dan target dari agenda tujuan pembangunan berkelanjutan Provinsi Riau. Penelitian ini bertujuan mengevaluasi program peningkatan kesempatan kerja melalui evaluasi kebijakan sistematis melalui metode penelitian kualitatif dengan teknik analisa reduksi data, penyajian data dan penarikan kesimpulan. Hasil menunjukan bahwa model inkremental program peningkatan kesempatan kerja berorientasi kepada peningkatan skill individu dan tidak mampu menjawab persoalan ketenagakerjaan yang membutuhkan lapangan pekerjaan dan penciptaan lapangan kerja baru melalui penciptaan wirausaha baru, kemudian ditemukan tidak ada integrasi target program dengan target agenda tujuan pembangunan berkelanjutan Provinsi Riau.

Abstract

Evaluasi Sustainable Development Goals Provinsi Riau pada pilar ekonomi, pertumbuhan ekonomi dan pengangguran terbuka menjadi perhatian serius. Rendahnya Peningkatan lapangan kerja yang terlindungi, penurunan tenaga kerja formal, dan peningkatan penyerapan tenaga kerja informal sektor pertanian.  Dalam pencapaian target Sustainable Development Goals Provinsi Riau diperlukan efektifitas dari program peningkatan kesempatan kerja. Metode penelitian yang digunakan adalah metode kualitatif dengan menggunakan teknik Analisa reduksi data, penyajian data dan penarikan kesimpulan. Hasil menunjukan program peningkatan kesempatan kerja tidak efektif dalam pencapaian Sustainable Development Goals Provinsi Riau, tidak adanya Pendekatan partisipatif dan inklusif yang merupakan prinsip pelaksanaan sustainable development goals, serta peran aktif non state actor (sektor non pemerintah) melalui Kerjasama pemerintah daerah dengan membangun kemitraan dengan sektor bisnis.

Abstract

Tanaman kehidupan merupakan tanaman untuk tujuan peningkatan kesejahteraan masyarakat yang dapat berupa tanaman pokok yang menghasilkan hasil hutan kayu dan/atau tanaman yang menghasilkan hasil hutan bukan kayu, dan/atau tanaman yang bermanfaat bagi masyarakat yang dikelola melalui pola kemitraan antara masyarakat dengan pemegang IUPHHK-HTI yang bersangkutan. Dengan dana fee alam besar yang digelontorkan oleh perusahaan, sangat disayangkan apabila dana tersebut hanya sebagai dana habis pakai, dalam arti tidak ada nilai ekonomi berkelanjutan oleh masyarakat. Jika dana tersebut dikelola dengan sedemikian rupa maka masyarakat Desa Sungai Ara akan produktif dibidang ekonomi. Misalnya ada pemberdayaan berupa bantuan modal UMKM, membangun/memperbaiki pasar, kegiatan bidang pendidikan, kesehatan, pembangunan, pariwisata, olahraga, pertanian, peternakan dan kegiatan lainnya. Oleh sebab itu, perlu adanya suatu model laternatif kebijakan untuk mengelola penyaluran dana fee alam di Desa sungai ara tersebut. Metode yang digunakan dalam tulisan ini yaitu studi kepustakaan. Hasil analisis yang dilakukan terhadap permasalahan tersebut penulis menggunakan Model Alternatif Kebijakan dalam rangka penyaluran dan pengelolaan dana fee alam tersebut yang terdiri dari Technical Feasibility, Economic and Financial Fossibility, Political Viability dan Administrative Operability dimana model alternatif kebijakan diatas sangat baik digunakan dalam rangka penyaluran dana fee alam tersebut

Abstract

Penelitian ini bertujuan untuk mengetahui tingkat efektivitas dari program pelatihan kerja oleh Dinas Tenaga Kerja dan Transmigrasi Provinsi Riau (Studi Kasus Unit Pelaksana Teknis Latihan Kerja (UPT-LK) Wilayah I Provinsi Riau. Indikator dari penelitian ini adalah, pemahaman program, tepat sasaran, tepat waktu, tercapainya tujuan, dan perubahan nyata. Tipe penelitian yang berlokasi di Unit Pelaksan Teknis Latihan Kerja (UPT-K) Wilayah I Provinsi Riau adalah survey deskriptif, yaitu memprioritaskan daftar kuisioner sebagai alat pengumpulan data dan data yang terkumpul dengan alat ini kemudian dijadikan bahan baku utama untuk menganalisis kondisi empiris dan obyektivitas keberadaan tujuan penelitian pada lokasi yang diteliti. Adapun populasi yang di gunakan dalam penelitian ini adalah kepala unit Pelaksana Teknis Latihan Kerja (UPT-LK) Wilayah I Provinsi Riau dan peserta pelatihan kerja yang telah mengikuti pelatihan di Unit Pelaksana Teknis Latihan Kerja (UT-LK) Wilayah I Provinsi Riau tahun 2019. Adapun teknik sampling yang di gunakan dalam menetapkan individu sampel adalah teknik sampling jenuh untk kepala Unit Pelaksana Teknis Latihan Kerja (UPT-LK) Wilayah I Provinsi Riau dan teknik simple random sampling untuk peserta pelatihan. Jenis dan teknik pengumpulan data yang di gunakan dalam penelitian ini terdiri dari data primer dikumpulkan dengan menggunakan kuisioner dan wawancara serta data sekunder yang dikumpulkan menggunakan teknik observasi. Sementara teknik analisa data yang dgunakan adalah dengan mempergunakann alat bantu tabel frekuensi. Berdasarkan teknik analisis ini peneliti menilai dan menyimpulkan bahwa efektivitas program pelatihan kerja oleh Dinas Tenaga Kerja Dan Transmigrasi Provinsi Riau (Studi Kasus Unit Pelaksana Teknis Latihan Kerja (UPT-LK) Wilayah I Provinsi Riau berada pada interval penilaian “Cukup Efektif”

Abstract

Development is a process of change made by the government to the community. In this paper the development is carried out through CSR activities in Riau Province through the elements of stakeholders consisting of the Company itself, the community as a platform for CSR activities, and the Government as the regulatory and supervisory function. This paper discusses how CSR as an agent for poverty alleviation can be done through community empowerment activities which include development, improving the quality of human resources, education, health, economy and even the environment. The role of stakeholders in this case is the benefits received by the company in implementing CSR activities, the benefits of implementing CSR for the community, and the benefits of implementing CSR for the government. While the CSR controversy can be seen through the aspect of regulation that focuses on sanctions against companies that do not implement CSR and the amount of costs that must be incurred by the company in its implementation. The oversight function in this case is the Regional Regulation in Riau Province where the supervision has not been going well. Whereas the determination of Ring consisting of Ring 1, Ring 2 and Ring 3 also has not proceeded in accordance with what should have been where many villages were supposed to get the Ring 1 category but were not categorized. So this thing needs an action so that in the future it can run as it should.

Abstract

Regional autonomy is an authority granted by the central government to the lower level governments, namely the Provinces, Regencies / Cities to manage their own households. The purpose of this study was to determine the implementation of regional autonomy towards community development in Indragiri Hulu Regency. The usefulness of this research should be of theoretical, practical and academic benefit, of course. This type of research uses qualitative and quantitative research types that are descriptive based on the information the author obtained, through primary data and secondary data, with respondents totaling 200 people. The technique of analyzing the data the authors conducted a qualitative analysis that would be carried out through primary, secondary, and library sources. The analysis will use a descriptive approach. The results showed that the implementation of regional autonomy carried out by the Government of the Indragiri Hulu Regency in the category did not go well. But on the other hand, the deliberation of the development plan (Musrenbang) through the Regional Work Unit (SKPD) in the category is not running well with the policy of the City / Regency Government only prioritizing the local government and the central government. In addition, the effect of implementation on community development is not well categorized in the development of basic facilities, infrastructure.

Abstract

The community empowerment program in the Bukit Tigapuluh National Park area in the cultivation of kelulut honey is a community empowerment program created and managed directly by the Bukit Tigapuluh National Park Office with the target recipient of the program being indigenous people living in this national park area, such as the Talang Mamak Tribe community with the aim of providing empowerment activities so that the community can earn additional income to meet their economic needs. This study aims to analyze and explain how the Talang Mamak Tribe Community Empowerment in the Bukit Tiga Puluh National Park Area in Cultivating Kelulut Honey in Rantau Langsat Village, Batang Gansal District, Indragiri Hulu Regency. This type of research is qualitative by collecting interview and observation data with respondents, namely Balai TNBT and related agencies and the TNBT fostered Forest Farmers Group. In this study, it was found that the implementation of the program had been implemented but not optimal as a whole due to several indicators used in this study such as standards and targets, resources, communication between organizations, and characteristics of implementers. , socio-economic environment and attitude of implementers in program implementation. Not all of the implementation processes of this empowerment program are in the implemented category so that everything is still not maximally implemented.

Abstract

The plant of life is a program prepared by the government through the regulation of the Minister of Environment and Forestry Number P.12/Menlhk-II/2015, for communities living around forests to be empowered by companies in accordance with these rules. The purpose of this study is to explain and provide recommendations on how to empower ideal communities around the forest through living plants in Sungai Ara Village, Pelalawan Regency. The method in this study is to use a qualitative method with a descriptive approach. This research was conducted in Sungai Ara Village, which is located in Pelalawan District, Pelalawan Regency, Riau Province. Data collection techniques were carried out by interviewing informants, the company and the community. The results in this study found that the ideal empowerment had not been implemented properly in Sungai Ara Village because empowerment was carried out by giving cash. Therefore, the authors recommend ideal empowerment by using concepts from various ideal theories and comparing the results of existing research. Recommendations are expected to create an ideal empowerment by involving all parties including the government, companies and the community itself

Abstract

Pelokalan Sustainable Development Goals Desa menjadi acuan utama didalam pembangunan desa secara menyeluruh dalam aspek sosial, ekonomi dan lingkungan, reformasi Badan Usaha Milik Desa pada Sumber Daya Manusia dan tata kelola guna mencapai tujuan tersebut. Masalah utama adalah rendahnya tingkat pengetahuan dan keterampilan sumber daya manusia dan kurang baiknya tata kelola merupakan faktor utama yang menyebabkan tidak berkembang. Tujuan pengabdian ini meningkatkan pengetahuan dan keterampilan bagi sumber daya manusia dan tata kelola Badan Usaha Milik Desa Kesumbo Sejahtera Kabupaten Bengkalis. Metode Pengabdian dilakukan melalui analsisi masalah, sosialisasi dan focus group discussion dan monitoring evaluasi. Hasil menunjukan teradapatnya peningkatan pengetahuan dan keterampilan sumber daya manusia serta adanya perubahan pada tata kelola dan kelembagaan.

Abstract

Inclusive development lies not only in social aspects, but is extended to environmental aspects. The concept of social exclusion and inclusion has redefined the concept of economic development which must also rely on a social approach or use an inclusive development approach. The presence of street vendors for the economy can have a positive impact, but on the other hand it has a negative impact on urban planning and the environment. This research aims to understand and achieve inclusive development for the marginalized group of street vendors in Tembilahan. This study uses qualitative methods by collecting interview data, observation and documentation as well as data analysis by presenting data, reducing and drawing conclusions. The results show that there is no inclusive development for marginalized groups of street vendors in Tembilahan as seen by the minimal participation in development. Participation only occurs when there is control and arrangement for street vendors, then there is no policy that specifically regulates street vendors, besides that the difference in formalization and provision of space in the arrangement among street vendors, from all these findings the impact is not inclusive and comprehensive in the development of marginal groups of street vendors.
