Tenggelamkan!: Susi Pudjiastuti’s Securitization of IUUF in Indonesia Raharjo, Wahyu Arif

Abstract

Illegal, Unregulated and Unreported Fishing (IUUF) is not traditionally discussed in security studies, but this paper attempts to prove that the emergence of IUUF in Indonesia since 2015 has become a security concern. The slogan “Tenggelamkan” (which means “Sink It!”) echoed by Minister of Fisheries and Maritime Affairs of Indonesia Susi Pudjiastuti indicated the surging attention, budget allocation and the sense of emergency in Indonesia’s IUUF problem. This study utilizes Securitization theory as the main framework of analysis in investigating three direct speech acts where Minister Susi attempted to securitize this issue by convincing president Joko Widodo and general Indonesian audience. This paper concludes that minister Susi had successfully securitize IUUF in Indonesia as evident in these three events: (1) the execution of exploding and sinking the captured vessels committing IUUF, (2) the militarization of IUUF in the form of involvement of Indonesian Navy and (3) the acceptance that this particular effort by minister Susi has brought fame for her as Indonesia’s female maritime hero.

Abstract

Politik internasional sekarang ini telah menjadi sebuah kajian yang begitu menarik karena hilangnya kendala fisik yang sejak lama menjadi penghalang bagi globalisasi. Sekarang ini, fenomena yang terjadi di suatu wilayah dalam waktu singkat bisa menjadi berita hangat di penjuru lain dunia. Kawat teknologi informasi telah menghubungkan dunia yang semula terpisah menjadi satu kesatuan dalam kampong global. Hal ini menyebabkan transformasi dalam studi hubungan internasional, khususnya politik global.

Abstract

Despite its existence in various local traditions, LGBT acts in Indonesia has recently faced notorious condemnation and abuse. This paper explores minister Ryacudu’s discourse formation in removing LGBT issue from normal politics into security sector, and whether such action has been successful in convincing audience that LGBT is indeed a security issue. In doing so, this study utilizes securitization framework to unravel the rationalization of removing LGBT into security sector and how it relates to Indonesian identity discourse. This paper argues that securitization of LGBT acts in Indonesia is an enactment of national and religious identity. LGBT has been re-constructed as a threat to national identity, thus, a societal security threat. This securitization is conducted by Indonesian government, initially started by Minister Ryacudu’s call to reject LGBT, which is then widely echoed among citizens. Statement from Ryacudu is the main speech act, supported by, utilization of religious values and national heteronormative identity as reference values to legitimize extraordinary measures to the so-called ‘LGBT problem’. The ‘extraordinary measures’ taken to ‘protect’ Indonesia’s identity include various sectors from education, communication and media, and commerce. Wide acceptance among citizen suggests that Indonesian government, especially Minister Ryacudu have successfully securitized LGBT issue in Indonesia.

Abstract

Despite being political, violent conflict in Central African Republic (CAR) have always had hidden dimensions that include ethnic and religious ones and this dimension resurfaced in recent development. This paper aims to assess the deliberation of religious dimension of conflict in UN Peacebuilding efforts while engaging civil society in its peacebuilding efforts and find out what these offices could do in empowering civil society participation in conflicts where religious dimension persists, to prevent further recurrence of violent conflict. Using CAR conflict as a case study, this paper will first observe religious dimension and the importance of engaging religious actors in peacebuilding. Second, drawing information from BONUCA and BINUCA as the manifestation of UN's peacebuilding activities in CAR as well as the nature of CAR conflicts, it will then seek to explore these offices engagement of religious actors as part of civil society involvement in UN peacebuilding effort. Third, the position of religious players and consideration of religious/faith-based aspect of conflict will be analysed and see what prospect it could bring in tackling violent conflict and what the UN could do. In helping CAR, UN PBC have the potential to play a central role in bridging both international community with material resources and religious leaders in domestic level with potential to build a bottom-up peacebuilding process.

Abstract

Konflik politik pada tahun 2016 - 2019 akibat keputusan perpanjangan masa jabatan Presiden Joseph Kabila meningkatkan angka kerawanan pangan dan jumlah pengungsi di Republik Demokratik Kongo (RD Kongo). Kebijakan pemerintah belum mampu mengatasi krisis pangan di dalam negaranya, dengan adanya peran dari organisasi internasional seperti World Food Programme (WFP), bisa menyelamatkan banyak nyawa masyarakat melalui pendistribusian bantuan darurat. Penelitian ini bermaksud untuk menganalisis peran WFP dalam mengatasi krisis pangan di RD Kongo pada tahun 2016-2019 menggunakan konsep implementasi organisasi internasional. WFP menerapkan visi, misi serta program bantuannya dengan melakukan pengawasan dan mengelola bantuan pangan, memberikan transparansi dan terbuka akan peran yang dijalankan. WFP membantu pemerintah RD Kongo agar bisa mengembangkan kapasitas negaranya, serta WFP bekerjasama dengan mitra lokal seperti kementerian RD Kongo dan mitra internasional seperti beberapa badan Persatuan Bangsa-Bangsa serta para donatur.

Abstract

The recent decrease in deforestation suggests a success in global effort of halting it, yet the question on in the agency of United Nations Forum on Forests (UNFF) remains. Do these changes occur due to UNFF’s facilitation? To examine this, this paper utilizes Principal-Agent theory proposed by Hawkins et al., (2006) to explore UNFF’s autonomy and discretion and its role in halting deforestation. It will first analyse the historical and relational foundation of UNFF as an international organization (IOs) and then define the meaning of ‘problem-solved’ in terms of forest issue. It will then evaluate policy instruments and powers that UNFF holds using Martha & Finnemore’s argument on the power of IOs. This paper argues that UNFF is serving as a forum for global forestry governance. It faces challenges due to differing national interests, limited discretion and significant role of NGOs in influencing discussions and advocating for sustainable forest management. Tensions persists between developed and developing nations in forestry issue, thus UNFF plays the role of collaboration and coordinating agents through Collaborative Partnership on Forest (CPF). It possesses limited role as arbitrating and enforcing agent due to Non-Legally Binding Instruments (NLBI) preferences of member states. However, UNFF possesses the power in terms of diffusing norms accepted by members, that halting deforestation is non-negotiable.

Abstract

China is leading East Asia as the epicentrum of growth in the third decade of 21st century, however, the role of Indonesia is eminent in this rise. Meanwhile, the struggle over influence in the region is acrimonious, as USA, China and Russia are vying for support from countries in this strategic region. Through the lens of neorealism, this study attempts at examining the role of Indonesia in rising East Asia. It argues that Indonesia plays major role especially in mediating and balancing both US – China rivalries through carefully crafted diplomatic strategies. Indonesia provides regional frameworks within which cooperations between opposing countries is possible, while at the same time safeguarding these cooperations through balancing act. Indonesia's strategic position enables it to serve as a global balancer by accepting agreements with China and maintaining close security ties with the United States. Through prudent policies, Indonesia upholds regional stability and plays an effective mediating role among major global powers.

Abstract

Interethnic conflict in Sampit erupted amidst the post-Reformation era in Indonesia between the Madurese and Dayak people, which caused casualties and displacements. Peaceful coexistence is prevailing between both people in Sampit nowadays, but discussion about this reconciliation process is still rare, and its significance is in understanding the region’s transformation. This study evaluates the reconciliation process as a stepping stone toward positive peace by examining the reconciliation process of interethnic conflict in Sampit using Hamber’s model of reconciliation, exploring whether it supports conditions for positive peace. This study employs library research followed by descriptive qualitative analysis of existing literature, journal articles, reports, and documents on this case study. It argues that the Declaration of Tekad Damai Anak Bangsa operates as conflict resolution, with victory secured by the Dayak people as the indigenous people. The absence of truth-telling or mutual acknowledgment of events, compounded by the exodus of most Madurese, left reconciliation incomplete. Justice and litigation processes were passed to preserve the current non-conflict situation, resulting in a reconciliation dominated by the Dayak community. Although reconciliation has occurred at the leadership level among ethnic and government figures, critical grassroots issues like truth-telling, displacement, and justice remain unresolved. It has created a fragile peace, where lingering resentment and unresolved grievances could threaten the region’s stability. The study highlights the importance of addressing these underlying issues to transform the prevailing negative peace into sustainable positive peace.

Abstract

The Rohingya Crisis in 2017 has called for widespread condemnation of Myanmar. However, reports on this event have only escalated tensions. This paper explores the practice of peace/war journalism by an international media, Aljazeera, in reporting such a crisis. To do so, this research utilizes Lynch’s peace journalism framework as a standard of conflict-sensitive media. This paper argues that evidence of peace journalism does exist, but other factors imply that war journalism is still strong. Such practice of war journalism has (1) disregarded the crisis' global ramifications; (2) put a narrow context that ignores Myanmar's democratic struggle; (3) portrays conflicting parties' religious relationships as victim-perpetrators; (4) dehumanized Buddhists, monks, and the Myanmar people in general; (5) lacked accounts from grassroots peacemakers; and (6) created an excessive emphasis on elite-level negotiation, particularly in light of pressure from world leaders.
