Abstract

Penelitian Tugas Akhir ini berjudul Tinjauan Pemberian Informasi Meteorologi Terhadap Pelayanan Lalu Lintas Penerbangan di Bandar Udara Sam Ratulangi Manado. Permasalahan yag diambil yaitu apakah Pemberian Informasi Meteorologi berjalan dengan baik terhadap Pelayanan Lalu Lintas Penerbangan di Bandar Udara Sam Ratulangi Manado?. Dikarenakan terdapat keterlambatan pemberian informasi meteorologi sehingga hal tersebut perlu ditinjau ulang. Tugas akhir ini bertujuan untuk mengetahui dan menganalisis bagaimana pemberian informasi meteorologi terhadap pelayanan lalu lintas penerbangan di Bandar Udara Sam Ratulangi. Jenis penelitian ini menggunakan metode deskriptif kualitatif. Metode penelitian yang penulis gunakan yaitu menggunakan observasi dan dokumentasi, wawancara, kuisioner, studi kasus, dan studi pustaka. Dalam penulisan ini, penulis berpedoman pada Dokumen 9426, Dokumen 8896 , Annex 3, Annex 11, CASR part 170, CASR part 174. Hasil penelitian ini, perlu updatenya fasilitas penunjang seperti visibility chart untuk membantu personel ATC dalam pemberian angka visibility yang disampaikan melalui AWOS dengan kesimpulan yaitu perlu peninjauan LOCA terkait pemberian informasi meteorologi sehingga koordinasi tersebut dapat berjalan dengan lancar dan efisien.

Abstract

There are two kinds of communication systems in air traffic control named ground-to-ground communication system and air-to-ground flight communication system. The ground-to-ground communication system is used by ATC (Air Traffic Controller) officers with pilots when moving on the ground and communication between the airports. For safety purposes, any aircraft movements in the Movement Area are carried out by the pilot under the ATC (Air Traffic Controller) order from the control tower. Therefore, equipment is needed to communicate between the ATC (Air Traffic Controller) and the pilot. The problem reviewed in this final project is that coordination between Aviation Polytechnic of Indonesia Curug and Budiarto Air Traffic Services itself which has an impact on flight safety at Budiarto Airport. The purpose of this final project is to fulfill one of the graduation requirements to get an Associate Expert (AMD) degree in the Air Traffic Diploma 3 program at the Aviation Polytechnic of Surabaya and aim to provide insight as reference material for further researchers at the Surabaya Aviation Polytechnic and to find out the results of this research which is the problem of implementing ground-to-ground coordination for flight safety at Budiarto Airport. In this review, the samples are air traffic controller personnel who worked at the Budiarto aerodrome control tower unit and personnel of Aviation Polytechnic which is located at Budiarto Airport. The variable reviewed is variable (X), which is the coordination between Budiarto Air Traffic Services and the Aviation Polytechnic of Indonesia Curug. The data collection method that used is observation, quisioner, interviews and documentation. The data analysis method used is descriptive qualitative.

Abstract

This study aims to determine the effect of understanding the cockpit procedure on emergency and abnormal situational awareness for procedural approach control guide personnel in Kupang approach control unit, in order to be able to maintain or improve their performance in providing air traffic control services in accordance with the recommendations set by the International Civil Aviation. Organization (ICAO). Perum LPPNPI Kupang Branch provides approach control services in a procedural manner by having an increasing amount of traffic every year and having international flights. This condition makes the potential for emergency and abnormal situations at Perum LPPNPI Kupang Branch to increase, so ATC personnel must be ready to assist pilots in dealing with emergency and abnormal situations. Especially in dealing with emergencies that occurred on the SJY-182 aircraft at Perum LPPNPI Soekarno-Hatta Jakarta Branch, this did not happen at Perum LPPNPI Kupang Branch.

Abstract

This final project describes the obstacles faced by the author regarding the impact of understanding the ATS Message from a FOO personnel on the provision of services from the ATS-RO with the units related to the delivery of ATS Message news at Perum LPPNPI MATSC Branch. There are still many personnel from an airlanes, especially FOO who still do not fully understand the contents or provisions contained in the flight plan which results in the ineffectiveness of the ATS Message news delivery process in the ATS-RO unit so that this has an impact on traffic flow obstruction. flight. The emergence of these obstacles is due to the frequent delays of the Airline in sending information regarding changes to the time slot on the new ATS Message via the Web Flight Plan (WBF) so that the process of sending ATS Message news by ATS-RO personnel on duty will be hampered, in addition to the delay in providing information on news changes. The ATS Message often causes the ATS-RO to be subject to complaints from the ATC regarding "why the plane that is about to fly but does not have a flight plan and the ATC questions whether this aircraft can be given a flight permit or not", and therefore has an impact on adding The workload of ATS-RO personnel, according to the author's analysis, is not in accordance with the existing LOCA. The purpose of writing this final project is to find out the impact that occurs regarding the understanding of ATS Message FOO on the provision of ATS-RO services to related units. The method used is descriptive qualitative to describe the conditions and facts that occur based on data obtained by conducting observations, questionnaires and interviews that have been conducted for five months on November 2, 2020 - March 31, 2021. This study uses data processing in the form of a Likert scale. which refers to sources that are relevant and have credibility. The results of this study are expected to provide alternative problem solving so that ATS-RO personnel can provide maximum service.

Abstract

Batam Hang Nadim International Airport is an airport that has the longest runway in Indonesia, which is 4025 m long and 45 m wide. Batam Hang Nadim International Airport has approximately 110 aircraft movements per day. With the large number of aircraft movements, in terms of air traffic services, it is required to be able to provide maximum service so as to create a smooth flow of air traffic. However, this has not been maximized because the transfer of control of arrival aircraft from Tanjung Pinang Approach to Hang Nadim Tower is not in a definite position and can cause ambiguity when coordinating. The theories supporting this research include ICAO Annex 11, ICAO Chapter 6 point 6.5 (Procedures for Arriving Aircraft), CASR 170 PM 65 of 2017 (Air Traffic Rules), ICAO DOC. 4444 (Air Traffic Management), KP 41 of 2020, LOCA Batam and Tanjung Pinang. Data was collected by means of observation, questionnaires, and literature study. The results show that the Transfer of Control of arrival aircraft from Tanjung Pinang Approach to Hang Nadim Tower is less efficient. A review is needed in the TOC of arrival aircraft and the naming of IAF points in the IAC which can facilitate the transfer of arrival aircraft and at a definite point.

Abstract

The Airport Operation Control Center (AOCC) is a room that is a place for collaboration with all stakeholders at the airport and functions as a command center for all airport activities. This study aims to determine whether there has been an increase in the effectiveness and efficiency of service performance for service users at Sultan Hasanuddin Airport Makassar since the implementation of AOCC. This study uses two independent variables, namely the implementation of AOCC as the independent variable and service effectiveness as the dependent variable. The sample of this research is employees who work in the internal unit of AOCC. Data was collected by distributing questionnaires to employees with a total of 50 respondents. The analytical method used is descriptive quantitative method. The results show that since the implementation of AOCC at Sultan Hasanuddin Airport Makassar, there has been an increase in the effectiveness and efficiency of services at Sultan Hasanuddin Airport Makassar, but some functions of the AOCC still need to be improved.

Abstract

Sultan Aji Muhammad Sulaiman Sepinggan Balikpapan Airport is an airport that is the main gateway for air transportation in East Kalimantan. This airport always experiences an increase in the number of flights every year. The increasing number of flights is also accompanied by an increase in aircraft ground support equipment, namely Ground Support Equipment (GSE) vehicles. Therefore, it is necessary to have markings that are in accordance with the standards in aviation regulations to facilitate the operation of GSE vehicles when carrying out ground service aircraft on the apron. The research in this final project discusses the problem of markings at SAMS Sepinggan Airport Balikpapan that do not meet the aviation regulatory standards, where there are still many GSE vehicles parked in any place, the absence of Equipment Parking Area (EPA) markings, as well as some markings that are still overlapping and has started to fade. The main reference used in this research is the Regulation of the Director General of Civil Aviation Number 326 of 2019 concerning technical and operational standards of civil aviation safety regulations-section 139 related to the standardization of markings on the apron. The data collection method used in this research is descriptive qualitative research method by collecting data through observation, interviews, literature study, and documentation. The results of this study can be concluded that the arrangement of GSE vehicle placement needs to be improved again and the presence of three storages is considered sufficient to accommodate GSE vehicles that will or have been operating as a short-term solution, while the long-term solution is to procure and rejuvenate all airborne markings, especially in the apron area of an airport.

Abstract

Order supervision in the apron of Yogyakarta International Airport conducted by AMC personnel is a very important activity. The increasing number of flights is accompanied by aircraft ground service support equipment which also affects the increasing movement in the apron that will produce Foreign Object Debris (FOD). Then the greater the potential for order violations in the apron. This study to determine the supervision of personnel n the Apron Movement Control on the apron. This quantitative descriptive research method uses the Manual Of Standard CASR - 139 Volume I Aerodrome and SKEP / 100 / XI / 1985 concerning Airport Rules and Regulations. Data collection methods using the method of observation, questionnaires and literature studies. There are still many violations that occur in the apron of Yogyakarta International Airport such as airline employees or airlines and ground heandling that cause Foreign Object Debris (FOD) can have a big impact on aviation safety. This is due to the lack of ramp safety campaigns, personnel and lack of self- awareness from airline or airlines and ground employees.

Abstract

Dalam memberikan pelayanan informasi penerbangan, UPG FIC Bali Sector Unit perlu menjalin kerjasama dan koordinasi yang baik antar seluruh unit yang saling berhubungan. Khususnya pada unit ATS Reporting Center (ATSRO), dimana jika terjadi kegagalan web-based flight plan (WBF), unit ATS Reporting Center (ATSRO) harus mengambil tindakan yang diperlukan untuk memastikan bahwa layanan informasi penerbangan berfungsi dengan baik. lancar. Namun, prosedur contingency plan saat Web Base Flight Plan (WBF) tidak berjalan tidak dirinci dalam SOP AFS Cabang Denpasar. Dimana SOP sangat penting sebagai pedoman untuk mempermudah pekerjaan personel Aeronautical Communication Officer (ACO). Dari hasil pembahasan penelitian dengan menggunakan skala Likert diperoleh nilai koefisien korelasi sebesar 0,8 yang berarti terdapat korelasi yang tinggi dan kuat antara variabel (x) dengan variabel (y). Dari sini penulis dapat menyimpulkan bahwa perlu perbaikan SOP AFS Cabang Denpasar pada Bab 6 dengan menambahkan prosedur contingency plan untuk pendistribusian flight plan saat WBF out of order, menggunakan AFTN client. Perpanjangan SOP ini dimaksudkan agar kinerja staf ACO lebih fokus dan optimal.
