Abstract

This research aims to find out how the policy and what are the obstacles faced by the Batam City KPU in handling voters affected by relocation on Rempang Island, Batam City in the 2024 General Election. Policy analysis in this study uses David Easton's theory. Meanwhile, the analysis of the policy's obstacles is generally described based on the data and research results. This research uses descriptive qualitative research methods. The data collection techniques in this research are observation, interviews, and documentation. Data analysis techniques in this study use data condensation, data presentation, and conclusion drawing. And data validity techniques using source triangulation techniques. The results of research and discussion can be seen as input in the form of demands not to shift TPS from the initial plan that received support from various parties at the sub-district level. Then converted in the internal KPU, resulting in the output of not shifting TPS by input from the community. After that, it gets feedback on the high participation of the community in exercising their voting rights. The policy of handling voters affected by relocation in Rempang Island, Batam City in the 2024 General Election is a policy that is more responsive and adaptive to the needs of the community. The resulting policy is not only effective but can also be adjusted based on feedback and changes in the external environment. The constraints faced, namely regulatory constraints, security constraints and administrative constraints.

Abstract

Innovation communication is an approach in development communication that aims to introduce an innovation to the community so that it creates a certain effect as something useful. One of the innovations created by the government is sorghum bioguma as an alternative commodity for the purpose of food diversification. This study aims to analyze the innovation communication model of sorghum bioguma; analyze the innovation communication channels of sorghum bioguma; and analyzing the adoption behavior of sorghum bioguma in Pasar VI Kwala Mencirim village, Sei Bingai sub-district, Langkat Regency, North Sumatra. The informants in this study were the Balai Pengkajian Teknologi Pertanian Sumatera Utara (BPTP Sumut) and farmers in Pasar VI Kwala Mencirim village. The research was conducted using a qualitative approach with descriptive methods. The theory used is Everett M Rogers' diffusion of innovation and Ban and Hawkins' Agricultural Extension. Data collection techniques were carried out by interviews, observation and documentation. The results of the study indicated: Communication of sorghum bioguma innovations carried out by BPTP Sumut through four activities namely carrying out coordination, involving farmer groups, making demonstration plots, and carrying out technical guidance. These four activities are a model of a centralized diffusion system, which means the spread of innovation is carried out linearly from the central government to farmers; The innovation communication channels used by BPTP Sumut are interpersonal, group, audio-visual, and social media communication channels. Interpersonal communication is the most effective channel in changing farmers' attitudes; Farmers in Pasar VI Kwala Mencirim adopt unsustainable. This decision was included in the type of active rejection, which means that the farmers had tried the sorghum bioguma innovation but then decided not to adopt it because there was no economic advantage.ABSTRAK Komunikasi inovasi merupakan satu pendekatan dalam komunikasi pembangunan yang bertujuan untuk mengenalkan suatu inovasi kepada masyarakat hingga menimbulkan efek tertentu sebagai sesuatu yang bermanfaat. Salah satu inovasi yang diciptakan pemerintah adalah sorgum bioguma sebagai komoditas alternatif untuk tujuan diversifikasi pangan. Penelitian ini bertujuan untuk menganalisis model komunikasi inovasi sorgum bioguma; menganalisis saluran komunikasi inovasi sorgum bioguma; dan menganalisis perilaku adopsi sorgum bioguma di desa Pasar VI Kwala Mencirim kecamatan Sei Bingai Kabupaten Langkat Sumatera Utara. Informan pada penelitian ini adalah Balai Pengkajian Teknologi Pertanian Sumatera Utara dan petani di desa Pasar VI Kwala Mencirim. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teori yang digunakan adalah difusi inovasi milik Everett M Rogers dan Penyuluhan Pertanian milik Ban dan Hawkins. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Hasil penelitian menujukan: Komunikasi inovasi sorgum bioguma yang dilakukan BPTP Sumut melalui empat kegiatan yakni melaksanakan koordinasi, melibatkan kelompok tani, membuat demonstrasi plot, dan melaksanakan bimbingan teknis. Empat kegiatan tersebut merupakan model centralized diffusion system atau sistem difusi tersentralisasi yang berarti penyebaran inovasi dilakukan secara linear dari pemerintah pusat kepada petani; Saluran komunikasi inovasi yang digunakan BPTP Sumut adalah saluran komunikasi interpersonal, kelompok, audio visual, dan media sosial. Dari empat saluran tersebut, komunikasi interpersonal menjadi saluran yang paling efektif dalam mengubah sikap petani; Petani di desa Pasar VI Kwala Mencirim melakukan adopsi tidak berkelanjutan. Keputusan tersebut masuk dalam jenis penolakan aktif (active rejection) yang artinya petani telah mencoba inovasi sorgum bioguma tapi kemudian memutuskan untuk tidak mengadopsi karena tidak adanya keuntungan secara ekonomi.

Abstract

The Tridharma of Higher Education mandates that higher education institutions conduct education, research, and community service (Article 1, Clause 9, Law No. 12 of 2012 on Higher Education). Research is a methodical endeavor that adheres to scientific principles and methodologies to collect information, facts, and explanations pertinent to the comprehension and/or examination of a field within science and technology. The USU Abdimas Team's community service is to consistently educate and support academics at PSDKU USU Nias Utara, hence addressing the research aspect of the Tridharma of Higher Education. The given materials are: (1). The resources seek to elucidate research concepts and offer guidance on building a well-structured proposal in accordance with scientific standards and research ethics. Two. The procedure for formulating a suitable proposal grounded in scientific principles and research ethics is addressed in the section. Three. Investigating local potential to be elevated as research topics, and (4). There are techniques for forging links in research initiatives. The aforementioned four materials are considered particularly advantageous for cultivating a research culture among academics at PSDKU USU Nias Utara. This commences with improving their expertise in research planning, hence facilitating the execution of the SDGs point 4 initiative, Quality Education. Quality Education is a fundamental component of the Sustainable Development Goals (SDGs). Due to the time limitations of in-person training, mentoring has transitioned online, with the anticipation that the training participants will generate many high-quality research proposal drafts.
