Abstract

Application of Good Governance principle is highly important in the implementation of public services in order to increase the quality of service performance. Social Prosperity Administration Bureau East Java Province as the institution that carries out grant service in their performance is still not going optimal and have to be carried out changes into better ways. This matter is occurred because of application of Good Governance principles that is carried out not maximal by the Social Prosperity Administration Bureau employees in doing services to society agency/institution/organization concerning to grant. This research aims to describe and analyze application of Good Governance principles in carrying out the grant service. This research used Descriptive Qualitative research method based on Good Governance principle according to ((UNDP), 1997) that focus on participation, rule of law, transparency, responsiveness, and accountability. The research value shows that good governance principle has been applied sufficiently optimal in grant service that carried out by Social Prosperity Administration Bureau. It is proven by the existing of the participation applications, service that is carried out under law and applicable SOP (standard Operating Procedure), creating transparency in services, responsiveness and accountability that is given by Social Prosperity Administration Bureau party to receiver grant institution. However, there are also obstacles in this grant service implementation from the application of good governance principle such as human resource that is less mastered on technology and limited employees, lack of time, limited grant budget and lack of awareness of the institution party in collecting the Accountability Sheet.

Abstract

This study aims to analyze performance and determine organizational performance factors in the National and Political Unity Body of Semarang City. This research uses descriptive qualitative research methods. Qualitative data were obtained through various kinds of data collection techniques, including through interviews, document analysis, literature study and selection of informants using purposive techniques, the quality of the data was tested using the Triangulation Technique. In this study, innovation as a process of organizational learning and knowledge creation related to organizational capacity to respond to environmental changes. This research is based on the application of Organizational Ecology Theory and The Punctuation Model and Theory of Strategic Adaptation and Sustainable Change. Based on this theory, organizational innovation can be generated by technological innovation and increased organizational learning capacity and transformation. The results of the study explained that the organizational performance of the National Unity and Political Body of the City of Semarang was not optimal, so there was still much that needed to be improved so that the public's assessment of the level of performance of the office organization would increase.

Abstract

Semanggi batik is a typical batik of Surabaya City which has problems in increasing competitiveness, especially in the aspect of packaging quality. Therefore, a Semanggi batik product packaging design training program was implemented. The purpose of this training is to increase the understanding and skills of the semanggi batik craftsmens in developing product packaging designs. This article aims to measure and describe the effectiveness of the implementation of the packaging design development program for semanggi batik Surabaya products. The research was conducted with a quantitative approach with data collection techniques using a questionnaire. The data analysis technique used descriptive analysis. The results showed that the effectiveness of the implementation of the training program for the packaging design development of semanggi batik Surabaya products can be categorized as very high. This is because all aspects to measure the effectiveness of program implementation, such as compliance with implementation procedures, the degree of delivery of benefits to targets, the degree of change felt by target groups and differences between program outcomes and objectives have been optimally fulfilled.

Abstract

Government held Operation Yustisi, so the public could be more aware of the importance of keeping distance to prevent spread of COVID-19 which was increasingly widespread. This study describe the effectiveness of the Yustisi Operation to public in order to increase public awareness, suppress spread of the COVID-19 outbreak in Sidoarjo. This study uses descriptive qualitative approach. Using Indicators of success of public policy implementation are seen from four factors as stated in the policy implementation model from Edward III. At the time of the Justisi operation, the officers are expected to able convey in a professional manner and run public services to have good communication. Obstacle in the Justisi Operation that was conveyed was that the community had not obeyed the rules and ignore health protocols because it was necessary to carry mask surgery and medical protocol operation regularly as often as possible.
