Abstract

This research focuses on stakeholder perceptions of information transparency, the aim is to contribute to the development of effective governance. The main problem is the low transparency of information which hinders the development of participatory governance in Kendari. This study aims to analyze stakeholder perceptions, formulate strategies to increase transparency, and measure the impact of implementing these strategies. The literature review involves the concepts of governance, information transparency, and stakeholder perceptions. Variables include information access, trust, and stakeholder participation. Qualitative methods with interviews, observations and FGDs are used, supported by the analysis of official documents. This research fills in a gaping body of literature on stakeholder perceptions at the local level, providing insight into the dynamics of local information transparency. Data analysis uncovered positive impacts, including improved accountability, participation, and decision quality. Challenges involve budget constraints and community understanding. Recommendations involve increased community understanding, evaluation of administrative barriers, and adequate budget allocation. These conclusions provide a clear picture, highlight challenges, and offer direction for future improvements regarding information transparency and governance in Kendari.

Abstract

This study evaluates government accountability practices in Kendari City as a representation of the condition of local government in Indonesia. Qualitative methods were used by involving various parties, and the results showed the Kendari City government's focus on efficiency, effectiveness, transparency, and community participation. The evaluation results are based on the use of Key Performance Indicators and Government Institutional Accountability and Performance Reports. The Kendari City Government maintains the Unqualified Fair opinion of BPK RI, even though there are indicators that have not been achieved. Policy recommendations include proactive publication, bureaucratic reform, increased transparency through financial reports, and community empowerment. This research is expected to provide guidance for stakeholders in improving accountability and quality of local governance in Kendari City.

Abstract

This research documents the strategies implemented by the Lemo village government to empower the seaweed farming community. Through a qualitative descriptive approach, data was collected through observation and interviews with 6 informants covering various roles in village government and society. The findings show that the Lemo village government implemented a strategy based on improving the quality of human resources, strengthening potential, and developing farmer groups. This analysis discusses the impact of this strategy on people's knowledge, skills, and awareness of seaweed cultivation, as well as its implications for the independence and welfare of coastal communities.

Abstract

This study aims to provide an in-depth overview of the implementation of the E_BMD system in the Kendari City Agriculture Service using qualitative descriptive methods. The results of the study indicate that the implementation of the E-BMD system significantly increases efficiency in the management of Regional Property (BMD). Starting from identification to asset disposal. This system facilitates real-time asset recording, increases accuracy, and transparency and facilitates a more transparent and accountable asset procurement process. Although there are obstacles to employee understanding of technology, E-BMD also allows automatic maintenance scheduling, although limited human resources and budget constrain its implementation. In asset disposal, this system helps accelerate the process of eliminating unusable assets, although employee training still needs to be improved. Overall, E-BMD has great potential to increase efficiency, transparency and accountability in regional asset management. However, optimization requires increased human resource competency and improved coordination between agencies. Recommendations include ongoing training for employees and increased budget allocation to support the operation and maintenance of the system on an ongoing basis. These findings indicate that with the right steps, E-BMD can be optimized to support more effective and efficient asset management in the future.

Abstract

This research aims to determine the role of Village Head Leadership in improving employee performance at the Wundudopi Village Head Office, Baruga District, Kendari City. The research method used is descriptive qualitative. Data was obtained from direct interviews with Wundudopi employees and village heads. The research results show that as a leader, the Wundudopi Village Head has played a very important role in improving employee performance.

Abstract

government income, particularly in Southeast Sulawesi Province. This study aims to analyze the impact of public service quality at the One-Stop Administration System Office (SAMSAT) in Kendari City on the compliance level of motor vehicle taxpayers. Data revealed that in 2023, the taxpayer compliance rate in Kendari City dropped to 68.50%, with 45,556 taxpayers out of 144,634 failing to fulfil their obligations. The findings indicate that the quality of public services, including accessibility, speed of service, clarity of information, and courteous attitudes of officers, significantly influence taxpayer satisfaction and compliance. From 2021 to 2023, the realization of regional tax revenues consistently exceeded the targets, with an average achievement rate of 147.33%. However, challenges remain in maintaining consistent taxpayer compliance. Factors influencing compliance include taxpayers' understanding of their tax obligations, the quality of services provided by tax authorities, and public awareness of the importance of tax contributions to regional development. This study concludes that improving public service quality at the SAMSAT Office in Kendari City is a crucial strategy for enhancing taxpayer compliance and optimizing local revenue.

Abstract

This study aims to analyze the potential for developing waterfall tourism in Soropia Village, Soropia District, Konawe Regency, Southeast Sulawesi Province. Soropia Village is known for its abundant natural potential, which has not yet been fully utilized, one of which is waterfall tourism. This research uses a qualitative approach with data collection techniques such as in-depth interviews, field observations, and document studies. The results show that the waterfalls in Soropia Village have great potential to be developed into a leading tourist destination that could boost the local economy and improve the welfare of the community. The natural beauty, which remains pristine and far from the crowds, makes it a unique attraction for both domestic and international tourists. If well-managed, this potential could not only enhance the tourism sector but also provide socio-economic benefits for the local community. Considering the ecosystem potential and the aesthetic value it holds, the waterfalls in Soropia Village could become an attractive natural tourism option, in line with the village's mission to utilize its natural resources to improve the community's economy. This study also recommends management strategies that involve local communities and consider environmental sustainability, ensuring that waterfall tourism development can provide long-term benefits.

Abstract

This study aims to analyse the role and leadership strategies of the Village Head in enhancing development in Roda Village, Kolono District, South Konawe Regency. Village development is a crucial aspect of improving community welfare, which largely depends on the quality of leadership at the local level. This research uses a qualitative approach with a descriptive method, employing in-depth interviews, observation, and document analysis. The findings indicate that the Village Head of Roda plays a central role in designing development programs, mobilising community participation, and establishing coordination with external parties, such as regional governments and private institutions. Communicative, participatory, and responsive leadership has become a key factor in the success of various development programs, including road infrastructure, healthcare facilities, and community economic empowerment. These findings highlight the importance of adaptive and visionary village leadership in promoting sustainable local development.

Abstract

This study aims to describe and analyse the role of the village government in improving community welfare in Andinete Village, Kolono District, South Konawe Regency. A qualitative approach was employed using a descriptive method through in-depth interviews, direct observation, and document analysis. The findings indicate that the village government plays a crucial role in planning and implementing development programs, empowering the local economy, and providing basic social services. Programs such as direct cash assistance, skills training, and basic infrastructure development have had a positive impact on improving the community’s standard of living. However, challenges remain, including budget constraints, low community participation, and a lack of coordination between institutions. The study concludes that the active and collaborative role of the village government is vital for the success of sustainable efforts to enhance community welfare.
