Palembang  4-5 September 2019. pp. 535-545.  Palembang: Unsri Press. The mechanism of direct selection of regional heads should have implications for the condition of food security which is more beneficial to the lives of people in South Sumatra. This is because for the people of Indonesia rice is a staple food that is difficult to replace. Thus the policy accountability will be the responsibility of the government to fulfill it every year. The direct election of regional heads should not result in a populist policy in agriculture. The new autonomy must have an impact on the problem of social, economic and community income that can meet basic food needs for people in South Sumatra. Food Security Policy that has long been rolled out has an impact on poverty in rural areas that are difficult to overcome, the government inevitably if it wants to improve the economy of farmers in rural areas must make a policy related to three components, namely improving the welfare of farmers, equilibrium of market mechanisms, and fairness of management of agricultural land. The implementation of Regional Regulation Number 21/2004 on the protection of sustainable food agriculture land must be on the agenda setting of the regional head's policy as the result of direct regional head election in developing the Food Security program for rural progress. Thus, the function of suboptimal agricultural land is agriculture to industrial areas. The purpose of this study is to look at the extent of the Implications of Direct Regional Head Election for Food Security and Suboptimal Agricultural Land Policies in South Sumatra Province.Keywords: direct election, food security, public policy

Abstract

This article explores the evolution of sports policy in South Sumatra, focusing on athlete development and the challenges faced in the implementation process. South Sumatra has emerged as a key player in national sports, hosting prestigious international and national events, yet the province struggles with consistently producing top-performing athletes. The study examines the complexities of sports policy, including the role of government and private sector collaboration, and the impact of infrastructure and resource availability on athlete performance. It also highlights the disconnected between the large-scale investments in sports facilities and the declining achievements of local athletes. Key challenges identified include the lack of a comprehensive and cohesive policy framework, minimal private sector involvement, and inadequate athlete development programs. Through a review of the existing sports policies, this article aims to provide insights into how South Sumatra can improve its athlete development strategies to address these challenges. The findings emphasize the need for coordinated efforts between government, private stakeholders, and local communities to create a sustainable model for sports development in the province. Abstract

This study aims to analyze the implementation of the policy on reduction and elimination of principal tax and administrative sanctions of Rural and Urban Land and Building Tax (PBB-P2) based on Palembang Mayor Regulation Number 33 of 2024. The background of this research is the high accumulation of PBB-P2 arrears in Palembang City, exceeding IDR 500 billion, and the relatively low level of taxpayer compliance. This research employs a qualitative descriptive approach using Ripley and Franklin’s policy implementation theory, which emphasizes three dimensions: compliance, smooth functioning of routines, and goal achievement. Data were collected through in-depth interviews, observation, and documentation at the Regional Revenue Agency of Palembang City. The findings indicate that in terms of compliance, policy implementers adhered to the regulation, including the automatic reduction mechanism through the information system. In terms of smooth functioning, adequate facilities, infrastructure, and technical personnel were available, although taxpayer understanding remains limited. Regarding goal achievement, the policy contributed to a significant increase in PBB-P2 revenue realization in 2024, approaching the predetermined target, and improved public perception of tax services. This study concludes that the implementation of Mayor Regulation Number 33 of 2024 was relatively effective, although strengthening public outreach and tax education is necessary to achieve sustainable compliance

Abstract

This study examines the role of digital transformation policies in South Korea and Indonesia, focusing on the Digital New Deal and the Palapa Ring Project, respectively. These initiatives aim to improve digital access, reduce social inequality, and promote economic growth through technology. This study uses a descriptive qualitative method with a case study approach, utilizing secondary data from official reports and surveys. Findings show that the Digital New Deal in South Korea has accelerated the digitization of the public sector, created jobs, and improved access to services. On the other hand, the Palapa Ring Project in Indonesia has expanded internet connectivity in remote areas, but faces challenges in infrastructure quality and digital literacy. This study emphasizes the importance of collaboration between the public and private sectors and provides insights into how digital policies can promote inclusive growth and reduce inequality. The study concludes that although both initiatives show potential, addressing challenges in infrastructure and digital education remains crucial for sustainable transformation.
