Abstract

International market requires producers to proof the legality of their wood products to address the issues of illegal logging and illegal trade. Timber Legality Verification System (TLVS) has been prepared by the Government of Indonesia that covering the upstream and downstream wood industries. This paper aims to evaluate gaps in the implementation of TLVS policy and its impact on the sustainability of timber industry. This study was using gap, descriptive and costs-structure analyzes. The study was conducted in three provinces, namely: DKI Jakarta, West Java and D.I. Yogyakarta. Research found that the effectiveness of the TLVS implementation was low due to relatively rapid policy changes. This situation became disincetive for investments in timber business. Private sector perceived that TLVS policy should be applied in the upstream of timber business. Hence, the industry and market in the downstream have not been fully support to this system. Furthermore, TLVS policy implementation was considered ineffective by timber industry as well as private forest managers, especially by micro industry and smallholder private forests. This situation threatened the sustainability of timber industry and private forests. Therefore, Institutions should be strengthened in order to improve the quality of human resources and the competitiveness of products.

Abstract

Increasing waste generation has a negative impact on environmental health and socio-economic aspects. Driving factors of increasing waste generation are population growth, economic activities and  lack of publicawareness.  This study aims to (1) determine waste management policies, (2) evaluate the performance of waste management in Bandung City; (3) examine the chain of waste management, added value and  economic potential of waste in Bandung City. Data analysis used descriptive and value added methods. The results study showed that waste management refers to central and regional regulations. The issuance of Government Regulation Number 18 of 2016 and Regional Regulation of Bandung City Number 8 of 2016, change the authority of municipal sanitation from Sanitary Regional Company to Environmental and Sanitary Office (DLHK). DLHK assign the regional company due to limited resources in the period of transfer of authority. The company performance in 2015 had reached 83.8% (1,257 tons per day). Based on waste value chain, the distribution of added value equal relatively among economic actors. Economic potential of waste utilization can be used as an alternative funding source in waste handling, considering that so far the source of handling cost has come from levies, other revenue, and state budget subsidy.

Abstract

Salah satu upaya pemerintah mengatasi kerusakan hutan dan lahan kritis adalah melaksanakan program Gerakan Nasional Rehabilitasi Hutan dan Lahan (Gerhan). Secara keseluruhan dampak Gerhan diharapkan dapat menimbulkan perubahan perilaku sosial masyarakat menuju terbangunnya kesadaran nasional untuk menanam pohon. Namun kecenderungan demikian tidak dapat diramalkan selama dampak sosial, dampak lingkungan dan dampak ekonominya tidak diketahui dengan pasti. Idealnya ketiga dampak tersebut perlu dikaji secara simultan. Namun penelitian ini lebih memfokuskan pada dampak ekonomi khususnya dampak pengganda industri pembibitan Gerhan, yang bertujuan untuk mengkaji dampak pengganda terkait dengan output, pendapatan dan tenaga kerja. Penelitian dilaksanakan di tiga desa contoh yang terlibat dalam program Gerhan: Desa Sirnajaya, Kabupaten Garut, Jawa Barat; Desa Margomulyo, Kabupaten Wonogiri, Jawa Tengah; dan Desa Golo, Kabupaten Bojonegoro, Jawa Timur. Dengan menggunakan model I-O, hasil penelitian menunjukkan bahwa dampak pengganda industri pembibitan Gerhan dalam perekonomian masing-masing desa contoh adalah kecil. Hal ini menyarankan bahwa kebijakan Gerhan perlu diperbaiki terutama terkait dengan pentingnya menggunakan sumberdaya lokal seperti pupuk kandang dan pembangunan benih sendiri di masing-masing desa yang akan melaksanakan Gerhan.

Abstract

Salah satu syarat keharusan untuk memperlancar pelaksanaan MPB adalah adanya kejelasan kebijakan dan peraturan yang dapat dijalankan di lapangan. Kajian ini bertujuan untuk mengetahui kebijakan dan peraturan untuk pelaksanaan MPB kehutanan, yang merupakan prakondisi untuk mengetahui kesiapan dan persiapan Indonesia untuk implementasi MPB.Secara khusus kajian ini bertujuan untuk (i) mengetahui berbagai kebijakan dan peraturan perundangan yang ada yang berhubungan dengan kesiapan pelaksanaan MPB, (ii) mengetahui pemahaman stakeholders di tingkat pusat, propinsi dan kabupaten untuk pelaksanaan CDM, dan (iii) merekomendasikan kebijakan dan langkah yang diperlukan untuk kelancaran pelaksanaan MPB. Hasil penelitian menunjukkan bahwa (i) kesiapan Indonesia dalam menyikapi perdagangan karbon masih minimal, bila dibandingkan dengan negara tetangga Malaysia, Thailand, the Philippines, dan Amerika Selatan, (ii) belum ada peraturan perundangan yang secara spesifik memuat tentang aturan dan kebijakan pelaksanaan MPB kehutanan di Indonesia, (iii) pemahaman daerah terutama kabupaten tentang MPB masih rendah, hanya 80 persenresponden di propinsi dan 56 persen responden di kabupaten yang memahami MPB, padahal kabupaten diharapkan menjadi pelaku utama, (iv) departemen kehutanan di setiap tingkat pemerintahan diharapkan menjadi lembaga prioritas dalam membuat aturan kebijakan untukpelaksanaan MPB, ( v) pelaksanaan MPB diharapkan dapat mendorong strategi rehabilitasi lahan kritis dan hutan rusak disertai denganjaminan kepastian usaha secara politik, ekonomi dan legal. Penelitian ini menyarankan beberapa langkah yang diperlukan segera : (i). peningkatanpemahaman aparat pada lembaga pemerintahan dan swasta di kabupaten tentang pelaksanaan MPB, (v) pelaksanaan MPB diharapkan dapat mendorong strategi rehabilitasi lahan kritis dan hutan rusak disertai denganjaminan kepastian usaha secara politik, ekonomi dan legal. Penelitian ini menyarankan beberapa langkah yang diperlukan segera : (i) peningkatan pemahaman aparat pada lembaga pemerintahan dan swasta di kabupaten tentang pelaksanaan MPB, (ii) pembentukan lembaga-lembaga (di luar siklus standar perolehan sertifikat penurunanemisi) yang dapat menunjang pelaksanaan MPB seperti: "intermediators" dan "operational entities" (lembaga/organisasi operasional) yang berfungsi untuk menjembatani proyek MPB dengan lembaga donor, atau bertugas memberikan investasi finansial dan mengkoordinir proyek sebelum pelaksanaan ril proyek MPB. (iii) pembuatan peraturan daerah tentang MPB, dan (iv) pembentukan pilot proyek MPB kehutanan yang memenuhi persyaratan intemasional, nasional, dan daerah, di kabupaten.

Abstract

Trade liberalization in ASEAN has an impact on the reduction of tariff and non-tariff trade barriers so that it encouraging economic integration. This integration is expected to improve the performance of timber trade (HS44) among ASEAN countries. The aim of this study was to determine the effect of trade liberalization in ASEAN market toward the trade performance of Indonesian timber products. The approach used consists of analysis ofmarket share and balance of trade. The results showed that in general, trade liberalization in ASEAN market has an effect on the performance of trade in Indonesian wood products, especially when the ASEAN Trade in Goods Agreement (ATIGA) scheme was implemented in 2010. At that time, wood and wooden furniture tariff were set at 0%.  Non-tariff barrier of HS44 consist of certificates of origin of timber as a pre-requirement of duty-free import, and timber legality certification. Within the scope of ASEAN, wood market share is dominated by Malaysia (as a market leader) and Thailand. While in the world wood product market, Indonesia has become the competitors of Malaysia. The enhancement of Indonesian’s wood competitiveness needs to be done by overcoming non-tariff barriers and trade policies that more take sides on the timber industries.

Abstract

The development of the Aek Nauli’s Forest Area with Special Purposes (KHDTK), as one of the national prioritytourist sites in the Lake Toba catchment area, needs to be carried out in support of North Sumatra ecotourism. Thisstudy examines the roles and functions of the parties involved in ecotourism management’s development. Primarydata were obtained from the results of discussions, FGD, and filling out questionnaires by respondents determinedpurposively from both government and community groups. The analysis was carried out using the stakeholderanalysis method to determine the parties’ roles and functions. The study results indicate that the most interested andinfluential parties are KLHK, BP2LHK Aek Nauli, BBKSDA North Sumatra, and BOPDT. The Parties which have low level of interest but have high influence are Bappenas, Kemenkomaritim, Kemenpar, Ministry of PUPR, BappedaNorth Sumatra, and Bappeda Simalungun Regency. The Parties with a high level of interest but low influence arthe surrounding community, such as Pokdarwis (Kelompok Sadar Wisata), and cooperation (koperasi). The partythat has a low level of interest and influence is PHRI. Coordination and communication are needed amongst theparties to carry out the national program in developing tourism priorities at KHDTK Aek Nauli correctly.Keywords: KHDTK Aek Nauli, The National Priority Tourist Site, Ecotourism, Danau Toba Area.
