Abstract

Tata kelola pertambangan minyak bumi membutuhkan beberapa aktor kepentingan yang dapat menunjang pola hubungan jaringan untuk keberlangsungan koordinasi potensi sumber daya alam. Begitu juga kegiatan tata kelola pertambangan minyak yang berada di Desa Wonocolo, Kabupaten Bojonegoro terdapat relasi antar aktor. Tujuan penelitian ini untuk mengetahui tata kelola dari pertambangan minyak bumi yang berada di Desa Wonocolo. Dalam penelitian ini penulis menggunakan teori Governance Rhodes. Penelitian ini merupakan penelitian kualitatif deskriptif dengan menggunakan metode pengumpulan data wawancara, observasi dan dokumentasi. Indikator Governance Rhodes terdiri dari, pengorganisasian diri dikelompokkan dalam peranan dan tugas masing-masing aktor kepentingan yang disesuaikan dengan Peraturan Daerah Kabupaten Bojonegoro tahun 2012. Jaringan interorganisasional terdapat jaringan-jaringan kelompok kepentingan. Aturan main bersifat informal berjalan sesuai dengan kesepakatan semua pemangku kepentingan. Pertukaran sumber daya semua aktor kepentingan saling ketergantungan. Otonomi fungsi aktor. Berdasarkan kelima indikator tersebut dalam pelaksanaan tata kelola pertambangan minyak bumi masyarakat di Desa Wonocolo belum berjalan dengan efektif.

Abstract

This study is about the politics of pro-poor budget. Pro-poor budget is the budget set out in APDNrelated to the policy on the poor. The observed object is political education budget in the budget of theSemarang City, 2009. The results of this study, suggests that the education sector budget in the 2009Budget, the Semarang City, there is no statement showing the pro-poor. Although the education sectorbudget increased to 35 percent of the entire budget. But in reality, its implementation is not up to thelevel of transparency and accountability are ineffective and inefficient. Causes of non-affirmativeeducation sector budget policy in the 2009 Budget of Semarang is a structural factor. Hence, the needsof the poor should be the main target of budget allocations in the education sector in order to liberatethe poor from poverty.Keywords: Pro poor budgeting,

Abstract

Video streaming merupakan teknologi telekomunikasi yang bersifat real time serta dapat menyalurkan informasi berupa audio dan video. Frame rate dan bit rate adalah salah satu faktor yang mempengaruhi kulitas video streaming. Wireless Local Area Network yaitu suatu jenis jaringan komputer yang menggunakan gelombang radio sebagai alat atau media transmisi data. Standar 802.11n adalah sebuah standar jaringan nirkabel yang bekerja pada frekuensi 2,45 GHz dan mampu mencapai kecepatan 300 Mbps. Dalam skripsi ini, akan diteliti pengaruh frame rate dan bit rate video streaming terhadap kinerja video streaming pada jaringan WLAN 802.11n. Parameter yang digunakan untuk menentukan Quality of Service (QoS) adalah delay end to end, packet loss, dan throughtput yang dihitung dengan pendekatan perhitungan teoritis dan pengamatan langsung menggunakan perangkat analisis jaringan (Wireshark). Kualitas performansi layanan live streaming pada jaringan Wireless Local Area Netwok 802.11n (WLAN) adalah sesuai dengan standar ITU-T G.1010 dengan nilai packet loss <5% untuk semua variasi bit rate dan frame rate dan untuk nilai delay end-to-end untuk semua variasi bit rate dan frame rate video <150 ms. Dengan nilai <150 ms maka jaringan memiliki kulitas yang baik menurut ITU-G.144. Kata Kunci – Frame rate,Bit Rate, QoS, WLAN 802.11n

Abstract

ABSTRACT Development a process that is carried out continuously in order to improve social and economic indicators in a region over time. Blitar Regency is one of regions that has made efforts to improve development. However, in reality there are still areas in Blitar which have development gap, the development only focuses on North Blitar compared to South Blitar. This makes researcher interested in going over the Development Gap in Blitar District as a study. This study aims to determine the causes of the development gap in northern and southern Blitar Districts, in education and health from 1999-2014 by using case study of Kanigoro and Bakung Districts. In this study, direct interviews were conducted with all actors involved with several indicators from education and health sectors which were analyzed using qualitative method. The results of the analysis are presented through interviews which indicate that the causes of development gap in northern and southern Blitar in the education sector are the construction of supporting facilities more focused in Kanigoro District as the downtown, while in Bakung District is only for building maintenance. So, that the school supporting facilities in the Kanigoro District are more complete compared to the Bakung District. Furthermore, development gap also occurs in the health sector, the health center facilities in Kanigoro District does not yet have hospitalization, while in Bakung District has 6 beds for hospitalization. However, Kanigoro District still has a more complete quality of health because in the Kanigoro District there is a Medika Husada Hospital and close to the Ngudi Waluyo general hospital in Wlingi District.

Abstract

Law No. 6 of 2014 provides fresh air for the village government ie one with the allocation of village income derived from the state budget or called the Village Fund (DDS). The priority of DDS use is to finance village-level programs and local activities in the field of development and empowerment. Total DDS received by Tegalweru Village in 2016 amounted to Rp 610,416,000.00 and in 2017 increased to Rp.777.771.000,00. This DDS becomes the largest income for Tegalweru Village compared to ADD and sharing of local taxes and levies. The use of DDS in Tegalweru Village is in line with development priorities and empowerment, but not yet fully accommodated. The areas of development that have been done in 2016 are the development of educational infrastructure facilities, roads, village offices, and community and social development. In 2016 there is no development of production facilities and energy development and environmental sustainability. By 2017, roads, bridges, health facilities, electric power and settlement have been built. In addition to development, both in 2016 and 2017 have also been carried out the empowerment of health and institutional capacity building.

Abstract

The problem faced by Slamet Village, Tumpang District, Malang Regency is the dependence of village finance on the Central Government. Slamet village does not have PADes, so village finance depends on government assistance and tax revenue sharing. Therefore, one of the village economic empowerments through the establishment of BUMDES is the first step to empowering the village economy in order to obtain PADes. This community service activity was carried out to provide initiation of the establishment of BUMDES in Slamet Village. This activity was attended by all village officials and representatives of several community organizations. The results of this service provide recommendations to map the potential that exists in Slamet Village and provide input to immediately compile the Village Regulation on the establishment of BUMDES. The compilation of this Perdes was the first step in establishing the BUMDES. Without the Perdes, the stages of establishing a BUMDES in improving the empowerment of the village economy cannot be realized.

Abstract

Stunting telah menjadi masalah Kelurahan Tasikmadu. Disini ada 25 balita terindikasi stunting. Karena itu perlu ada sosialisasi dan pendampingan kepada masyarakat Tasikmadu. Tujuan dari kegiatan ini adalah menemukan akar masalah dan solusi dalam pencegahan stunting. Mitra dalam kegiatan ini adalah Posyandu Kemboja dan PKK Kelurahan Tasikmadu. Kegiatan ini dilaksanakan dalam bentuk ceramah, diskusi dan simulasi. Hasil kegiatannya yaitu pemberian tablet pada ibu hamil untuk tambah darah sejak dinyatakan hamil, pemberian makanan tambahan untuk ibu hamil, posyandu pro aktif mendatangi keluarga balita supaya mengikuti program imunisasi dasar lengkap, pemberian vitamin A, memperbaiki pola pikir dan pola asuh untuk balita. Selain itu, keluarga balita menjadi prioritas penerima program kampung tangguh pangan dan kesehatan di Kelurahan Tasikmadu

Abstract

Tujuan dari penelitian ini mendeskripsikan proses kandidasi calon anggota legislatif koruptor dari Partai Demokrat dan Gerindra pada Pemilu 2019 di Kota Malang. Teori yang digunakan dalam penelitian ini adalah teori kandidasi, rekrutmen politik dan seleksi kandidat dari Austin Ranney. Metode penelitian yang digunakan adalah penelitian deskriptif kualitatif. Hasil penelitian menunjukkan bahwa terdapat dua calon legislatif (Caleg) dari Dapil Lowokwaru yang bernama Indra Tjahyono (ITJ) dan Teguh Puji Wahyono (TPW) dan kedua orang ini berstatus koruptor. Namun, kedua caleg ini masih terdaftar dalam Daftar Calon Tetap (DCT) yang dikeluarkan oleh Komisi Pemilihan Umum (KPU) Kota Malang. Pada saat pemungutan suara Pemilu 2019 kedua caleg koruptor masih terdaftar di surat suara Pemilu sedangkan caleg koruptor dari partai yang lain diganti oleh caleg yang baru. Kemudian dalam proses kandidasi yang dilakukan oleh kedua partai politik tersebut telah membuka pendaftaran bacaleg dari masyarakat umum atau dari eksternal partai tersebut. Hal yang kontras ditemukan, kedua partai politik ini tetap mengusung caleg koruptor dalam Pemilu 2019 karena mempertimbangkan aspek loyalitas terhadap partai politik pengusung.

Abstract

Artikel ini menjelaskan relasi antara kualitas pelayanan publik dengan korupsi dan keterlibatan masyarakat sipil di Kota Malang. Tulisan ini tersusun melalui studi pustaka, dokumentasi dan wawancara terbatas karena ada penyebaran Covid-19. Jelas, bahwa kualitas pelayanan publik yang baik di Pemerintahan Kota Malang dipengaruhi oleh sistem administrasi atau Standart Operating Procedure (SOP), tingkat pengetahuan dan sikap profesional dari Aparatur Sipil Negara (ASN), keberadaan masyarakat sipil dalam penyelenggaraan pemerintahan. Korupsi yang terjadi di Kota Malang bermula dengan terjadinya mal-administrasi dalam urusan pelayanan publik dan tidak berfungsinya peran ideal dari Lembaga Swadaya Masyarakat (LSM) di Kota Malang.    This article explains the relationship between the quality of public services and corruption and the involvement of civil society in Malang City. This paper was structured through literature study, documentation and limited interviews due to the spread of Covid-19. It is clear, that the quality of good public services in Malang City Government is influenced by the administration system or Standard Operating Procedure (SOP), the level of knowledge and professional attitudes of the State Civil Apparatus (ASN), the existence of civil society in government administration. Corruption that occurs in Malang City begins with the occurrence of mal-administration in matters of public services and the dysfunction of the ideal role of Non-Governmental Organizations (NGOs) in Malang City.
