Technology and bureaucracy are relations of systems and products of scientific knowledge. Village bureaucracy in the current reality is bureaucracy that relies on the concept of good corporate governance. The role of technology in this case is its power in forming a system that is compatible with village conditions. This article will examine how the Village Information System was designed and the extent of its contribution as a vehicle for communication. In this context it is certainly related to the development of village communities. This article is a literature review with secondary data sources including scientific publications, scientific documents and other artifacts. The result of the study is that the Village Information System provides a good communication function for stakeholder two-way communication with village communities. The geographical profile of villages in Indonesia is not all connected to the internet, so the design of SID ( Sistem Informasi Desa- Village Information System ) limited. It needs equitable development of communication - information infrastructure in Indonesia.

Abstract

Millennial farmers become superior and competitive human resources as determinants of the progress of agricultural development. Millennial farmers must be adaptive to digitalization technology and innovation and environmentally friendly cultivation techniques to face agricultural development, including climate change challenges. Climate-smart agriculture (CSA) behavior is the strategic effort of millennial farmers as an approach to dealing with the impacts of climate change on the agricultural sector, as well as efforts by the agricultural industry to reduce its impact on climate change through efficient management of crops, land and soil, and water. The management is based on three pillars of CSA: 1) Increasing agricultural productivity and income, 2) Improving adaptation and resilience to climate change, and 3) Reducing greenhouse gas emissions. This study aims to analyze CSA implementation behavior based on the Theory of Planned Behavior (TPB) by examining the direct and indirect effects of attitude variables, subjective norms, perceived behavioral control, and intentions. These variables are measured by integrating TPB with the CSA context. The research sample was 198 respondents of Millennial Farmer Ambassadors and Andalan Farmer Ambassadors in West Java Province, conducted in 2023. This research uses a quantitative approach with the Structural Equation Model-Partial Least Square (SEM-PLS) method to analyze complex models with many variables—data collection techniques using questionnaire instruments that have been valid and reliable. The results showed that attitude, perceived behavioral control, and intention significantly influence behavior both directly and indirectly through intention (p-value < α 0.05). Meanwhile, subjective norms do not substantially affect behavior directly or indirectly through intention (p-value > α 0.05). So, it is necessary to develop interventions that strengthen the formation of positive intentions and the need for practical support for subjective norms related to CSA implementation behavior in millennial farmers.

Abstract

Corporate Social Responsibility (CSR) programs are an effective strategy for empowering farmers, particularly in the horticultural sector. In practice, few CSR programs focus on farmer empowerment, underscoring the need for a study on how community-oriented CSR programs can synergize with a company's business objectives. This study aims to examine the process and impact of empowering paprika farmers through Pizza Hut Indonesia's CSR program within the Tunas Tani Pangrango Farmers Group in Bogor. The study was conducted from August 2024 to May 2025. Using a qualitative case study approach, data were collected through interviews with 13 informants, observation, and documentation. The results show that the empowerment process involves strategy identification, group development, participatory planning, activity implementation, and joint monitoring and evaluation. The program has had a positive impact on farmers' productivity, income, technical capacity, and market access. Socially, institutional strengthening and collective learning among farmers have occurred. However, challenges remain in the environmental aspect, particularly the use of chemical pesticides. It can be concluded that Pizza Hut Indonesia's CSR program increases farmer empowerment and encourages independent farming businesses, but it should pay greater attention to environmental sustainability by using environmentally friendly inputs and adopting sustainable cultivation technologies. This study found: (1) integration of extension, training, research, and supporting subsystems (agricultural facilities and markets) in Pizza Hut Indonesia's CSR program in Agricultural Knowledge and Information Systems; and (2) empirical evidence that with a community empowerment approach, CSR program obligations are able to synergize with the company's business mission.
