Abstract

Penelitian ini mengkaji persoalan respond pemerintah daerah khususnya terkait sikap pemerintah dalam dimensi Sound Governance terhadap Non Government Organization (NGO) yang sangat aktif melakukan pemberdayaan masyarakat pesisir. Kegiatan pemberdayan tersebut dilakukan di Kabupaten Bintan Kepulauan Riau (Kepri). Setting penelitian ini di lokasi Kampung Wisata Panglong di Desa Berakit Kabupaten Bintan. Penelitian ini menerapkan jenis penelitian deskriptif dengan pendekatan kualitatif. Data diperoleh melalui informan kunci yang ditentukan secara bertujuan (purposive). NGO yang dimaksud adalah The Island Foundation (TIF) yang telah mengembangkan beberapa kegiatan dalam pemberdayaan. Diantaranya adalah Education and Literacy Program, Village and Development Program, dan Health and Nutrition. Atas keaktifan NGO ini tentu memnimbulkan tanda tanya dimana peran pemerintah daerah. Oleh karena itu, melalui kajian ini akan dilakukan pengamatan bagaimana pemerintah bersikap apakah berkolaborasi dalam kemitraan atau kontraproduktif terhadap potensi peran serta NGO TIF ini. Dari hasil penelitian diketahui bahwa dimensi sound governance yang berperan optimal adalah dimensi organisasi dan institusi, dimensi sector dan dimensi kekuatan internasional. Hambatan dalam kemitraan ini antara lain, peluang ini belum dipahami oleh pemerintah daerah baik di level Kab, Bintan maupun Pemerintah Desa Berakit. Dengan kata lain, kemitraan positif antara pemerintah  dengan TIF belum terjalin dengan seimbang. Kehadiran TIF sejauh ini lebih terlihat sebagai kesempatan mengalihkan peran, daripada sebagai mitra pembangunan.

Abstract

Currently, religiosity has become an emerging topic in the literature of public administration. Most research examines the dimensions of religiosity and their relationships with various organizational dimensions. Much less attention, however, has been paid to analyze the factors affecting employees’ religiosity, particularly in the context of public organization. Therefore, this study investigates the critical factors affecting employees’ religiosity. This study is conducted on 262 public servants in the Government of Kepulauan Riau Province. An extensive literature and questionnaire were used to identify the factors affecting employees’ religiosity. This study applied statistical methods with ranking and factor analyses to verify and analyze the factors. Ranking analysis results the most important factors, namely family religious activity. Factor analysis constructs 5 components, including personal belief system, implementing  religious belief, family religiousness, religious practices, and belief on the death. Theoretical, methodological, and practical implications are provided in the light of these findings.

Abstract

Previous studies identified numerous performance predictors of employees in public sector organizations. The literature on the relationship between religiosity and public service motivation in organizations is limited. Therefore, this study aimed to address this gap and examine the link between religiosity, public service motivation, and employee performance. The data were collected from 250 public servants of the Indonesian Kepulauan Riau provincial government and analyzed using structural equation modelling (SEM). The results showed a hypothesized model that positively promotes employee performance by religiosity and public service motivation, which agrees the relationship between religiosity and performance. This study contributes to the body of knowledge concerning the contemporary literature on human resource management in the public sector by considering religiosity and public service motivation as two crucial factors enhancing employee performance. Moreover, it provides a practical guide for policymakers and managers in enhancing employee performance by adequately implementing and facilitating public service motivation and religious practices in the workplace.

Abstract

Penelitian ini menggunakan pendekatan top-down model implementasi dari Van Meter dan Van Horn yang terdiri dari 6 variabel: (1) Standar dan tujuan kebijakan, (2) Sumber daya, (3) Komunikasi antar oganisasi terkait dan kegiatan-kegiatan pelaksanaan, (4) Karakteristik lembaga/ organisasi pelaksana, (5) Lingkungan Ekonomi, Sosial dan Politik, (6) Tanggapan/ Sikap Para Pelaksana. Jenis penelitian ini adalah penelitian deskriptif dan pendekatan penelitian menggunakan metode penelitian kualitatif. Teknik pengumpulan data ialah observasi, wawancara dan dokumentasi. Teknik pemilihan informan dalam penelitian ini menggunakan teknik Purposive Sampling untuk menentukan sampel penelitian dengan pertimbangan tertentu. Berdasarkan hasil penelitian Implementasi Kebijakan Gerakan Nasional Non Tunai Melalui Elektronic Money di Pelabuhan Internasional Sri Bintan Pura sudah terlaksana namun belum maksimal. Konsistensi dan koordinasi pihak pelaksana yang kurang maksimal dan sosialisasi yang belum mampu mengubah mindset masyarakat membuat banyak pengguna jasa masih menggunakan transaksi secara manual.

Abstract

Penelitian ini bertujuan untuk mengetahui Tindakan kelompok middle class khususnya remaja akhir yang berprofesi sebagai karyawan perseroan terbatas dan karyawan lepas dalam menghadapi pandemi covid-19 di Kecamatan Bengkong Kota Batam. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan metode deskriptif. Dalam penelitian ini memiliki informan sebanyak 8 orang dengan ditentukan melalui Teknik purposive sampling memiliki kriteria 1) Remaja akhir yang berkerja di Perseroan Terbatas, 2) Remaja akhir yang berkerja sebagai Freelancer dan telah berkerja selama 3 tahun terakhir. Data yang didapatkan melalui hasil wawancara terstruktur secara mendalam berdasarakan pedoman wawancara, observasi, partisipasi dan dokumentasi. Hasil penelitian ini menunjukkan; 1) Dampak pandemi yang dirasakan kelompok middle class di Kecamatan Bengkong Kota Batam: a) berkurangnya jam kerja, 2) terjadinya pemutusan hubungan kerja, 3) pendapatan yang meningkat. 2) Pasca pemberlakuan pembatasan kegiatan masyarakat: 1) kebutuhan hidup tidak terpenuhi, 2) sulitnya akses berpergian. 3) Tindakan kelompok middle class dalam menghadapi pandemi covid 19: 1) menjadi ojek online, 2) berwirausaha, 3) mencari bantuan sosial, 4) menjadi relawan, 5) silaturahmi

Abstract

This study examines the Partnership Model in the Correctional Inmates Independence Development Program at the Class IIA Tanjungpinang Penitentiary. The problem of this research shows that there is a discrepancy in the implementation of guidance in Government Regulation No. 57 of 1999 regarding cooperation in the implementation of development so that there are still minimal partnerships that exist which then have an impact on product stagnation as the result of the work of the inmates. The purpose of this study was to find out how the partnership model in the inmates' independence development program at the Class IIA Tanjungpinang Penitentiary was effective and optimal in empowering the inmates. The research method used by the researcher is descriptive qualitative method with data collection techniques and tools in the form of documentation, observation, and interviews. In the results of the study, it was found that there was ambiguity in the partnership that had been established because there was no written document that unified and binds the partnering parties. In practice, the coaching program has been carried out according to Standard Operating Procedures, but the lack of program supporting factors is an obstacle to the implementation of self-reliance development. It can be concluded from the partnership model that has been established has not shown effective and optimal results

Abstract

This community empowerment is one of the efforts made by the government to provide awareness and also build capacity for community participation with sewing training activities during the co-19 pandemic. Efforts to empower the community can be carried out by providing a learning platform in the form of sewing training with these activities providing potential to the community, so that they can take advantage of their potential and can become independent human beings. This research method is to use a descriptive type method with a qualitative approach. Observation data collection techniques, interviews, and documentation. Data analysis techniques using data reduction, data presentation and drawing conclusions. This research aims to determine community empowerment through PKBM Tuah Cahaya Berlian in North Kundur District using 3 indicators from Wrihatnolo and Dwidjowijoto that the empowerment process is: awareness, capacity building, and empowering. The results of this study indicate that Community Empowerment Through PKBM (Center for Community Learning Activities) in North Kundur District has been optimal in its implementation. Even though it was optimal, it still caused problems for the PKBM participants, that is, there were those who could not measure clothes according to the pattern that had been made. This could be an inhibiting factor for PKBM Tuah Cahaya Berlian in Kundur Utara.
