Abstract

This study looks into clientelism and vote buying on Bintan Prosperous Cards (Kartu Bintan Sejahtera, KBS) in Bintan, Kepulauan Riau. The objective of this study is to understand the practices of clientelism and vote buying using KBS. This study was conducted by case study approach. The participants of this study consist of the Commission of General Election of Kepulauan Riau, candidates of governor of Kepulauan Riau 2015-2020, candidates of Bintan Regent 2015-2020, their supported parties, successful and campaign team, and the bureaucracy implementing KBS. The findings of this study are that KBS were used as the practices of clientelism and vote buying both by the candidates of Kepulauan Riau governor and the candidates of Bintan Regent, 2015-2020 period. This study also finds that formal and informal political networks are utilized by the candidates as a clientelism and vote buying arenas. This study not only contributes to the literature of clientelism and vote buying, but also adds the literature of social policy in the context of Indonesian local politics setting

Abstract

The primary aim of this study is to investigate the political transformation of the coffee shops in Kepulauan Riau before local leaders election. It is drived by the empirical facts that many coffee shops have transformed to be supporter of one of the candidates of local head government. By using grounded theory and thematic analysis, this study answers the critical questions of why the coffee shops change and what the factors affecting the transformation. A series of interview were conducted on a dozen of informants, consisted of political parties, campaign and success teams of the candidates, Local General Elections Commission (KPUD), Local Election Supervisory Agency (Bawaslu), the owners and the visitors of the coffee shop. Evidence of this study points out that the transformation of the coffee shops is the consequences of both political system and political structure in Indonesia. The empirical findings of this study are not only worthwile to the study of public sphere in the context of Indonesian local political setting but also to the practicioners in designing the truthful and fair local general election.

Abstract

Kesulitan yang dialami masyarakat permukiman pesisir yang berada di atas pelantar di Kelurahan Tanjung Unggat, terjadi karena berbagai faktor seperti kondisi tempat tinggal masyarakat merupakan daerah dengan topografis tanah yang tidak bisa untuk mendapatkan sumber mata air bersih yang baik, faktor perubahan cuaca dan ditambah lagi dengan kondisi perekonomian masyarakat pesisir yang cenderung berpenghasilan rendah dan tidak menentu. Dengan kesulitan yang terjadi tersebut, masyarakat berusaha melakukan berbagai tindakan adaptasi (penyesuian) secara kolektif untuk mengatasi permasalahan air bersih yang telah sejak lama terjadi hingga sampai saat ini. Tujuan penelitian ini adalah untuk menganalisis bentuk modal sosial yang timbul dari proses adapatasi yang di lakukan masyarakat. Penelitian ini bersifat deskriptif kualitatif dengan teknik pengambilan sampel (purposive sampling) menetapkan 10 orang masyarakat dari 2 Rukun Tetangga (RT) sebagai informan penelitian. Teknik analisis data dianalisi secara kualitatif, berdasarkan dukungan teori yang berkaitan dengan objek penelitian dan hasil wawancara serta observasi yang kemudian akan ditarik suatu kesimpulan hasil penelitian. Adapun hasil temuan dalam penelitian ini adalah menggambarkan sumber dan kapasitas penggunaan air bersih masyarakat permukiman pelantar di Kelurahan Tanjung Unggat yang cukup jauh dari permukiman serta air tersebut tidak dapat di nikmati secara berlebihan. Sehingga dengan upaya berdaptasi masyarakat mencoba mempertahankan kelangsungan hidup mereka. Tindakan adapatasi timbul karena adanya modal sosial yang sangat kuat di dalam masyarakat permukiman pelantar di Kelurahan Tanjung Unggat yang berupa jaringan (kerjasama) membangun sarana air bersih, kepercayaan antar sesama dalam menjaga dan merawat fasilitas yang ada, dan nilai (etos kerja) yang timbul dari kesulitan yang terjadi, serta norma sebagai dasar ketaatan masyarakat dalam menjaga kerukunan dan tujuan keberhasilan pembangunan.

Abstract

Penelitian ini bermaksud untuk melihat dinamika yang terjadi pada keluarga anak autis yang bersekolah di SLB Mutiara Tanjungpinang. Penelitian ini menggunakan metode kualitatif. Sedangkan bentuk penelitian menurut aspek metode yang digunakan adalah deskriptif. Lokasi penelitian di SLB Mutiara Tanjungpinang. Informan penelitian yaitu orang tua dari anak autis yang bersekolah di SLB Mutiara Tanjungpinang, guru yang mengajar siswa di SLB Mutiara Tanjungpinang dan tetangga dari keluarga anak autis. Teknik yang digunakan yaitu wawancara, observasi dan dokumentasi. Sedangkan teknik analisis data yang digunakan yaitu reduksi data, penyajian data dan penarikan kesimpulan atau verifikasi. Hasil penelitian menunjukkan bahwa terdapat empat aspek yang menjadi dinamika keluarga anak autis yang bersekolah di SLB Mutiara Tanjungpinang. Meliputi pendidikan orang tua, penerimaan keluarga, penerimaan masyarakat serta upaya yang ditempuh orang tua dalam melakukan pengobatan anak autis. Pendidikan orang tua ternyata tidak mempengaruhi upaya orang tua dalam mengetahui gejala awal autis. Proses mengasuh, perilaku anak autis yang sulit dikontrol, ketergantungan hidup yang tinggi, menjadi bagian dinamika dalam keluarga.Begitu halnya dengan penerimaan anak autis ditengah masyarakat. Dalam hal ini orang tua akan membatasi anak dari lingkungan demi keselamatan anak serta menjaga anak dari penolakan dari segelintir orang.

Abstract

Several regional governments in Indonesia have implemented paid plastic shopping bags policy to reduce micro-plastic waste. However, there are only a few studies to evaluate this program. To fill the research gap, the researchers seek to implement the regulation by investigating policy effectiveness factors. The ultimate purpose of this paper is to illuminate what factors affect the policy. The researchers studied the implementation of paid plastic bags in Depok City, West Java, Indonesia, by employing a survey to achieve the objective. One hundred and thirty-four respondents had participated in this research and shared their responses on the policy. A partial least square structural equation modeling (PLS-SEM) was applied to analyze the data. The results showed three factors contributed to policy implementation: knowledge, awareness, and compliance. The current research extends Grindle’s theory by examining individual determinants as predictors of policy implementation. This study also adds the researchers’ knowledge into how society responds to Indonesia’s paid plastic shopping bags policy and contributes to the government designing a suitable strategy to implement the program effectively.

Abstract

This study finds out clientelism and vote buying on Kartu Bintan Sejahtera (KBS) in Bintan Regency, Riau Islands. The objective of this study is to understand the practices of clientelism and vote buying using KBS. This study based on case study research. The informants consist of General Election Commission of (KPUD) Riau Islands, candidates of the governor of Riau Islands 2015-2020, candidates of Bintan Regent 2015-2020, along with their supporting parties and campaigning team, and bureaucracy of the implementation of KBS. The main findings of this study suggest that KBS is used as a clientelism and vote buying practices by the candidate of Riau Islands governor and Bintan Regent, 2015-2020 period. This study also finds that formal and informal political networks are utilized by the candidates as a clientelism and vote buying arenas. This study not only contributes to the literature of clientelism and vote buying, but also adds the literature of social policy in the context of Indonesian local politics setting. This study suggests that KBS is used as a media to obtain the support of the voters in the election of governor of Riau Islands and regent of Bintan 2015-2020. All candidates capitalize the issue of KBS to obtain the popularity. The patterns of the practice of clientelism and vote buying in KBS is by using various media campaigns to promote the success story of KBS. Not only in formal campaign but also in informal campaign, they always promote KBS as their success.

Abstract

Currently, religiosity has become an emerging topic in the literature of public administration. Most research examines the dimensions of religiosity and their relationships with various organizational dimensions. Much less attention, however, has been paid to analyze the factors affecting employees’ religiosity, particularly in the context of public organization. Therefore, this study investigates the critical factors affecting employees’ religiosity. This study is conducted on 262 public servants in the Government of Kepulauan Riau Province. An extensive literature and questionnaire were used to identify the factors affecting employees’ religiosity. This study applied statistical methods with ranking and factor analyses to verify and analyze the factors. Ranking analysis results the most important factors, namely family religious activity. Factor analysis constructs 5 components, including personal belief system, implementing  religious belief, family religiousness, religious practices, and belief on the death. Theoretical, methodological, and practical implications are provided in the light of these findings.

Abstract

Previous studies identified numerous performance predictors of employees in public sector organizations. The literature on the relationship between religiosity and public service motivation in organizations is limited. Therefore, this study aimed to address this gap and examine the link between religiosity, public service motivation, and employee performance. The data were collected from 250 public servants of the Indonesian Kepulauan Riau provincial government and analyzed using structural equation modelling (SEM). The results showed a hypothesized model that positively promotes employee performance by religiosity and public service motivation, which agrees the relationship between religiosity and performance. This study contributes to the body of knowledge concerning the contemporary literature on human resource management in the public sector by considering religiosity and public service motivation as two crucial factors enhancing employee performance. Moreover, it provides a practical guide for policymakers and managers in enhancing employee performance by adequately implementing and facilitating public service motivation and religious practices in the workplace.
