Abstract

This research examines Walhi's involvement in environmental politics in the hazing case in Riau by using Walhi's perspective as a non-governmental organization (NGO) that has a lot of influence in the process of policymaking by the government on environmental issues, especially in Riau during haze disasters. There is an effort to use the power relations by Walhi as a non-governmental organization (NGO) through the concept of political opportunity in raising the issue of the haze disaster in Riau so that it becomes an environmental issue on an international scale. The transnational advocacy strategy was used by Walhi Riau to show the line of power relations as a non-governmental organization (NGO) to influence the policies of the Riau provincial government related to the haze disaster. Starting from the strategy (1) information politics, which is the ability to produce information and direct the impact that will occur from the information obtained. (2) symbolic politics, namely the ability to call symbols and actions that can bring public opinion and framing and construction of an issue, (3) leverage politics, is the ability to influence certain situations when one party is unable to exert influence, and (4 ) accountability politics, is an effort to keep the powerful actors to keep upholding the policies that have been set.

Abstract

The Pekanbaru City Government through the Environmental and Hygiene Service has prepared an Action Plan for the Pekanbaru City Waste Clean Area in 2017 which contains plans, strategies, policies, programs and activities to be carried out in waste management. The plan was made according to an evaluation study by looking at the current state of waste on the results of the development of Pekanbaru City. The purpose of this study is to describe the analysis of the Pekanbaru City waste clean action plan which is intended to formulate a concept of Pekanbaru City government policy on waste management. This study uses a qualitative method, this method is very suitable to be used in this study to analyze policy analysis in an effort to clean up waste in Pekanbaru City. The findings in this study are the first by way of the rationale for the need for an action plan for a clean waste area by making regional regulations that specifically regulate waste management in Pekanbaru. . Second, involvement in the clean-waste action plan policy by looking at how far the integration has been between the local cultural and social context, natural conditions, structures and institutions, available economic and technological conditions and skills.

Abstract

Among the environmental issues that are of concern in sustainable development is waste management. This can be done through synergy in the form of good coordination between the government, the private sector and the community so that later it will generate public awareness in the process of reducing, recycling and using environmentally friendly waste processing technologies. The phenomenon of decreasing public awareness in Pekanbaru City regarding waste management that has an impact on health and reducing environmental impacts is an urgency in this research. So this study aims to analyze the synergy of good governance actors in waste management efforts in Pekanbaru City. This study used a qualitative method involving the people of Pekanbaru City as informants in this study. Collecting data in this study using a purposive sampling technique. The use of this technique can help researchers to determine the suitability of informants with the theme of this research. The results of this study are that the synergy between good governance actors has been going well by carrying out their respective functions, especially in waste management. Consistency and awareness of each actor is expected so that there is synergy in cleaning management, especially in waste management in order to create a civilized city of Pekanbaru.
