Abstract

Abstract: Pematang Raya is the new capital city of Simalungun Regency, North Sumatera, Indonesia which used to be seated in Pematangsiantar. This capital city was formed on June 23rd, 2008 and some of the government institutions of Simalungun Regency have already been seated at Pematang Raya. As an example, The Regency Police of Simalungun and the District Military Command of Simalungun, which are one of the legal institutions, have already been seated at Pematang Raya while the District Court IB of Simalungun and the District Attorney of Simalungun are still seated at Pematangsiantar. JR Saragih, who is the regent of Simalungun Regency, is eager to move the seat of the District Court IB of Simalungun and the District Attorney of Simalungun to Pematang Raya. Simalungun Regency does not have any penitentiary until this day. That is why the inmates who get terms at the District Court IB of Simalungun are sent to Pematangsiantar Penitentiary. Researchers identify the need of Simalungun Regency to increase the strength of the legal institutions in Simalungun Regency by designing a penitentiary. As an addition, the penitentiaries in Indonesia are getting worse time by time. Analysis and concepts of this design are using the interpretation of Panopticon Architecture which emphasizes a maximum supervision to the penitentiary.Keywords: Simalungun, Panopticon Architecture, PenitentiaryAbstrak: Pematang Raya merupakan Ibukota baru Kabupaten Simalungun, Sumatera Utara, Indonesia yang dulunya adalah Pematangsiantar. Pematang Raya dibentuk pada tanggal 23 Juni 2008 dan beberapa institusi kepemerintahannya sudah berkedudukan di Pematang Raya. Sebagai contoh, Polres Simalungun dan KODIM Simalungun merupakan salah satu dari instansi hukum Kabupaten Simalungun yang sudah berkedudukan di Pematang Raya, sedangkan Pengadilan Negeri Kelas IB Simalungun dan Kejaksaan Negeri Simalungun masih berkedudukan di Pematangsiantar sampai saat ini. Bupati Kabupaten Simalungun, JR Saragih, berkeinginan untuk memindahkan Pengadilan Negeri Kelas IB Simalungun dan Kejaksaan Negeri Simalungun dari Pematangsiantar ke Pematang Raya agar terciptanya instansi hukum yang kuat di Kabupaten Simalungun, Sampai saat ini, Kabupaten Simalungun tidak memiliki UPT Pemasyarakatan. WBP yang mendapat vonis hukum di Pengadilan Negeri Kelas IB Simalungun dititipkan ke Lembaga Pemasyarakatan Kelas IIA Pematangsiantar. Penulis mengidentifikasi kebutuhan Kabupaten Simalungun untuk meningkatkan kuatnya institusi hukumnya dengan merancang sebuah Lembaga Pemasyarakatan. Ditambah lagi, keadaan Pemasyarakatan di Indonesia kian memburuk. Dengan demikian, penulis menggunakan interpretasi tema Panopticon Architecture dalam analisis dan konsep rancangan yang menekankan kepada pengawasan yang maksimal di Lembaga Pemasyarakatan.Kata Kunci: Simalungun, Panopticon Architecture, Lembaga Pemasyarakatan

Abstract

Toba Water Catchment Area (WCA) is approximately 369,854 ha, consists of about 65% land and 35% water. In Lake Toba WCA there is a land area of 235. 217 ha(61.23%) is classified as critical and if it is not conserved will have a major impact on WCA quality. The criticality of the land around WCA Lake Toba gives a significant impact on the aesthetic side of WCA Lake Toba.The village of Lumban Suhi-suhi located in Samosir Regency is one of the tourist destination and found quite a lot of locations with the habitat of Imperata which an indicator of critical land. Local people maintains many endemic goats namely Goat Panorusan Samosir that require good quality feed.Moringa (Moringa oleifera) is a multi-functional plant, as the Moringa (Moringa oleifera) plant has a root nodule that captures N from the air and stores it on the root so Moringa can help fertilize the soil.This dedication has been done in October 2017 in Lumban Suhi-suhi Village, Samosir and the objectives is to train the community to cultivate the Moringa plant (Moringa oleifera). The output of this dedication are the community do conservation by planting Moringa so that Lumban Suhi-suhi village and its surrounding turns green and fertile and there will be available good quality goat feed. It is also expected that Lumban Suhi-suhi village becomes a tourist village that attracts more tourists.

Abstract

The Muslim family's important criteria that inhabited their house are the needs of his family's privacy, creating an Islamic behavior (modesty) and entertaining guests (hospitality) who came to visit. The perception of these needs included the development of a minimalist contemporary architecture that is now widely grown. Contemporary minimalism is one type of architecture emerged in Indonesia, especially in Medan. The type is simple and small dimensions characterize minimalism. Does every Muslim family in the area of Medan (sample) is easily adaptable to the needs that exist in minimalist contemporary architecture include the need for privacy, modesty, and hospitality?. Therefore, the research purpose is to discover a Muslim family adaptation to the needs of space and performance. The method used was a qualitative method of mapping the behavior by place-centered mapping. Results from this study are the adaptation of living in the house to appropriate their needs and recommending improvements in the design of houses.

Abstract

The growth and development of Gated Community are happening around the world with no exception in Indonesia. The development happened because of rapid urban growth caused by urbanization. The important results from studying the transformation of gated community are the trend and factors that cause the change. The purpose of this research is to predict, prepare and control the growth of formal urban housing in the future. Factors led to the emergence and growing rapidly of a gated community in Southeast Asia is a combination of socio-economic background, culture, and security. Research is conducted by two approaches. Firstly, are the external aspects such as regulation of formal housing, political condition, and real estate market condition. Secondly, are the internal issues such as the concept of settlement planning and the characteristics of the occupants. This study was conducted in three residential development in the city of Medan which represent in the 1980's, 1990's and 2000's, namely Taman Setia Budi Indah, Graha Bumi Asri and Graha Metropolitan. The research’s result shows the factors of changes occur in the privatization of public space, exclusivity and the need for security. The indirect phenomenon of gated community growth is a reflection of a modern city life's critique, because of the safety reduced. If these are not anticipated soon, it will form the structure of fragmented urban space with the privatization of public space legally

Abstract

The light that enters a patient's inpatient wards is very influential in the comfort of the patient throughout his treatment and also influences the smoothness of the paramedics to carry out their activities. Therefore, this study was conducted by collecting data and lighting measurements on existing conditions and simulating the spread of light in the patient's inpatient wards by applying Ecotect software so that it can be seen whether the lighting meets the requirements or not, in accordance with the Indonesian National Standard (SNI) 03-6197-2000 as a standard procedure for average brightness recommended for inpatient wards. Then analyzing the lighting needs that are recommended materials from lighting elements so that they can be utilized in the patient's inpatient wards and meet SNI requirements.

Abstract

The government is currently conducting programs to provide subsidized housing in order to meet the needs of low-income people. Some of the houses provided have, however, been modified by the residents to ensure proper and effective implementation of their activities and this indicates a benchmark of the dissatisfaction of the residents and omission of a particular thing in the initial design of the subsidized housing program provided by the government. The Grand Permata Residence II Housing used as a case study has a house with type 36/91 m2 and 13 out of 14 respondents have transformed their residential space according to their economic capacity as low-income people. This study was, therefore, conducted to map the residential space transformation of the subsidized housing program provided by the government and determine the causative factors. Primary data were obtained in the form of designs and photos of space transformation through direct observation and interviews with residents while secondary data were in the form of initial floor plans retrieved from the housing manager and analyzed using descriptive analysis techniques. The findings serve as an evaluation for the government in designing subsidized housing which meets the target and needs of low-income people.

Abstract

The design of Kampung Wisata is intended to improve the living standards and environmental quality of the Kampung Nelayan area. As we know that, the location is the formation of slum areas whose land ownership is still illegal and the majority of the population work as low-income fishermen. These conditions cause the environment look too grubby with scattered rubbish and the lack of environmental utilities. Though in addition, Kampung Nelayan region, particularly Kampung Banjar has a variety of potential that can be used as a capital to developed into the tourist attraction. This also can be used as a place to develop slum areas become a better place which can compete in the future.

Abstract

Kampong Badur precisely is one of the slums in Medan City with the category of slum 'very bad' based on the Office of Housing and Settlements Medan 2015. Given the issues in various developing countries precisely in big cities in Indonesia are the increase of population and the process of urbanization. For that, the selection of strategies relating to the rearrangement by improving the old function and adding a new function is the strategy of Redevelopment. An urban redevelopment project that refers to the typical residential vernacular city of Indonesia called Kampong. So, in overcoming the problem of urban slum dwelling in low-income villagers who still put forward the typical residential vernacular Indonesia (kampong) is Kampong City Block. The concept of Kampong City Block is combined with the concept of economic improvement to overcome the problems of lowincome population slum area. In the case of Kampong Badur, social mapping in terms of livelihoods obtained some livelihoods that are considered to support the economic development of the population of trade, farming, chicken breeding, and small convection industry. The integration of these 4 sectors will be synergized in every design process. Then, the concept of Integrated Kampong City Block is also maintaining socio-culture of Badur people so that the approach to the theme of behavioral architecture and analysis of all aspects of the village community, ranging from the concept of macro and micro.

Abstract

Currently, the population growth is growing very rapidly resulting in rapid growth of the needs of settlements. The population growth that is not proportional to the availability of land and the income level of the lower middle class resulted in the emergence of illegal settlements and slums and are on land that is inconsistent with the city spatial plan for example on the edge of the river. This condition causes the decreasing quality of life of the people, especially in urban areas, destroying the environment and the spatial arrangement of the city. Medan city is one of the cities that there are many slums. One of the slums in the city of Medan is Kampung Badur located in Hamdan Village Medan Maimun District. The condition of the slums and the low economic level and the location of Kampung Badur located in the city center became the main problem in this area. Therefore, a solution is needed to solve problems in the area by making Kampung Badur an area that provides decent occupancy for occupancy and facilities that could be enjoyed together. The solution to this problem is to re-arrange Kampung Badur and develop potentials in the area. For example, Kampung Badur area which is right on the edge of the river becomes a potential in the design. So that the solution that can be applied is to develop Kampung Badur into Mix-Use Waterfront with a mix-use concept such as residential, public facilities and public open space to be enjoyed by residents Kampung Badur itself and by the people of Medan City.

Abstract

Based on data from Dinas Perumahan dan Permukiman Kota Medan, Kampung Badur is one of housings and settlements with very poor slum level. This statement is constituted by irregular home plots, disobedience to house building regulations, and uninhabitable physical condition of buildings and environments but Kampung Badur also has some potential in social, economic and cultural aspects that can be developed. Looking at the situations in Kampung Badur, this area needs to be rearranged into a better area by exploiting the existing potential to become a commercial area like culinary area, designing decent residential model, adding facilities and public spaces.
