Abstract

Pemberdayaan Pegawai Syarak merupakan salah satu kebijakan yang diambil oleh sebagian besar pemerintah kabuapten/kota di Provinsi Jambi untuk meningkatkan penyelenggaraan dan pembinaan ibadah keislaman di masjid. Pegawai Syarak merupakan institusi tradisional yang pernah hidup dalam sistem sosial-pemerintahan Jambi dengan fungsi memimpin urusan ibadah dan pemberi pertimbangan aspek syariah pada pemerintah. Bagaimana implementasi, dampak sertapeluang dan tantangan dari kebijakan tersebut merupakan fokus diskusi dalam artikel ini, yang mana data-data di dalamnya didasarkan pada hasil penelitian tahun 2011 lalu. Kajian menunjukkan implementasi kebijakan sudah berjalan lancar namun belum memberikan dampak signifikan terhadap peningkatan kualitas kehidupan beragama masyarakat. Setidaknya ada empat hal yang perlu dianalisis pemerintah daerah untuk peningkatan daya guna kebijakan masa mendatang, yaitu 1) redefenisi peran dan fungsi Pegawai Syarak, 2) prioritas alokasi anggaran bantuan, 3) penegasan kebijakan sampai pada level provinsi, dan 4) alternatif institusi lain yang lebih memungkinkan diberdayakan untuk tujuan yang sama seperti Majelis Ulama Indonesia.

Abstract

Before the establishment of Republic of Indonesia (NKRI), this archipelago has been lived by variety of traditional governance models that remain autonomous in its homeland, generally recognized as the smallest administrative units. The autonomy of the local government then crippled by the New Order Government policy with the issuance of the enacment No. 5 of 1979 called “Pemerintahan Desa”. Through this enacment, the smallest model of governments homonized into “Desa”. The Province of Jambi is one of the areas affected by the enactment No. 5 of 1979 about “Desa”. Previously, people in Jambi has a traditional governance model in some regions called Dusun. This traditional form of government then turned into the village after 1979. This paper discusses the dynamics of the smallest unit in Jambi administration with case studies in Bungo District. The discussion begins with a description of traditional governance model that exist in Jambi and amendment after 1979. The opportunities of applying traditional governance models back in the era of regional autonomy with the release of a case study Bungo Government Regulation No. 9 of 2007 on the Village Head being mention Rio, Village or Desa Being Dusun, Hamlet Being Kampung will also be discussed at the end of this paper. Formally, the birth of this regulation affect the reinforcement of the traditional Malay Jambi, among others in the form of leadership, conflict management and strengthening of indigenous socialization. Abstract

Sebagai institusi yang memegang peranan strategis dalam transformasi dan pengembangan ilmu pengetahuan dan teknologi, perguruan tinggi dituntut mampu melakukan inovasi-inovasi dalam pengembangan mutu, termasuk dalam hal pemenuhan kebutuhan pembiayaan. Pengelola pendidikan tinggi harus mampu mengembangkan sumber-sumber pendanaan mandiri dengan memanfaatkan sumber daya yang dimilikinya. Dalam konteks inilah, integrasi kegiatan pendidikan/pengajaran, penelitian dan pengabdian kepada masyarakat menjadi alternatif solusi. Produk-produk dari kegiatan tridharma tersebut dapat diarahkan dalam jasa layanan profesi. Paper ini mendiskusikan implementasi model pembelajaran terintegrasi pada jenjang sarjana di perguruan tinggi. Model Daur Hidup yang mengarahkan kegiatan pendidikan dan penelitian untuk diterapkan dalam pengabdian masyarakat yang kemudian akan memberikan umpan balik bagi proses pendidikan dan penelitian berikutnya. Di samping itu, proses ini sekaligus bisa dikembangkan sebagai jasa layanan profesi untuk menjadi sumber pendanaan alternatif perguruan tinggi. Kata Kunci: pembelajaran, perubahan, daur hidup, pendanaan, perguruan tinggi.

Abstract

Although the implementation of e-government in the government system in Indonesia has been running for almost decades, in practice, there are still many local government units, mainly villages and sub-districts, that encounter technical problems. The main obstacle faced by the village/sub-district government is the capacity of human resources and the availability of budgeting to support the use of information systems. Based on this issue, the Government Science Department, in collaboration with the Community Service Program (KKN) of UIN Sulthan Thaha Saifuddin Jambi students in 2021, held the e-government workshop for villages/sub-districts governments in Jambi Province with the theme "Utilizing Google Features to Support the Implementation of e-Government at the Village/sub-district Level." The organizer considered these features can overcome the problems of limited budget and human resource capacity because Google's features, apart from being accessible for free, are also quite familiar, especially since the Covid-19 pandemic. The introductory workshop takes about four hours, with offers of further assistance for villages/sub-district who will establish an advanced program. During August-September 2021, the workshop was held in six villages/sub-district spread over three regencies, namely Tanjung Jabung Timur (one village), Muaro Jambi (two villages), and Batanghari (two villages and one sub-district). In this workshop, village/sub-district officials are directly guided to create several online administrative services.

Abstract

Penelitian ini mengangkat tentang putusan mahkamah agung terkait hak menerima wasiat wajibah dalam perspektif hukum Islam. Masalah utama dalam penelitian ini adalah mengapa Mahkamah Agung memberikan harta peninggalan kepada non-muslim? sedangkan dijelaskan pula sebab-sebab terhalangnya mendapatkan harta warisan salah satunya berlainan Agama. Jenis penelitian ini adalah library research (Penelitian Kepustakaan), yang bersifat deskriptif kualitatif. Adapun Teknik yang digunakan untuk pengumpulan data adalah studi dokumentasi dengan menbgunakan sumber data  sekunder. Hasil penelitian  adalah putusan Mahkamah Agung No. 386K/AG/1995 sesungguhnya tidak sesuai dengan kaidah-kaidah hukum Islam, alasannya bahwa Mahkamah Agung sama sekali tidak memberikan dasar yang jelas terkait pemberian wasiat wajibah bagi ahli waris non-muslim. Putusan Mahkamah Agung itu menciderai rasa keadilan yang telah tertera dalam Al-Qur’an dan Sunnah, serta mengabaikan perlindungan hukum bagi ahli waris yang Islam. Berdasarkan hal tersebut pemberian bagian harta warisan melalui wasiat wajibah kepada ahli waris non muslim adalah sebagai bentuk peerobosan hukum atas kehilangan bagian hak waris dari mereka yang berlainan Agama.

dalam kegiatan rutin terutama pengajian. Dengan jaringan yang luas, majelis taklim kerap dimanfaatkan oleh politisi selama kampanye pemilu untuk memperoleh dukungan dan kerap terjebak dengan praktik jual beli suara. Pengabdian masyarakat ini bertujuan untuk membangkitkan kesadaran akan pemilu berintegritas bagi anggota majelis taklim perempuan di Desa Puri, Kabupaten Batanghari, Propinsi Jambi. Kegiatan ini menggunakan metode pendekatan service learning dan dilaksanakan selama program Kuliah Kerja Nyata, UIN Sulthan Thaha Saifuddin Jambi tahun 2023. Program ini dimulai dengan survei pre-test kepada 34 anggota majelis taklim perempuan untuk mengukur pemahaman dan kesadaran mereka tentang pemilu serta pemantauan partisipatif terhadap proses pemilu. Kegiatan berlanjut dengan diskusi kelompok terbatas (FGD, Focus Group Discussion) dengan mengundang responden tersebut untuk mendiskusikan hasil survey serta berbagi pengalaman dibantu oleh fasilitor. Kegiatan ditutup dengan pemberian tanda dukungan peserta FGD terhadap pemilu berintegritas. Pasca kegiatan dilanjutkan dengan post-test untuk evaluasi hasil FGD. Kegiatan dinilai cukup berhasil ditunjukkan dengan cukup banyaknya peserta yang terlibat dalam FGD, antusiasme saat diskusi, adanya komitmen dukungan terhadap pemilu yang berintegritas serta terjadinya peningkatan pemahaman berdasarkan hasil post-test.

Abstract

This article aims to describe the use of the Aboge calendar system in Jambi Sultanate manuscripts and analyze the historical context of the period. The research used the philological method to elaborate the manuscripts and then applied historical and astronomical approaches to study the texts. The study involved some 17th to 20th-century manuscripts of the Sultanate of Jambi that use colophons in the Aboge calendar style. Although some of the Aboge calendars in the manuscripts cannot be converted into the Hijri and Christian calendars, the analysis of the Aboge calendar in these manuscripts strengthens the argument related to the influence of Javanese Kingdom of Mataram on the Jambi Sultanate, as known in Jambi Sultanate history, both power and cultural relations. In contrast, the use of the Aboge calendar in Jambi also shows the relationship between the Jambi Sultanate with Aceh and West Sumatra, where some of the Aboge reflect Aceh and Tariqa Shattariya modifications.

Abstract

The digital village program answers the demands for implementing a village information system mandated by Law No. 6 of 2014 concerning Villages. However, implementing the digital village program still needs to overcome many obstacles, including in the Jambi Luar Kota District, one of the central education areas in Jambi Province. Therefore, the participation of the universities is urgently needed to strengthen digital villages in the Jambi Luar Kota District. This article was written based on community service activities that aim to build a base for implementing a digital village program in Jambi Luar Kota District, Muaro Jambi Regency, Jambi Province. The community service process used the Participatory Action Research (PAR) method so that this program can build stakeholder knowledge and awareness of the program themes. This community service activity produced the internet network mapping in Jambi Luar Kota District, as well as the government and community's existing situation and supporting capacity in implementing digital villages. As a first step towards a digital village, villages are also assisted in creating village websites with the domain desa.id. Despite its many obstacles, this community service activity shows that the villages in Jambi Luar Kota District can develop into digital villages.[Program Desa Digital menjawab tuntutan penerapan sistem informasi desa yang diamanatkan oleh Undang-undang Nomor 6 Tahun 2014 tentang Desa. Namun, pelaksanaan program Desa Digital ini masih mengalami banyak kendala, termasuk di Kecamatan Jambi Luar Kota yang merupakan salah satu daerah pusat pendidikan di Provinsi Jambi. Oleh karena itu, sangat dibutuhkan partisipasi kampus dalam penguatan Desa Digital di Kecamatan Jambi Luar Kota. Artikel ini ditulis berdasarkan kegiatan pengabdian kepada masyarakat yang bertujuan untuk membangun basis implementasi Desa Digital di Kecamatan Jambi Luar Kota, Kabupaten Muaro Jambi, Provinsi Jambi. Proses pengabdian kepada masyarakat ini dilakukan dengan metode Participatory Action Research (PAR) sehingga program ini dapat membangun pengetahuan dan kesadaran pemangku kepentingan terhadap tema yang diangkat. Kegiatan pengabdian kepada masyarakat ini menghasilkan peta kondisi jaringan internet di Kabupaten Jambi Luar Kota, serta situasi eksisting dan daya dukung pemerintah dan masyarakat dalam penerapan Desa Digital. Sebagai langkah awal menuju Desa Digital, desa juga dibantu dengan pembuatan website desa dengan domain desa.id. Kegiatan pengabdian kepada masyarakat ini menunjukkan bahwa desa-desa di Kecamatan Jambi Luar Kota dapat berkembang menjadi Desa Digital, meskipun masih memiliki banyak kendala.]

Abstract

The waste issue in coastal areas is an important and urgent problem for maritime regions like Indonesia. The task of the government in coastal areas is more complex than in mainland areas because the problem of coastal waste is more complex, and it causes more environmental impacts. This article analyzes waste management policies in the coastal areas of Jambi Province, especially in East Tanjung Jabung Regency. The research uses literature study as the primary method, supported by qualitative field studies on government and community paradigms on waste management regulations. The study shows that the East Tanjung Jabung Regency Government has a waste management policy, but none specifically concerns coastal or marine waste. However, the waste management program in the coastal area has not been implemented due to various technical reasons, especially geographical conditions, which are difficult to reach from the district capital. These constraints are caused by the positive regulation paradigm, in which the laws in Indonesia are hierarchically stopped at the district/city level so that waste management work is concentrated in the district government. The village government has the right to issue village regulations, but innovation in village regulations still needs improvement, especially in Jambi Province. This condition allows the decision maker to uphold the customary approach as a local alternative policy.

Abstract

Tanjung Jabung Timur Regency has a coastline of 230.90 Km, 83.5% of Jambi Province's coastline, which stretches across five of its eleven districts. This coastline has estuaries and swampy areas that cause this area to be challenging to reach by land transportation. This article discusses the waste management program in the coastal area of Tanjung Jabung Timur Regency. The research used a qualitative-analytic method with data collection techniques including document studies, interviews, and observations conducted in the district capital and six villages in three coastal districts. The study shows that the Tanjung Jabung Timur Regency Environmental Service has implemented a waste management program but has yet to reach the coastal areas. The main problem is the limited human resources at the Environment Service and the need for support structures in sub-districts and villages. In addition, it is difficult to transport waste from the coast due to geographical conditions. The lack of public awareness exacerbates this obstacle to protecting the environment. Therefore, a more intensive literacy program is needed to increase public awareness. In addition, it is necessary to have a village-scale waste management policy to be more effective in its implementation.
