Abstract

Abstract: The Implementation Of Gredoan Tradition at Using Tribe as Tourism Spot in Macan Putih Village, Kabat Sub-District, Banyuwangi; A Study on Regional Regulation Number 1/2007 about Tourism Village). Gredoan tradition as tourism spot is a tradition which is done by Macanputih Village society. It is an honor act toward the culture that they have and as the event of looking for a life partner. Besides that, it is also held as the celebration of Prophet Muhammad SAW Maulid and to attract tourist. The purpose of this study were to find out and describe the role of Macanputih Village government and the participation of its society at the event of gredoan tradition. This research was descriptive qualitative research and the data collection was conducted through observation, interview, and documentation. The implementation of Edward III policy was the theory that was used in this research. Furthermore, the result of the study showed that there were four aspects which could be represented. First, the Communication Aspect was the communication which was done among Department of Tourism and Culture of Banyuwangi government, Kabat sub-district and the local government of Macanputih Village with the society was good. Second, the resources such as human resources, information, authority, funds and also the supporting facilities which were used in the implementation of gredoan was sufficient enough. Then, the dispositions aspect that had been done by the local government was well-defined. The last, bureaucratic structure. In the implementation of the bureaucratic structure was appropriate with the SOP that was determined by government. In addition, the coordination of Fragmentation principal had been associated well.

Abstract

Abstract: Administrative Implementation: Human Resources Capasity Of Pamong Praja In Doing Couching And Counseling On Street Vendor . In an effort to respond to the aspirations of street vendors (PKL) to meet their needs, a system of guidance and counseling is needed that is formed on the orders and public trust. The Civil Service Police Unit (Satpol PP) is one of the institutions that provide services to street vendors, and plays an important role in efforts to prevent and overcome violations of local regulations by street vendors, because the Satpol PP has the power of outhority. The services provided by the Satpol PP to the street vendors will shape the trustworthiness of street vendors against the government. However, the linear lack of competence of the implementers at the Satpol PP will affect the service of the bureaucracy in implementing good governance. This journal is to describe the capacity of human resources at the Satpol PP in an effort to carry out coaching and counseling. Data analysis was carried out by qualitative methods with a descriptive-analysis approach based on the public policy perspective used and to analyze the literature. The results of the analysis state that the development of the capacity of human resources in the Satpol PP needs to be adjusted to its scientific competencies which are carried out systematically.

Abstract

The provision of services to the community in a dignified and easy manner is the aim of the Government of Banyuwangi Regency in its policy regarding public service delivery policies. Online single submission (OSS) is an acceleration and convenience mechanism so that there is no room for bureaucrats not to take advantage of community service activities. The implementation of ideal services is a sign that public services must meet the needs of the community regarding goods, services, and administration. Objectives: To describe, analyze, and interpret integrated services based on online single submission in Banyuwang Regency. Method: Using a qualitative approach based on a constructive and participatory scheme. The existence of primary data obtained from the acquisition of interviews, while the existence of secondary data obtained from literature and various regulations relevant to the research topic. Results: OSS-based services as an implementation of e-government services are not in the context of eliminating conventional model services, because the nature of public services is human activity. Conclusion: OSS-based services aim to accelerate and open up services so as to trim away the reality of pathology in the delivery of public services.

Abstract

Floods frequently occur along the Sobo Riverbanks in Banyuwangi District. These disasters are caused by vulnerable physical environmental conditions and human activities. Community preparedness is a crucial factor in mitigating the impact of flooding, but its implementation has not been optimal. This study aims to analyze community preparedness through a policy implementation perspective by examining implementing organizations, desired policies, target groups, and environmental factors. The study used a descriptive qualitative approach using interview, observation, and documentation techniques. The results indicate that the Regional Disaster Management Agency (BPBD) still plays a dominant role in the emergency response phase, preparedness policies are not yet fully operational, community preparedness is still reactive, and physical and socioeconomic environmental factors influence low preparedness. This study emphasizes the need for strengthening pre-disaster management, community empowerment, and integrated environmental management to improve flood preparedness.

Abstract

The development of Tamansari Village as a leading tourist village in Banyuwangi Regency has had a positive impact on the community's economy, but has also given rise to environmental problems in the form of increased household and tourist waste generation. Suboptimal waste management has the potential to disrupt the sustainability of tourist villages if not balanced with effective policies and community empowerment. This study aims to analyze the implementation of community empowerment-based waste management policies in Tamansari Village using the pressure, opportunity, and rationalization theories. This study uses a qualitative approach with a descriptive research type. Data were collected through in-depth interviews, field observations, and documentation studies. Informants were selected purposively, including village officials, tourist village managers, waste bank managers, community leaders, and villagers. Data analysis was carried out using an interactive analysis model that includes data reduction, data presentation, and conclusion drawing, and its validity was tested through triangulation of sources and techniques. The results of the study indicate that the policy approach is not only technical, but also touches on structural and behavioral aspects, so that community empowerment-based waste management in Tamansari Village can be effective and sustainable. This study concludes that waste management in Tamansari Village requires an integrated approach that addresses both structural and behavioral aspects of the community.

Abstract

Idle asset management is a crucial issue in regional governance because it impacts the optimization of development resources. In Banyuwangi Regency, despite the availability of a regulatory framework for regional asset management, idle asset utilization has not been optimal. This study aims to analyze the implementation of idle asset management policies in Banyuwangi Regency, focusing on the management structure, implementation communication, and implementing agents. This study employed a descriptive qualitative approach. Data were collected through interviews, observations, and documentation studies at the Regional Financial and Asset Management Agency (BPKAD) and related Regional Apparatus Organizations. Informants were selected purposively, and data analysis was conducted interactively, maintaining data validity through triangulation. The results indicate that idle asset management in Banyuwangi Regency is still oriented towards administrative compliance, implementation communication is ineffective and ineffective, and the capacity and initiative of implementing agents are still limited. These conditions result in idle asset utilization not being optimally integrated with regional development. This study emphasizes the need for strengthening the management structure, collaborative policy communication, and increasing the capacity of implementing agents to optimize idle asset management in Banyuwangi Regency.

Abstract

People with disabilities still experience structural vulnerability due to limited accessibility and participation in development, despite the existence of policies that guarantee the fulfillment of disability rights. This condition demands the implementation of inclusive development based on cross-actor collaboration. This study aims to analyze the implementation of cross-actor collaboration in involving people with disabilities to support inclusive development in Banyuwangi Regency. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. Informants were determined purposively by involving elements of the local government, the legislature, people with disabilities, and supporting organizations. The results show that the implementation of cross-actor collaboration has been quite effective in building synergy between stakeholders, increasing access, and participation of people with disabilities. The impact of inclusive development has not fully met the needs of people with disabilities, especially in aspects of physical accessibility and substantive involvement in decision-making. The importance of strengthening collaborative commitment, clarifying technical regulations, and continuous evaluation mechanisms is crucial to realize equitable inclusive development.
