Abstract

Abstract: Improve the Function of Mosque through Administrative Reform (Studies on Al Falah Surabaya Mosque). Mosque as one of the institutions that are owned by Muslims in Indonesia has great potential for solving various problems of the nation . This is because the mosque has the ideal functions as a center of worship and culture of Muslims, also have number which reached approximately 900,000 are spread throughout the country. However, this potential can not be well applied , because the administrator and Muslims can not manage and functioning mosque as a center of worship and cultural of Muslims. Therefore, strategies are needed that can be used to improve the function of the mosque, one of the strategies that can be done is through administrative reform. Al Falah Surabaya Mosque is one example of a fairly prominent mosque in their efforts to improve and restore the function of the mosque (as a center of worship and culture) through administrative reform . Since the Al- Falah Mosque was inaugurated in 1973 to the present (2013) , this mosque had been developed and improved . This study used descriptive qualitative research approach, focusing on how the model of administrative reforms undertaken Al Falah Mosque in improving function, and to determine the factors supporting and inhibiting the implementation of administrative reforms undertaken Al Falah Surabaya Mosque in improving the function. Keywords:Mosque, Administrative Reform   Abstrak: Meningkatkan Fungsi Masjid Melalui Reformasi Administrasi (Studi pada Masjid Al Falah Surabaya). Masjid sebagai salah satu lembaga yang dimiliki oleh umat islam di Indonesia mempunyai potensi besar untuk memecahkan berbagai permasalahan bangsa. Hal tersebut karena masjid memiliki fungsi ideal sebagai pusat ibadah dan kebudayaan umat islam serta mempunyai jumlah yang  mencapai kurang lebih 900.000 yang tersebar diseluruh tanah air. Namun, potensi tersebut tidak dapat teraplikasikan dengan baik, karena pengurus dan umat islam tidak bisa mengelola dan memfungsikan masjid sebagai pusat ibadah dan kebudayaan umat islam. Maka dari itu, dibutuhkan strategi yang bisa digunakan untuk meningkatkan fungsi masjid, salah satu strategi yang dapat dilakukan adalah melalui reformasi administrasi. Masjid Al Falah Surabaya adalah salah satu contoh masjid yang cukup menonjol dalam usahanya meningkatkan dan mengembalikan fungsi masjid (sebagai pusat ibadah dan kebudayaan) melalui reformasi administrasi. Sejak Masjid Al Falah diresmikan tahun 1973 sampai sekarang (2013), masjid ini terus mengalami perkembangan dan perbaikan. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif, fokus pada bagaimana bentuk reformasi administrasi yang dilakukan Masjid Al Falah dalam meningkatkan fungsinya, serta untuk mengetahui faktor pendukung dan penghambat pelaksanaan reformasi administrasi yang dilakukan Masjid Al FAlah Surabaya dalam meningkatkan fungsinya. Abstract

Good governance atau tata kelola kepemerintahan yang baik merupakan suatu konsep pemerintahan yang dapat mewujudkan pelayanan publik yang baik sesuai dengan harapan masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui, menganalisis, dan mendeskripsikan implementasi good governance dalam pelayanan publik di Kantor Desa Wringinrejo. Penelitian ini menggunakan metode pendekatan kualitatif. Lokasi penelitian ini dipilih karena Desa Wringinrejo pernah mendapatkan juara 1 lomba kelurahan tingkat kabupaten pada tahun 2016 dan juara 2 lomba desa tingkat kabupaten 2017, dari penghargaan tersebut peneliti tertarik untuk meneliti implementasi good governance dalam pelayanan pub;ik di Kantor Desa Wringinrejo. Hasil penelitian menunjukkan implementasi good governance dalam pelayanan publik di Kantor Desa Wringinrejo Kecamatan Gambiran Kabupaten Banyuwangi sudah berjalan dengan baik tetapi masih belum optimal. Dari implementasi prinsip akuntabilitas, transparansi, keterbukaan, dan aturan hukum ada satu prinsip yang masih belum optimal dalam pelaksanaannya yaitu transparansi. Pada prinsip transparansi masih ada kendala yaitu belum semua prosedur pelayanan dapat diakses masyarakat pada media yang telah disediakan. Pada implementasi prinsip akuntabilitas, keterbukaan, dan aturan hukum sudah berjalan dengan baik sesuai dengan teori yang ada. Kata Kunci: Implementasi; Good Governance; Pelayanan Publik

Abstract

This study aims to analyze the implementation of the functions of the Village Representative Body (BPD) in Pendarungan Village, Kabat District, Banyuwangi Regency, as well as the factors that drive and hinder its performance. According to Banyuwangi Regency Regional Regulation No. 2 of 2017, the BPD has three main functions: discussing and agreeing on village regulations, accommodating and channeling community aspirations, and overseeing the performance of the village head. This research uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The results show that the implementation of the BPD's functions in Pendarungan Village has not been fully optimal. The function of discussing village regulations is not effective due to the lack of initiative and attendance of BPD members. However, the function of channeling community aspirations works fairly well, although not all aspirations are immediately followed up. The oversight of the village head's performance is also hindered by delays in reporting from the village head. Factors that support the BPD's performance include adequate facilities and sufficient budget, while the main obstacles are delays in reporting on development and the lack of cohesion among BPD members. This study recommends improving coordination, increasing the initiative of BPD members, and involving the BPD in every stage of village development planning to ensure that the BPD's functions can be optimally implemented, in accordance with the expectations of the community and applicable regulations.

Abstract

Children are the future of the nation. Sexual violence against children by pedophile perpetrators results in physical, mental, social, psychosocial and sexual suffering. The important task of the government is to protect children, take action against perpetrators, and reveal acts of pedophelia. Collaboration between various parties is needed so that the problem of pedophelia is handled well. This research is guided by qualitative descriptive principles. The aim of the research is to analyze and interpret the collaboration model in handling and overcoming pedophilia in Banyuwangi Regency. According to the findings research, the threat of pedophelia is a crucial social problem, so it requires serious attention from all components of society. The impact of pedophile behavior not only leads to physical and psychological aspects, but also damages social order and human values. The recommendation from this research is that all elements in the pentahelix continue to collaborate to complement each other. With continued commitment, it is hoped that a safe environment will be created for children and reduce the number of pedophelia cases in Banyuwangi Regency.

Abstract

The Indonesian constitution has stated that natural resources must be utilized for the people’s benefit. But the people’s interests are often defeated by the elite. The long-term goal of this research is not to close the mining area and its activities, but to ensure that the exploration and exploitation process that has already started must prioritize ecological balance and disaster resilience. Using a qualitative method and a descriptive approach, this study analyzes the role of the government, corporation, and local communities in the framework of resources governance in order to strengthen the advocacy of civil society who are often marginalized in the existence of extractive industries. The results of the study show that the gold mining activity is contrary to the forestry law where the existing rules have been liberalized by selling state assets to private companies; the lack of added value for local communities such as limited job vacancies; the occurrence of environmental damage around the gold mining area where this area is actually a protected forest and a natural barrier from the threat of a tsunami disaster; and even though mining companies have claimed that their activities are environmentally friendly, in fact disasters are starting to appear.

Abstract

This study investigates the inhibiting factors in the implementation of the Village and Sub-District Profile System (Prodeskel) in Giri Subdistrict, Banyuwangi Regency. Using a descriptive qualitative approach, data were collected through interviews, observations, and document analysis. The analysis refers to the six dimensions of policy implementation barriers proposed by Warwick (1979), namely: magnitude of change, number of actors involved, number of decision points, alternative commitments or preferences, intrinsic complexity, and timing. Findings indicate that three of these dimensions significantly hinder the process. First, overlapping responsibilities especially in urban administrative units cause operators to deprioritize Prodeskel tasks (alternative commitments). Second, technical challenges such as slow system performance and login issues (intrinsic complexity) reduce efficiency and data accuracy. Third, a limited time frame particularly for sub-districts, which only receive about one month for data entry constrains the overall implementation (timing). On the other hand, the other three dimensions organizational change, actor involvement, and decision-making structures were not identified as barriers, as coordination across stakeholders was smooth and decisions were made in a direct, administrative manner. This study suggests the importance of optimizing time management, enhancing technical infrastructure, and distributing tasks more equitably to ensure accurate and consistent data reporting at the local government level.

Abstract

Usaha Mikro, Kecil, dan Menengah (UMKM) memiliki peran penting dalam memperkuat perekonomian desa dengan menciptakan lapangan kerja dan meningkatkan pendapatan masyarakat. Di Desa Gitik, Kecamatan Rogojampi, Banyuwangi, banyak pelaku UMKM seperti pengrajin tahu dan produsen kue basah dan kering mengalami kendala berupa kurangnya legalitas usaha, keterampilan pemasaran digital yang terbatas, dan kelemahan dalam strategi branding produk. Pengabdian ini bertujuan untuk (1) membantu pelaku UMKM memperoleh Nomor Induk Berusaha (NIB) melalui sistem OSS; (2) meningkatkan kapasitas pemasaran digital; dan (3) mengembangkan identitas produk melalui branding. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan observasi partisipatif, wawancara terstruktur dan semi-terstruktur, serta dokumentasi. Hasil kegiatan menunjukkan bahwa pendampingan pembuatan NIB berhasil meningkatkan formalitas dan kepercayaan pelaku usaha, pelatihan digital marketing memperluas jangkauan pasar melalui media sosial, serta strategi branding memperkuat daya saing produk lokal. Integrasi legalitas, sertifikasi halal, digitalisasi, dan branding merupakan langkah strategis untuk mendorong kemandirian ekonomi desa secara berkelanjutan. Abstract

Banyuwangi Regency is one of the districts that is currently aggressively developing tourism potential. This development has been carried out since Regent Abdullah Azwar Anas. This is because the natural and cultural potential that Banyuwangi has is very good for tourism. One way to develop this is through partnerships in various fields. One of the most important areas in tourism development is partnerships in the field of tourism marketing. The partnership carried out so far is between the Banyuwangi Regency government and local mass media. Because of the above phenomenon, this qualitative-descriptive research is deemed necessary. The main aim of this research is to describe, analyze and interpret the partnership between the Banyuwangi Regency Government and local mass media in tourism marketing governance in Banyuwangi. Data collection methods were carried out by interviews, documentation and observation. The research results show that the two partnering parties, namely the Banyuwangi Regency Government and the local mass media play a mutual role. Abstract

Analysis Of Policy Implementation Of HIV/AIDS And Control On Gay In Banyuwangi District.  This research was conducted to determine the implementation of HIV/AIDS prevention and control policies in Banyuwangi Regency. The HIV/AIDS status in Banyuwangi Regency is getting higher and is ranked second in East Java as an HIV/AIDS red zone. Cases of HIV/AIDS There are still many sufferers, for example cases that are often found in Banyuwangi Regency are people with HIV/AIDS in gay people.  This study uses a qualitative method with a descriptive perspective, using observation data collection techniques, guided free interviews, and documentation. In the implementation of HIV/AIDS prevention and control policies for gays in Banyuwangi Regency, using the theory of William Dunn (2004) which focuses on 5 (five) aspects, namely: Policy Problems;  The Future of Policy;  Policy Action;  Policy Results;  and Policy Performance.  The result of the research is that the Health Office along with KPA and other stakeholders have made efforts to control HIV/AIDS in Banyuwangi Regency, as has been written in the policy through Perda Number 5 of 2017. Namely gay, in the end not all certain communities can know the existence of regulations made by the government and have limited socialization and awareness of certain communities so that the existence of Regional Regulation Number 5 of 2017 is only limited to written regulations.

Abstract

Anak jalanan di Kabupaten Banyuwangi, terutama di kawasan traffic light, menjadi masalah sosial yang kompleks, mencerminkan kemiskinan struktural dan kurangnya perlindungan terhadap hak anak. Fenomena ini tidak hanya berdampak pada kesejahteraan anak, tetapi juga menunjukkan tantangan yang dihadapi masyarakat dan pemerintah dalam menciptakan lingkungan yang aman dan mendukung bagi anak-anak. Kolaborasi antara pemerintah dan berbagai stakeholder, termasuk sektor swasta, akademisi, dan NGO, sangat penting untuk menangani isu ini secara holistik. Penelitian ini bertujuan untuk mengeksplorasi efektivitas kolaborasi quadruple helix dalam meningkatkan kesejahteraan anak jalanan di Kabupaten Banyuwangi. Metode yang digunakan adalah kualitatif dengan pendekatan quadruple helix, melibatkan analisis mendalam tentang peran masing-masing aktor dalam kolaborasi ini. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi dari Agustus 2024 hingga Februari 2025, dengan melibatkan informan kunci dari berbagai latar belakang. Hasil penelitian menunjukkan bahwa kolaborasi antara stakeholder memiliki potensi besar dalam meningkatkan kesejahteraan anak jalanan melalui berbagai program dan inisiatif. Namun, tantangan koordinasi antar aktor masih menjadi hambatan utama dalam pelaksanaan kebijakan. Diperlukan integrasi pendekatan strategis untuk memastikan keberlanjutan program yang berfokus pada kesejahteraan anak. Kesimpulan penelitian ini menegaskan bahwa kolaborasi yang efektif antara pemerintah dan stakeholder lainnya merupakan kunci dalam menangani masalah anak jalanan. Upaya lebih lanjut dalam meningkatkan koordinasi dan integrasi strategi sangat diperlukan untuk mencapai tujuan keberlanjutan program dan peningkatan kesejahteraan anak di Kabupaten Banyuwangi. Penelitian ini diharapkan dapat memberikan rekomendasi bagi pengambil kebijakan dan pihak terkait dalam menciptakan sistem yang lebih baik untuk perlindungan anak.
