Abstract

This study aims to explore the experiences of individuals when using the JKN mobile application. This research focuses on how the performance of the JKN mobile application can unravel the problems that exist in the health care sector and can help users to get proper, efficient, and effective health services. This research method uses phenomenological qualitative research through observation, interviews and other documents that support the research. BPJS Kesehatan as a service provider needs to supervise the JKN mobile application. BPJS Kesehatan has the authority to regulate and be responsible for the performance of the JKN mobile application. Performance of the JKN mobile application still has some problems such as errors in some time and failing to load data in the doctor's schedule feature.

Abstract

Vandalism is a social problem affecting public space quality, urban aesthetics, and the effectiveness of public facilities utilization. Karawang Regency, as a developing industrial area, faces challenges related to increasing acts of vandalism targeting public facilities, open spaces, and government and private assets. This study aims to analyze preventive efforts carried out by the Civil Service Police Unit (Satpol PP) of Karawang Regency using J. Salusu’s public sector strategic management perspective. This research employed a qualitative approach with a descriptive case study method. Data were collected through observation, interviews, and documentation involving Satpol PP officers and public facility users. Data analysis consisted of data reduction, data display, and conclusion drawing with source, technique, and time triangulation. The findings indicate that preventive strategies have been implemented through four strategic management phases. In the identification phase, Satpol PP recognized vandalism patterns but lacked systematic mapping of vulnerable locations. In the development phase, institutional strengths existed alongside limitations in resources and innovation. In the resolution phase, strategies focused on socialization, routine patrols, and cross-sector collaboration. In implementation and evaluation, preventive programs operated adaptively but still encountered limitations in personnel capacity and public participation. Strengthening technology utilization, human resources, and collaborative governance is necessary to improve long-term preventive effectiveness.

Abstract

The implementation of Digital Population Identity (IKD) in Cirebon Regency is stagnating, with 2025 realization reaching only 5.40% of the national target. This study aims to analyze the dynamics of IKD diffusion and map the inhibiting factors using Rogers' (2003) Diffusion of Innovations theory. The research method used is descriptive qualitative with data collection through observation and in-depth interviews, utilizing purposive sampling. The results reveal barriers across four dimensions. In innovation characteristics, IKD fails to become a primary need, viewed merely as a backup instrument due to public ecosystem unreadiness and procedural complexity. Communication channels suffer from inequality where face-to-face socialization is minimal, failing to reach the grassroots level. The time dimension shows behavioral anomalies: the younger generation tends to be critically slow, while the older generation is instant but passive. Finally, the social system experiences functional fragmentation due to reactive-conditional change agent strategies and the failure of formal village leaders' roles. The study concludes that the main barriers lie in social inertia and a data security trust crisis, necessitating a service transformation into proactive-scheduled approaches and mandatory ecosystem regulations.
