Abstract

This research aims to determine the neutrality regulations of civil servants in general elections. To achieve this goal, analysis was carried out on secondary data or library materials consisting of primary legal materials, secondary legal materials, and tertiary legal materials. To complete secondary data, interviews were conducted with sources consisting of experts in the field of civil service law and general elections, as well as practitioners such as the State Civil Service Agency, the State Civil Service Commission, and the General Election Supervisory Agency of the Republic of Indonesia. This research applied a statute approach and combined it with a historical approach and a conceptual approach. The results of the research showed that from 1966 until now, the regulation of the neutrality of the State Civil Service in general elections has undergone changes in the subject and object of its regulation. However, this arrangement has not been able to guarantee the neutrality of the State Civil Service in general elections. This is inseparable from the political system, which does not yet support the realization of neutrality of the State Civil Service in General Elections.

Abstract

Penelitian ini mengkaji peran PT Jasa Raharja Cabang Yogyakarta dalam meningkatkan pelayanan kepada masyarakat, terutama dalam memberikan kompensasi dan perlindungan kepada korban kecelakaan lalu lintas. Melalui metode analisis kualitatif dan studi kasus terhadap proses kerja dan sistem manajemen yang diterapkan oleh PT Jasa Raharja Cabang Yogyakarta, penelitian ini bertujuan untuk menilai efektivitas layanan yang disediakan dan mengeksplorasi inovasi serta strategi yang dilakukan untuk memperbaiki kualitas layanan. Fokus utama dari penelitian ini adalah pada kecepatan respons terhadap klaim, kejelasan informasi yang disampaikan kepada publik, dan kepuasan pelanggan. Hasil penelitian menunjukkan bahwa PT Jasa Raharja Cabang Yogyakarta telah menerapkan beberapa inisiatif penting yang berkontribusi pada peningkatan efisiensi layanan, seperti digitalisasi proses klaim dan program pelatihan reguler untuk stafnya. Studi ini merekomendasikan peningkatan pada sistem feedback pelanggan untuk memastikan tanggapan yang lebih cepat dan akurat terhadap kebutuhan masyarakat. Kesimpulan dari penelitian ini diharapkan dapat memberikan wawasan bagi perusahaan asuransi lain dalam mengimplementasikan strategi serupa untuk meningkatkan pelayanan kepada masyarakat.Kata Kunci : PT Jasa Raharja, pelayanan masyarakat, kecelakaan lalu lintas, kompensasi, inovasi layanan

Abstract

Human Rights (HAM) violations remain a global issue alongside democratic development. Normatively, human rights are inherent gifts from God that must be protected by the state, law, and society to uphold human dignity. As a protection effort, international instruments like the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) exist, which Indonesia ratified through Law No. 7 of 1984. However, despite this ratification, many Indonesian women still face discrimination, harassment, and violence, lacking both physical and psychological security. This research aims to produce an academic paper to implement the protection of women's rights effectively. To achieve this objective, this study employs a normative legal approach, focusing on library research through various documents and treaties. The primary data source is secondary data, which includes laws, regulations, academic papers, articles, dictionaries, and encyclopedias. To complement the secondary data, the researcher conducted open-ended interviews with key resource persons, including the Head of the Yogyakarta Special Region Province Women and Community Empowerment Agency, and representatives from the "Rifka Annisa Women's Crisis Center." Furthermore, the collected data were analyzed using content analysis.
