Abstract

This study is motivated by the suboptimal quality of population administration services at the Department of Population and Civil Registration (Disdukcapil) of Banjar City. The purpose of this research is to describe and analyze the quality of administrative services in Banjar City. The method used is descriptive qualitative. The results show that in the tangible dimension, obstacles include limited facilities and infrastructure such as frequently damaged document printers, insufficient computers, narrow waiting areas, and lack of disability-friendly facilities. Efforts made include procuring new equipment, regular maintenance, and improving service space. In the reliability dimension, there are inconsistencies in procedures and information discrepancies among officers. Disdukcapil addresses these by providing staff training, improving the digital information system, and increasing public outreach. In the responsiveness dimension, the main issue is the lack of personnel during peak service periods. Solutions include staff additions, work pattern restructuring, and cross-functional training. The assurance dimension shows generally good service, though challenges remain in maintaining service speed. Disdukcapil strengthens internal supervision and implements digital queuing systems. In the empathy dimension, services are delivered with care, friendliness, and without discrimination. The public feels respected and personally assisted during the service process.

Abstract

Penelitian ini dilatar belakangi oleh adanya permasalahan yang terjadi terkait dengan Implementasi Program Pemberdayaan dan Kesejahteraan Keluarga Berbasis Supervisi Monitoring Evaluasi dan Pelaporan di Desa Margamulya Kecamatan Sukaresik Kabupaten Tasikmalaya yang belum optimal. Metode yang digunakan dalam penelitian ini yaitu metode penelitian kualitatif dengan pendekatan deskriptif. Sumber data penelitian ini yaitu sumber data primer (wawancara dan observasi) serta sumber data sekunder (dokumen). Dalam pelaksanaan wawancara dilakukan kepada 6 informan dengan penentuan informan melalui Teknik Purposive Sampling, sedangkan observasi dilakukan secara partisipan. Implementasi Program Pemberdayaan dan Kesejahteraan Keluarga Berbasis Supervisi Monitoring Evaluasi dan Pelaporan (PKK Berbasis SMEP) di Desa Margamulya belum terlaksana secara optimal, meskipun komitmen para pelaksana sudah sangat tinggi. Kendala utama terletak pada dimensi Komunikasi, Sumber Daya, dan Struktur Birokrasi yang belum optimal. Hambatan yang paling signifikan mencakup keterbatasan waktu para pelaksana karena kesibukan ganda, kurangnya pemahaman teknis mendalam terutama dalam aspek SMEP, proses pencairan anggaran yang lambat dan keterbatasan fasilitas modern, partisipasi masyarakat yang belum merata, serta koordinasi antarpihak yang belum terintegrasi secara sistematis. Meskipun berbagai upaya telah dilakukan, seperti sosialisasi intensif, penyesuaian jadwal, pengadaan forum diskusi dan bimbingan teknis, optimalisasi fasilitas, serta pembentukan forum multi-pihak, kompleksitas tantangan ini masih menghambat tercapainya tujuan program secara maksimal.

Abstract

This study aims to examine the performance of Village Mobilization Officers (Tenaga Penggerak Desa, TPD) in addressing population growth in Pangkalan Village, Langkaplancar District, Pangandaran Regency. The background of this research is based on field observations which revealed that the implementation of population programs by TPD has not been optimal. One TPD is assigned to handle two villages, whereas ideally, one officer should be assigned per village. This imbalance leads to delays in data collection, implementation of technical activities, monitoring, and reporting. This research uses a descriptive qualitative method with performance theory by Miner (in Kuswandi, 2023:25), which includes four dimensions: quality, quantity, time utilization, and cooperation. Data were collected through literature study, observation, interviews with eight informants, and documentation. The results show that while the TPD’s performance is generally adequate, it has not reached optimal levels. The main obstacle lies in the excessive workload, insufficient resources, and lack of effective coordination at the village level. A strategic solution proposed is to increase the number of TPD personnel so that each village is managed by one officer. This measure is expected to enhance the effectiveness and timeliness of population-related program implementation.

Abstract

This research is motivated by problems in the Effectiveness of the Quality Family Village Program in Improving Family Welfare in Ciherang Village, Banjarsari District, Ciamis Regency, including: 1) Challenges in improving family welfare through the Quality Family Village Program, 2) The lack of structured and sustainable family group development, 3) Demands for increasing the effectiveness of mechanisms in coaching, socialization and counseling for family welfare in Ciherang Village, 4) The need for educational strategies for Family Groups targeted by the program. The purpose of this study is to determine the effectiveness of the Quality Family Village Program in Ciherang Village. The method used in this study is a descriptive analysis method with a qualitative research approach. This study uses primary and secondary data sources. The primary data from this study are the results of interviews with several predetermined informants consisting of Ciherang Village government officials, Program management/implementation coordinators, related groups/communities. Secondary data in this study are documents that are relevant to the research. Data collection techniques in this study consist of observation, interviews, and documentation. The data analysis process in this study includes data reduction, data classification, data analysis, and conclusion drawing.

Abstract

The role of the Regional Education Office Branch Office XIII of West Java Province has an important role in facilitating and supervising the implementation of online PPDB in its region. By understanding this role, it is expected that there will be recommendations that can be given to improve the effectiveness and efficiency of the online-based PPDB system in the future. this study aims to analyse the impact of online PPDB implementation on the quality of education in the region. By examining this impact, it is expected to know the extent to which this system contributes to improving access to education for students and increasing transparency and accountability in the admission process.

Abstract

Advances in information technology have encouraged the government to adopt digital based public services to improve efficiency, transparency, and accessibility. The Investment and Integrated Services Agency (DPMPTSP) of Ciamis Regency is one of the institutions that has implemented the Online Single Submission (OSS) system as an innovation in business licensing services. This study aims to determine the effectiveness of licensing services using the OSS digital system as its main tool. The method used is qualitative with a descriptive approach. The results of the analysis show that digital-based licensing services at the Investment and Integrated Services Agency (DPMPTSP) of Ciamis Regency are not yet running effectively. This is because its implementation is still hampered by low public understanding, limited supporting facilities and infrastructure, and suboptimal cross-sector coordination.

Abstract

The digital literacy level in Indonesia is only 62%. This number is the lowest compared to other ASEAN countries, which average 70%. Therefore, acceleration is needed to catch up with digital literacy levels in various regions in Indonesia, including Ciamis Regency. This needs to be done to encourage people to avoid all types of technological fraud and to be better prepared to face the digital era in the future. This research aims to evaluate the effectiveness of the digital literacy program launched by the Ciamis Regency Communication and Information Service (Dinas Komunikasi dan Informatika ) based on the Smart Society 5.0 concept. This research method uses descriptive data collection techniques through literature, interviews and related data analysis. The research results show that the Smart Society 5.0-based digital literacy program by the Ciamis District Communication and Information Office has had a positive impact in increasing people's understanding of digital technology, expanding access to information, and encouraging active participation in digital life. However, there are several obstacles faced, such as limited access to digital infrastructure, lack of public awareness of the importance of digital literacy, and challenges in maintaining the interest of program participants. This research provides important input for related parties in increasing the effectiveness and sustainability of digital literacy programs in Ciamis Regency and provides a basis for further research in this field.
