Abstract

Perkembangan teknologi informasi mendorong transformasi pelayanan publik, termasuk pelayanan kependudukan di Kota Madiun melalui SIAK, IKD, dan aplikasi layanan digital. Namun, pelaksanaannya masih menghadapi beberapa kendala yang perlu dianalisis agar lebih efektif. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan pelayanan publik digital di bidang pelayanan kependudukan di Kota Madiun dan mengidentifikasi faktor-faktor yang mendukung serta menghambat pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah metode empiris, yang dilakukan melalui wawancara dengan pihak terkait dalam implementasi kebijakan pelayanan publik digital di Kota Madiun. Data yang diperoleh kemudian dianalisis untuk mengidentifikasi faktor-faktor yang mempengaruhi pelaksanaan kebijakan tersebut.  Implementasi pelayanan digital di Kota Madiun berjalan cukup baik dan didukung oleh komitmen pimpinan, kesiapan SDM, serta sarana prasarana. Namun, masih terdapat kendala seperti gangguan jaringan, akses listrik, rendahnya literasi digital masyarakat, dan layanan tertentu yang masih harus tatap muka. Pelaksanaan kebijakan pelayanan publik digital di Kota Madiun telah menunjukkan kemajuan yang baik, namun masih menghadapi beberapa kendala yang menghambat optimalisasi dan pemerataan pelayanan. Oleh karena itu, diperlukan upaya berkelanjutan dalam meningkatkan infrastruktur, penguatan kapasitas aparatur, serta peningkatan literasi digital masyarakat agar pelayanan publik digital dapat lebih efektif, inklusif, dan berkelanjutan.

Abstract

This study aims to analyze the form of legal protection for communities around river areas affected by pollution caused by the tofu manufacturing industry and the factors that hinder its implementation. This study (Legal Protection For The Community of Kedungputri Village, Paron Subdistrict, Ngawi Regency Against River Pollution Caused By Tofu Industry Waste) uses a normative legal method with a statutory approach and a conceptual approach. The legal materials used include primary, secondary, and tertiary legal materials obtained through literature study. The analysis of legal materials was conducted qualitatively using a prescriptive analytical method. The results of the study indicate that legal protection for the community can be provided through preventive and repressive measures. Preventive protection is carried out through obligations to manage waste, the provision of Wastewater Treatment Plant (WWTP) facilities, as well as supervision and guidance by the authorized regional government. Repressive protection is carried out through the application of administrative sanctions against perpetrators of pollution and the obligation to restore the environment in accordance with applicable laws and regulations. Obstacles in the implementation of legal protection include low levels of compliance by business actors with environmental regulations, limited waste treatment facilities, low public awareness, cultural factors that prioritize deliberation, and suboptimal enforcement of sanctions against environmental violations in the area.

Abstract

This study aims to comprehensively analyze the forms of legal protection for debtors regarding the imposition of late payment penalties in non-performing vehicle financing cases at the Madiun Branch of Kreditplus Finance. Using empirical legal research with a descriptive qualitative approach, the study reveals that legal protection is realized through preventive mechanisms, such as contract clause transparency, due date notifications, and credit restructuring, as well as repressive mechanisms via internal complaints, Financial Services Authority (OJK) mediation, and litigation. However, the implementation of this protection faces significant obstacles in the field. These obstacles include low debtor legal awareness, the dominance of unbalanced standard contracts, vulnerable economic conditions of the community, and technical banking operational constraints. In conclusion, although consumer protection regulations are available, the debtor's bargaining position in practice remains weak due to information asymmetry. Therefore, simplifying contract information and enhancing substantive oversight by the OJK are necessary to achieve justice and a sustainable balance of rights and obligations between creditors and debtors in the financial services sector.
