Abstract

The aim of this paper is to understand how the human trafficking is one of the transnational crimes which is an issue in human history. Human trafficking is a new threats of human being in the world and this issue is come up also became concern for state to overcome the problem. This crime is defying human rights and turn the people into a poor worker, slave, commercial sex workers, etc. Indonesia is the country that have problems with this trafficking  because  in  this  country  lie  a  thousand  poor  people which  is  vurnerable  to  be  traded.  Therefore,  Indonesia  make serious efforts to overcome this issue through collaboration with various elements of both state actor and non-state actor.

Abstract

This research focuses on studying conflicts involving traditional villages in fighting over the ownership status of the Temple of Death (Pura Dalem) as an asset that must be owned by a traditional village. Conflict involving two traditional villages in Bali, namely Kemoning and Budaga Village in Klungkung, resulted from a claim of ownership by one of the parties ahead of a massive celebration tribute to this temple’s birth centuries ago. The ownership claim led to rejection from another party, who said their traditional village was also entitled to the Temple of Death. This mutual ownership claim then escalated into an open conflict that resulted in casualties and injuries between the two parties. This research seeks to outline the root problems of this conflict and describe the actors, dynamics, and impacts of the conflict. This study used a qualitative approach through in-depth interviews with five informants consisting of two key informants (former heads of the Kemoning and Budaga Villages), one Klungkung resort police officer, and two people Kemoning and Budaga Village residents. Moore, Mitchell, Furlong, and Kriesberg use several perspectives to analyze the social conflict. The results showed that the problem of the two traditional villages lies in the inaccuracy of historical data, besides that there are different perspectives between the two parties about the existence of this temple, excessive control, and dominance in the management and poor communication caused the emergence of a hostile relationship pattern, raising mutual claims over the ownership of this Temple of Death. The dispute that led to this clash created an increasingly tenuous relationship between the two traditional villages.

Abstract

Village independence is a central issue that is of concern to the government at this time. Village funds provided by the central and regional governments are a way to realize development starting at the village level. The assumption is that when the village is economically, socially, and politically independent, it will support the strength of the state. However, village funds must also be appropriately managed so that village development can be maximized. Good management is an absolute focus to make it happen. Pecatu Village as one of the villages that receive village funds must also make good arrangements to create an independent Pecatu Village, one of which is through village financial management towards an independent village. This study aims to see how the implementation of good village governance through good village financial management is to create an independent village. This study uses a qualitative approach to seeing and analyzing the phenomena and events that occur in the village of Pecatu. The informants in this study were the Head of Pecatu Village, the Head of Government Affairs, the Head of Financial Affairs, and the people of Pecatu Village. The results of this study indicate that Pecatu Village has implemented the principles of good village governance in village financial management to create village independence. One of the efforts to create an independent village is through optimizing the role of village-owned enterprises that help improve the community's economy and village income.

Abstract

Pada tahun 2020 tepatnya di bulan Maret, Indonesia dikejutkan dengan adanya Covid-19 yang menelan banyak korban jiwa sehingga pemerintah terus berupaya membuat kebijakan demi kebijakan untuk memutus rantai Covid-19. Berdasarkan hal tersebut pemerintah Provinsi Bali melibatkan Desa Pekraman dengan memberdayakan Pecalang. Penelitian ini bertujuan untuk mengetahui cara Pecalang menjalankan fungsi dan tugas sebagai satgas keamanan tradisional dalam penanganan penyebaran Covid-19 di Desa Pekraman Denpasar. Metode penelitian yang digunakan deskriptif kualitatif. Data yang diperoleh berasal dari hasil observasi, wawancara mendalam, dan studi pustaka. Hasil penelitian menunjukkan bahwa pandemi Covid-19, membuat adanya penambahan tugas dan fungsi dari Pecalang Desa Pekraman Denpasar, salah satunya dengan dibentuk satgas gotong royong di desa adat yang diberi nama Pecalang Wira Praja. Pecalang Wira Praja inilah yang memantau daerah Desa Pekraman Denpasar serta menghimbau masyarakat untuk selalu mematuhi protokol kesehatan. Adanya Pecalang Wira Praja sangat penting karena sampai saat ini Pecalang Wira Praja masih memiliki rasa kewibawaan dari masyarakat Bali sehingga jika Pecalang turun ke masyarakat, cenderung lebih dituruti atau mengikuti apa yang menjadi himbauan dari Pecalang Wira Praja.

Abstract

This study aims to identify and explain the forms of conflict resolution in the ownership of the Dalem Temple and the Graveyard involving two neighboring traditional villages, namely the Kemoning Traditional Village and the Budaga Traditional Village. This study uses a qualitative method with a case study approach. Data in the study was obtained through in-depth interviews with several informants. The informants who became the source of data in this study were five people, namely two key informants, namely the Head of the Traditional Village from Kemoning and Budaga, one informant from the Klungkung Resort Police, and two people from the communities of these two traditional villages. This study found at least four forms of conflict resolution efforts undertaken to resolve this problem, namely negotiation, facilitation, mediation, and arbitration. The final decision in this conflict is determined through an arbitration mechanism involving a customary dispute resolution institution. The use of arbitration is because no definitive agreement has been reached that satisfies both parties through previous negotiations. In the end, the decision of the customary dispute-determination institution is the final decision on the existence of Pura Dalem and the Graveyard, which is the object of dispute in this conflict and must be accepted and carried out by both parties.

Abstract

This article discusses vote-buying as a phenomenon in the 2018th Bali local head election process which affects the voting behavior of youth voters in Tabanan Regency. This research applies to qualitative methods. The research found that there is a linkage of giving money and gift as a form of aid to the society before and during the election can affect youth voter voting preferences. This article argues that the preference of youth voters influenced by their communities where they live and they herded to choose what community say so. Vote-buying in the form of ‘aid’ are liked by the community and youth voter seen it as something ordinary in the socio-political situation. With vote-buying strategy, the candidate can easily obtain a vote, especially from youth voter who has not yet decided their choice. In addition, vote-buying became a kind of magnet to attract youth voter sympathy.

Abstract

This article discusses the transformation of Canggu Village from a fishing and farmer village into an urban-characterized area with main economic activities based on tourism. The entry of capitalist investors and the government's designation of a tourism area provide more significant opportunities for this change. This study looks at how the transformation of space for the benefit of tourism causes changes in social conditions in public spaces in Canggu Village. This study used a qualitative approach through in-depth interviews with several informants, such as the head of the Canggu Village, the owner of tourism accommodations, and the Canggu farmers. This study indicates that the village of Canggu has experienced touristification marked by the establishment of accommodations built by investors supported by the local government by establishing this village as a tourism area to increase local revenue. The spaces that have changed by supporting tourism activities have ultimately changed the socio-economic order of the community from non-industrial activities to tourism-based economic activities. The new tourism climate in Canggu Village then co-opted the local community, marked by the emergence of accommodation built by the local community, such as villas, homestays, and guesthouses, as part of the changing perspective of the local community towards economic changes in Canggu Village.

Abstract

Program pendidikan politik memiliki tujuan untuk menambah wawasan masyarakat mengenai politik, terutama kepada pemilih pemula pada pilkada serentak tahun 2024 di Desa Sumerta Kauh, Kecamatan Denpasar Timur, Provinsi Bali. Pendidikan Politik yang diberikan kepada pemilih pemula sejatinya berupaya agar pemilih pemula ini memiliki informasi, akses, dan kemampuan untuk menghadapi pilihannya pada pilkada serentak tahun 2024 ini. Pendidikan politik menjadi kunci utama dalam meningkatkan demokrasi substansial terutama bagi pemilih pemula yang sebagian besar didominasi oleh Generasi Z ini. Metode yang digunakan dalam pengabdian masyarakat ini menggunakan beberapa tahapan yang terdiri dari tiga tahap yakni tahap persiapan, tahap pelaksanaan dan tahap evaluasi. Tahap persiapan terdiri dari identifikasi masalah dan penentuan target pemberdayaan, koordinasi bersama mitra dan perencanaan pelaksanaan. Pada tahap pelaksanaan pengabdian dilakukan pre-test, pelaksanaan pemberdayaan politik, dan post-test paska pemberdayaan politik. Tahap evaluasi berisi hasil evaluasi kegiatan yang didasarkan pada hasil pre-test dan post-test dan penyusunan kerangka acuan yang cocok dengan target pendidikan politik, penyusunan kerangka luaran akan diberikan pada pihak mitra yang mampu mengimplementasikan kerangka tersebut. Terdapat dua permasalahan utama yang ditemukan yakni masih rendahnya keinginan untuk dapat berpartisipasi dalam kegiatan kepemiluan seperti menjadi pengawas pemilu dan masih rendahnya pengetahuan politik tentang proses politik seperti pengetahuan tentang calon-calon walikota. Hasil yang ditemukan bahwa rendahnya kesadaran berpartisipasi dikarenakan kurangnya paparan pendidikan politik informal diluar pendidikan formal serta minimnya pendidikan literasi tentang memanfaatkan gawai untuk memilih sumber informasi politik terkait dengan pilihan-pilihan politik.

Abstract

The political empowerment program aims to increase public awareness of politics, particularly for first-time voters in the 2024 simultaneous regional elections in Sesetan village, South Denpasar district, Bali province. Political empowerment focuses on efforts carried out by those with access, to information, and the capability to formulate policies for others who must be involved in the implementation of those policies. Political education is the key to empowering young voters, particularly those belonging to Generation Z (Gen Z). The method used in this community service involves several stages, consisting of three phases: preparation, implementation, and evaluation. The preparation phase includes problem identification, determination of empowerment targets, coordination with internship partners, and implementation planning. The implementation phase involves pre-test data collection, the execution of political empowerment activities, and post-test data collection following the political empowerment. The evaluation phase includes activity evaluation based on the pre-test and post-test results, the development of frameworks suitable for the empowerment targets, and the preparation of output frameworks to be provided to partners capable of implementing these frameworks. Two main issues were identified: the low awareness of participating in electoral activities such as becoming election supervisors, and the lack of political knowledge about distinguishing political hoaxes related to elections. The findings revealed that the low participation awareness is due to the lack of exposure to informal political education outside of formal education, as well as the minimal literacy education on how to utilise gadgets to select reliable sources of political information.

Abstract

This research aims to examine agrarian conflicts between farmers and tourism investors in the Bukit Payang Nature Tourism Park (TWA), Kintamani. The presence of investors with permits to use 85.66 hectares for tourism development threatens the livelihoods of hundreds of farming families who have lived in this area since the 1920s. This research employed qualitative methods and a case study approach. Data collection was carried out by interviewing informants selected purposefully. The study included five informants, including three community leaders, one informant from the Legal Aid Institute in Bali, and one expert in agrarian law. This research shows that TWA residents have been marginalized. The community then fought back by blocking every attempt by the company to enter the area. Apart from that, the community also shows their resistance by defending their rights to their living space, resulting in contestation in the fight for economic spaces in the conservation area. There are at least four exclusionary powers that occur in the management of the Bukit Payang TWA area. Regulatory power, coercion, markets, and legitimacy. These four powers form an effort to exclude the community from access rights to resources in the TWA area.   Penelitian ini bertujuan mengkaji konflik agraria antara petani dan investor pariwisata di Taman Wisata Alam (TWA) Bukit Payang, Kintamani. Kehadiran investor dengan izin pemanfaatan 85,66 hektar untuk pengembangan pariwisata mengancam mata pencaharian ratusan keluarga petani yang telah menghuni kawasan ini sejak 1920-an. Metode kualitatif digunakan dalam penelitian ini dengan pendekatan studi kasus. Pengumpulan data dilakukan dengan wawancara informan yang dipilih secara purposif. Informan berjumlah lima orang yang terdiri atas tiga orang tokoh masyarakat, satu informan berasal dari LBH (Lembaga Bantuan Hukum) Bali, dan satu orang pakar hukum agraria. Hasil dari penelitian ini menunjukkan bahwa telah terjadi upaya peminggiran masyarakat yang mendiami kawasan TWA tersebut. Masyarakat kemudian melakukan perlawanan dengan menghadang setiap upaya dari perusahaan untuk masuk ke wilayah tersebut. Selain itu masyarakat juga menunjukkan resistensi mereka dengan mempertahankan hak atas ruang hidup mereka sehingga terjadi kontestasi dalam perebutan ruang-ruang ekonomi dari kawasan konservasi tersebut. Terdapat setidaknya empat kuasa eksklusi yang terjadi dalam pengelolaan kawasan TWA Bukit Payang ini. Kuasa regulasi, pemaksaan, pasar, dan legitimasi. Keempat kuasa tersebut membentuk upaya pengecualian masyarakat terhadap hak akses atas sumber daya yang ada di kawasan TWA.
