Abstract

This research aims to examine and analyze the effect of implementing guidance andcontrolling policies on the effectiveness of the implementation of local autonomy inIndonesia. The research method used is the two stages mixed method with a quantitativeapproach first followed by a qualitative approach. At the quantitative method stage, thisstudy uses regression analysis, and the qualitative approach utilizes ASOCA methodanalysis (Ability, Strength, Opportunities, Culture, and Agility). The population used inthis study is all autonomous regions in Indonesia as many as 542 regions. The studysample was 85 regions using simple random sampling technique and grouped in 5 regionsbased on geographical approach and stratified random sampling, which consisted of 5provinces, 65 regencies and 15 cities. Quantitative data collection is done throughquestionnaires with respondents as many as 10 people while qualitative data is collectedthrough interviews and focus group discussions (FGD). This study obtained severalimportant findings. Firstly, implementation of policy showed a significant influence on theeffectiveness of the implementation of local autonomy. Thus, better policy implementtionwill generate the local autonomy more effective. Secondly, guidance and controllingshows a significant influence on the effectiveness of the implementation of localautonomy. Thus, enhanced the guidance and controlling will cause the local autonomymore effective. Thirdly, the implementation of guidance and controlling policies togethershows a significant influence on the effectiveness of the implementation of local autonomy.Thus, better implementation of guidance and controlling policies will make localautonomy more effective. And lastly, based on qualitative analysis, it was obtainedreinforcement of the results of quantitative analysis that proved the influence of variableX1, variable X2 with variable Y, and even found a new model for implementation ofguidance and controlling policies on the effectiveness of implementing local autonomy byapplying the HADI model (Human resources, Acceptance, Development, and Innovation)as an alternative model of fostering and monitoring the implementation of localgovernment.

Abstract

Badan Usaha Milik Desa (BUMDes) adalah perusahaan yang dikelola oleh masyarakat desa dan pengelolaannya terpisah dari perangkat desa. Keberadaannya bertujuan untuk menggali dan mengoptimalkan potensi wirausaha desa. Keberadaan Badan Usaha Milik Desa diharapkan dapat menggerakkan dan menggerakkan roda perekonomian desa, namun berdasarkan fakta di lapangan belum memberikan keuntungan yang berarti dalam meningkatkan pendapatan asli desa. Tujuan dari penelitian ini adalah untuk mengetahui dan mendeskripsikan pengelolaan keuangan Badan Usaha Milik Desa dalam meningkatkan pendapatan asli desa di Kabupaten Subang. Penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Peneliti menggunakan teori manajemen keuangan (Waluyo: 2007). Alasan peneliti memilih teori ini karena teori Waluyo saling berhubungan, berkaitan dengan permasalahan yang ada, dan didukung oleh data. Dari hasil penelitian dapat disimpulkan bahwa Pengelolaan Keuangan Badan Usaha Milik Desa di Kabupaten Subang belum terlaksana dengan baik dan belum menghasilkan keuntungan yang berarti dalam meningkatkan pendapatan asli desa. Perencanaan belum berjalan dengan baik karena respon masyarakat terhadap rencana pendirian Badan Usaha Milik Desa kurang baik akibat kurangnya sosialisasi dan pemahaman tentang pentingnya Badan Usaha Milik Desa. Kemudian mengenai perencanaan penganggaran oleh pemerintah desa dalam memberikan penyertaan modal kepada Badan Usaha Milik Desa, diketahui bahwa modal awal yang diberikan kepada Badan Usaha Milik Desa tidak sesuai dengan kebutuhan dan usulan dari Badan Usaha Milik Desa. Dari dimensi pelaporan, kewajiban penyampaian laporan keuangan Badan Usaha Milik Desa belum dilaksanakan secara disiplin oleh Pengelola Badan Usaha Milik Desa karena masih terdapat keterlambatan pelaporan. Abstract

Abstract Depok City in an effort to create a clean, comfortable, safe and healthy area, it is necessary to form and organize a Healthy City. Depok City area, especially areas that have slum settlements, are polluted by polluted soil, water and the environment. This condition occurred in 73 areas where soil and water samples were taken for laboratory tests.In order to realize the implementation of Healthy Cities, it is necessary to support physical quality, social environment, changes in people's behavior through the active role of the community and the private sector as well as the Regional Government in a directed, coordinated, integrated and sustainable manner. The goal is to know about the implementation of Settlement Infrastructure Policy in Depok City, what are the inhibiting and supporting factors of the implementation, and what is the suitable implementation Model to achieve Proper and Safe Sanitation in Depok City Area. The method used is qualitative with data triangulation. The data were obtained from interviews conducted with beneficiaries of sanitation development, sub-district officials, sub-district officials, and officials assigned to the Depok City Government. The research findings indicate the implementation of Settlement Infrastructure Policy in Depok City exhibit a commendable level of overall adherence and garners a favorable response from the beneficiary community; sanitation development lacks public interest and funding, resulting in poor community facilities and limited awareness about clean sanitation; and the suitable model draws heavily from Grindle’s model.
