Abstract

Lahirnya Undang-Undang No. 6 Tahun 2014 tentang Desa memberikan peluang kepada desa di Indonesia untuk meningkatkan kesejahteraan dan kemandirian desa sesuai dengan adat istiadat atau kebiasaan yang berlaku. Peluang ini disambut baik oleh Pemerintah Kabupaten Seram Bagian Barat dengan membentuk peraturan daerah mengenai desa adat guna mangatur jalannya penyelenggaraan pemerintahan desa adat di Kabupaten Seram Bagian Barat, walaupun dalam proses pembentukannya dari tahun 2017 sampai dengan tahun 2019 belum dapat ditetapkan. Penelitian ini bertujuan untuk menganalisis proses pembentukan peraturan daerah mengenai desa adat di Kabupaten Seram Bagian Barat menggunakan teori Indrati (2017), faktor-faktor yang memengaruhi menggunakan teori Halim (2013), dan Strategi dalam mengefektifkan proses pembentukan peraturan daerah mengenai desa adat menggunakan analisis SWOT. Metode penelitian yang digunakan adalah penelitian kualitatif dengan menyajikan data secara deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, serta dokumentasi dengan menggunakan teknik analisis reduksi data, display data, dan penarikan Simpulan. Hasil penelitian ini menunjukkan bahwa proses pembentukan peraturan daerah mengenai desa adat di Kabupaten Seram Bagian Barat belum dilaksanakan sesuai dengan teori dan ketentuan peraturan perundang-undangan, yang mengakibatkan rancangan peraturan daerah mengenai desa adat di Kabupaten Seram Bagian Barat belum dapat ditetapkan dan disahkan menjadi peraturan daerah. Faktor-faktor yang memengaruhi, yaitu kurangnya kualitas DPRD dalam melaksanakan fungsi legislasi, adanya kepentingan berbagai pihak, kurangnya kualitas SDM tenaga pendukung, lambatnya penetapan desa adat oleh Pemerintah Daerah dan kurangnya pelibatan partisipasi masyarakat khususnya pelibatan lembaga adat di Kabupaten Seram Bagian Barat. Strategi dalam mengefektifkan pembentukan peraturan daerah mengenai desa adat, yaitu membangun komunikasi yang baik antara DPRD dan Pemerintah Daerah dalam membentuk peraturan daerah mengenai desa adat sesuai dengan ketentuan peraturan perundang-undangan, melibatkan partisipasi masyarakat khususnya lembaga adat dalam menyiapkan rancangan peraturan daerah, dan meminimalisir kepentingan yang bertentangan dengan aturan normatif dan aturan adat di Kabupaten Seram Bagian Barat.

Abstract

Efektivitas Program Bangkit Berdaya dalam meningkatkan partisipasi masyarakat di Kecamatan Kotabaru Kota Jambi Provinsi Jambi. Penelitian ini dilatarbelakangi karena ketertarikan penulis meneliti terhadap permasalahan yang timbul mengenai Efektivitas Program Bangkit Berdaya. Dari hasil wawancara dan observasi awal, penulis menemukan masalah Kurangnya partisipasi masyarakat di Kecamatan Kotabaru dalam pembangunan sarana prasarana di lingkungan kelurahan. Penelitian ini bermaksud untuk mengetahui sejauh mana efektivitas Program Bangkit Berdaya, faktor pendukung dan penghambat, serta strategi dalam penerapan Program Bangkit Berdaya di kecamatan Kotabaru, menggunakan teori Efektivitas yang dikemukakan oleh Gibson, Donnely dan Ivancevich Metode penelitian yang digunakan dalam penyusunan tesis ini adalah metode penelitian deskriptif, dengan pendekatan kualitatif. Data diperoleh adalah melalui studi pustaka, observasi, dokumentasi wawancara. Hasil penelitian menunjukkan efektivitas Program Bangkit Berdaya menunjukkan hasil yang baik dalam meningkatkan partisipasi masyarakat. Faktor penghambat antara lain Faktor faktor yang memengaruhi efektivitas Program Bangkit Berdaya dalam meningkatkan partisipasi masyarakat di Kecamatan Kotabaru adalah adanya warga yang kurang peduli dengan kondisi lingkungan, ada masyarakat yang tidak ingin tanah miliknya menjadi berkurang dalam pelaksanaan program pemerintah dan ada 7 isu strategis yang dapat digunakan dalam penerapan Program Bangkit Berdaya di Kota Jambi.

Abstract

This study intend to see the trend of articles published in Jurnal Bina Praja through co-authorship dan co-occurrence analysis by describing the citation trend, most cited articles, top productive author, most collaborated author, most frequently keyword appeared, the latest, and the densest keyword of the journal. This study used several applications for collecting and analyzing the data, namely Publish or Perish for searching the literature, Mendeley for completing the metadata, and VOSviewer for building the visualization and analysis. The result of this study denotes there are 273 articles published online in Jurnal Bina Praja from 2012 volume 4 number 1 to 2021 volume 13 number 2. Based on this mapping, there has been a significant increase in citations from 2017 to 2020. The year 2020 was the year in which this journal obtained the highest number of citations, namely 266 citations compared to the previous year, which was only 162 citations. The most cited article was the one written by Saksono in 2012 entitled "Creative Economy: New Talents for Regional Competitiveness Triggers." The most productive author is Hamudy with a number of publications of 9 documents. In terms of collaboration between authors as seen from co-authorship based on total link strengths, there are 9 clusters, and the most collaborated author with 7 total link strengths, namely Afriyani, Fitri, Manoby, and Pranasari. According to the network visualization, the most frequent keyword that occurred in Jurnal Bina Praja is local government with 18 occurrences. Covid-19 is the latest keyword in the Jurnal Bina Praja in 2021. Local Government is the densest keyword in this journal followed by decentralization, poverty, development, and innovation.

Abstract

Penelitian ini bertujuan untuk mengetahui, menganalisis dan mendeskripsikan tentang implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua yang belum bisa dikatakan produktif dan juga menemukan model baru dari implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua. Penelitian ini menggunakan teori implementasi kebijakan dari Hamdi (2014). Dimana proses implementasi kebijakan ini meliputi dimensi produktivitas, linearitas dan efisiensi. Sedangkan model baru implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua adalah LISME (Legalistik, Inovasi, Sinergitas, Modern dan Efisiensi). Penelitian ini menggunakan metode kualitatif. Hasil penelitian dan pembahasan implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua, menjelaskan bahwa produktivitas kebijakan BANGGA Papua yang dilihat dari Jumlah Pencapaian Kelompok Sasaran masyarakat penerima manfaat. Kemudian dari dimensi linieritas yang dilihat dari prosedur, waktu, biaya, tempat dan pelaksana. Sedangkan efisiensi kebijakan BANGGA Papua yang dilihat dari asset, dana dan teknologi. Dimana implementasi kebijakan harus berkolaborasi dengan melibatkan berbagai unsur pemerintah, serta tokoh masyarakat, juga masyarakat, untuk meningkatkan kesejahteraan dan perbaikan gizi Anak dan Ibu di Kabupaten Asmat dalam membentuk Generasi Emas Papua.

Abstract

The perception that has developed is community participation in the drafting of village regulations is when village regulations is being discussed and mutually agreed between the village government and the village council. This perception is not in line with the normative that community participation should start fromthe planning step for the village budgeting regulation making. This condition also applies in the preparation of a budgeting village regulation. This community service aims to increase the understanding and awareness of village officials, village agency, and the community about the importance of the role of each actor in the village budgeting regulation making and to train as well as to simulate the village budgeting regulation making to the community so that they can have skill in conveying aspirations and building agreements for village program priorities and also skill in participating both individually and organizationally. This community service method is through socialization, discussions, questions and answers related to the village budgeting regulation making, as well as sharing experiences, training, and simulations in the implementation of village meetings and village council meetings. The findings in this community service are the village government tends to provide less opportunity for the community to participate in village government activities, the motivation of the participants is not based on awareness but is still mobilization, and the capacity of the village council as an interest articulation and aggregation of the village community as well as a partner for village government in Cileles Village. This community service concludes that literacy improvement, training, and simulations can provide knowledge, change perceptions, and understand the importance of the role of each actor, the village government as a public servant, the village council as a forum for community aspirations, and the community as the object and subject of development.

Abstract

This research aims to investigate the implementation of policies related to customary land and indigenous rights in Central Kalimantan Province, Indonesia. The research method employed is qualitative analysis involving field surveys, interviews with stakeholders, and analysis of policy-related documents. Theories related to public administration and customary law are used as frameworks for analyzing the policy implementation process. The results of the discussion reveal several challenges in policy implementation, including the mismatch between customary and national laws, land conflicts, and the lack of accurate information provided to indigenous communities. Despite efforts to align policies and improve their implementation, there are still obstacles that need to be addressed to achieve better recognition and protection of customary land and indigenous rights of Dayak indigenous communities in Central Kalimantan Province.

Abstract

The purpose of this study is to analyze and study the process of rock mining permit including the effectiveness and benefit from policy implementation related to the abolition of the authority of regency/city government in the rock mining activity after the enactment of Law Number 23 of 2014 in Subang Regency. The method used in this study is a qualitative method by interviewing parties related and literature review. The results of the study indicate that there are differences in the duration of the permit for rock mining due to differences in the process of issuing rock mining permits before and after the authority of the management of rock mining by the province. The social impact of the transfer of authority over the management of rock mining does not affect the surrounding community. This is due to the coordination and written agreements between the entrepreneur and the community related to the social responsibility management of the entrepreneur to the community.

Abstract

Abstract Depok City in an effort to create a clean, comfortable, safe and healthy area, it is necessary to form and organize a Healthy City. Depok City area, especially areas that have slum settlements, are polluted by polluted soil, water and the environment. This condition occurred in 73 areas where soil and water samples were taken for laboratory tests.In order to realize the implementation of Healthy Cities, it is necessary to support physical quality, social environment, changes in people's behavior through the active role of the community and the private sector as well as the Regional Government in a directed, coordinated, integrated and sustainable manner. The goal is to know about the implementation of Settlement Infrastructure Policy in Depok City, what are the inhibiting and supporting factors of the implementation, and what is the suitable implementation Model to achieve Proper and Safe Sanitation in Depok City Area. The method used is qualitative with data triangulation. The data were obtained from interviews conducted with beneficiaries of sanitation development, sub-district officials, sub-district officials, and officials assigned to the Depok City Government. The research findings indicate the implementation of Settlement Infrastructure Policy in Depok City exhibit a commendable level of overall adherence and garners a favorable response from the beneficiary community; sanitation development lacks public interest and funding, resulting in poor community facilities and limited awareness about clean sanitation; and the suitable model draws heavily from Grindle’s model. Abstract

This research analyzes the implementation of special autonomy policies to improve the welfare of indigenous Papuans in Papua Province. The Papua region is the region with the highest poverty rate among the 38 provinces in Indonesia, but the poverty rate in the region is still stagnant. Even though special autonomy has been implemented for 20 years with a transfer of APBN funds of 1.25% from 2001 to 2020 through Law No. 21 of 2001, and increased to 2.25% from 2021 to 2041 through Law No. 2 of 2021 concerning Special Autonomy for Papua, but the government has not succeeded in improving the welfare of the indigenous Papuan people due to inconsistencies, conflicts and less firm policies. This research uses a qualitative method with a descriptive analysis approach. Primary data collection techniques used include interviews, observation and documentation. The documents required by researchers include related laws and regulations, data archives from Papua regional government offices, and other relevant data. Based on research results, during the treatment of special autonomy in Papua it has not reduced the poverty rate and improved the welfare of indigenous Papuans for twenty years. Then the results of data analysis related to the implementation of the Papua special autonomy policy to improve the welfare of the people in Papua Province, are divided into two dimensions, namely: The "content" dimension includes aspects: interests affected, types of benefits, level of change, location of decision making, program implementation, and resource availability. The research suggestion is for political and power stakeholders in Indonesia that the implementation of Papua's special autonomy policy to improve the welfare of indigenous Papuans requires strict supervision, mutual trust, open dialogue, public consultation, and reducing top-down policies and implementing policies that bottom-up based.
