Abstract

The results showed vertical and horizontal conflict. There are some factors that causethese conflict such as history, cultures, religion, and education factor. Conflictcompletion effort that made by the government through some forms that put forwardby Huug Miall in Alimudin (2006: 49-54) namely negotiation, mediation, conciliation,problem-solving, and reconciliation. However, these efforts could not find an exactway out yet in terms of conflict resolution. Regarding to SWOT analysis results andLitmus Test, researcher obtained several strategies such as find out the roots fromterritorial boundaries conflict completion and resolve with tradition/culturesapproaches and religion, gives guarantee and prioritize in terms of societyadministration services, implementing The Ministry of Home Affairs Regulation No.45/2016 concerning Guidelines for Affirmation and Determination of VillageBoundaries. This territorial boundaries conflict affirmation has occurred since 2016,that is why the government should pay more attention with this issue and it is crucialto conduct an effort with minimizing factors that cause this conflict so that it could notgrowing widely. In terms of the strategies to solve territorial boundaries conflictcompletion, the continuing effort is important in order to solve territorial boundariesconflict completion through deeper approaches and persuasive with society. Asanother effort of conflict completion of territorial boundaries, through this study,researcher offering some strategies that can be used to find out the main problem thatcausing the occurrence of this conflict and resolving with social approaches andreligion. Moreover, the government should give guarantee towards theimplementation about the administration services of society after the determinationabout territorial boundaries, implementing decisive regulation about territorialboundaries namely The Ministry of Home Affairs Regulation No. 45/2016 concerningGuidelines for Affirmation and Determination of Village Boundaries.

Abstract

Job Analysis and Workload Analysis have a very important role in shaping and improving the quality and quantity of employee performance. Because it has this important role, this study directs its study of how to improve employee performance through Job Analysis and Workload Analysis. This study aims to prove and explain the effect of Job Analysis and Workload Analysis on employee performance at the Regional Personnel Agency West Java Province. The study population was all employees of the Regional Personnel Agency as many as 121 respondents. The sample in this study was selected using the proportionate stratified random sampling method of 93 respondents. Data collection through the distribution of questionnaires using a Likert scale with statistical analysis using Multiple Linear Regression. The results showed that: (1) Job Analysis had a positive and significant direct effect on the performance of West Java Provincial BKD employees by 0.508 (50.8%) the first hypothesis was proven to be significant, so the better the position analysis the better the employee performance, (2) Load Analysis Work positive and significant direct effect on employee performance of 0.183 (18.3%), the second hypothesis proved significant so the better the workload analysis the employee performance increases, (3) Job Analysis and Workload Analysis are proven simultaneously (together) affect the performance of employees by 0.402 (40.2%) the third hypothesis proved significant so that the better the Job Analysis and Workload Analysis will be able to improve the Employee Performance of the Regional Civil Service Agency of West Java Province.

Abstract

Pengelolaan arsip kepegawaian dan pengembangan sumber daya manusia daerah Kabupaten Belu masih menggunakan pengelolaan kearsipan dalam bentuk konvesional sehingga pengeloaan kearsipan belum maksimal. Penelitian ini bertujuan untuk mengetahui dan menganalisis Implementasi Kebijakan Pengelolaan Kearsipan Dalam Percepatan Tertib Administrasi Pada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Daerah Kabupaten Belu. Metode yang di gunakan dalam penelitian ini adalah deskriptif kualitatif, dengan teknik pengumpulan daata yang digunakan adalah wawancara, dokumentasi dan opserfasi. Dan untuk melihat situasi yang ada pada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Daerah Kabupaten Belu tentang percepatan tertib administrasi peneliti menggunakan pendekatan analisis SWOT dengan uji Litmus. implementasi pengelolaan kearsipan di lapangan belum berjalan maksimal karena masih terdapat berbagai permasalahan yakni : tidak adanya dukungan anggaran dari pemerintah, kurangnya kualitas Sumber Daya Manusia yang memiliki keahlian khusus dalam bidang kearsipan, pola pikir pegawai yang belum mau berubah tentang pentingnya kegiatan kearsipan, tidak adanya fasilitas yang memadai yang mendukung pelaksanaan kegiatan kearsipan dan tidak adanya tanggung jawab pegawai tentang pentingnya kegiatan kearsipan yang menyebabkan banyak arsip yang rusak atau hilang. Pelaksanaan kegiatan pengelolaan kearsipan pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah Kab. Belu belum optimal dan masih banyak permasalahan sehingga penulis menyampaikan beberapa isu strategis yakni : meningkatkan kualitas Sumber Daya Manusia di bidang kearsipan dengan memberikan pelatihan atau diklat khusus kepada pegawai terkait kearsipan dan menyusun perencanaan anggaran kegiatan pengelolaan kearsipan serta pengembangan sumber daya manusia kearsipan.

Abstract

Abstract Depok City in an effort to create a clean, comfortable, safe and healthy area, it is necessary to form and organize a Healthy City. Depok City area, especially areas that have slum settlements, are polluted by polluted soil, water and the environment. This condition occurred in 73 areas where soil and water samples were taken for laboratory tests.In order to realize the implementation of Healthy Cities, it is necessary to support physical quality, social environment, changes in people's behavior through the active role of the community and the private sector as well as the Regional Government in a directed, coordinated, integrated and sustainable manner. The goal is to know about the implementation of Settlement Infrastructure Policy in Depok City, what are the inhibiting and supporting factors of the implementation, and what is the suitable implementation Model to achieve Proper and Safe Sanitation in Depok City Area. The method used is qualitative with data triangulation. The data were obtained from interviews conducted with beneficiaries of sanitation development, sub-district officials, sub-district officials, and officials assigned to the Depok City Government. The research findings indicate the implementation of Settlement Infrastructure Policy in Depok City exhibit a commendable level of overall adherence and garners a favorable response from the beneficiary community; sanitation development lacks public interest and funding, resulting in poor community facilities and limited awareness about clean sanitation; and the suitable model draws heavily from Grindle’s model.
