Abstract

Industrial Revolution 4.0, which is characterized by digital technology and automation, has brought major changes to various industrial sectors, including the engineering sector. To face this era, it is necessary to develop the capacity and competence of human resources in the engineering sector so that they can adapt and utilize new technology optimally. This scientific work discusses the importance of developing human resource capacity and competency in the engineering sector to face the era of Industrial Revolution 4.0. It also describes strategies and programs that can be implemented to increase the capacity and competence of human resources, either through formal education, training or sustainable development programs. Abstract

The purpose of writing this scientific paper is to determine the integration of multidisciplinary science in community-based mangrove forest management. The object of writing is the mangrove forest in Bagan Serdang, Pantai Labu District, Serdang Bedagai Regency. Community-based mangrove forest management is an important approach to ensure the sustainability of the ecosystem and the welfare of local communities. This scientific paper explores the integration of legal, state administration, economic, and accounting aspects in community-based mangrove forest management. By highlighting the importance of cooperation between various disciplines and compliance with regulations, this scientific paper seeks to provide a comprehensive framework for managing mangrove forests effectively and sustainably. The results of the discussion of this scientific paper are 1. The importance of the legal aspect to educate the public about the potential for conflict and customary law that applies among the community in the management of mangrove forests, 2) in the aspect of administrative science, it is necessary to accommodate the social response of the community to the regional regulations that are made, 3) The economic aspect is the need to educate the community in empowering mangrove forests in producing economic value such as ecotourism and processing of mangrove forest resources that can have economic value, 4) The accounting aspect is by suggesting the application of the mangrove kite concept, namely by involving 4 elements in the management of mangrove forests, namely: Government, Academics, Community and Private. From the results of this scientific paper, it is hoped that it can provide education to the community in optimizing the use of mangrove forests from the integration of various fields of science and will be able to provide solutions to obstacles that will occur.

Abstract

Penelitian ini mengangkat masalah tentang Pengaruh Pemberdayaan Aparatur Pemerintah Terhadap Kinerja Pegawai Di Kantor Camat Medan Barat Kota Medan, Pemberdayaan merupakan hubungan antara individu yang berkelanjutan melalui pemberian wewenang dan tanggung-jawa buntuk membangun kepercayaan antara pegawai dan manajemen dalam melaksanakan tugas dan fungsi pemerintah melalui kemampuan dan energinya untuk meraih tujuan pelayanan publik. Kinerja adalah hasil kerja yang dilakukan atau tidak dilakukan oleh pegawai dalam mengemban pekerjanya. Untuk mengungkapkan masalah penelitian dipergunakan data sekunder dan data primer dengan menggunakan teknik wawancara, dan angket, populasi dan sampel penelitian adalah Pegawai dengan jumlah 37 orang. Metode Analisa digunakan Analisa Korelasi Product Moment. Ditemukan bahwa Pemberdayaan Aparatur Pemerintah memiliki pengaruh yang positif sedang terhadap Kinerja Pegawai dimana hasil penelitian berdasarkan uji korelasi Pemberdayaan Aparatur Pemerintah terhadap Kinerja Pegawai adalah 0,49. dimana tabel kritik r product moment (n =37) dengan df = 95 % terdapat angka r tabel = 0.325 dimana rxy = 0,49 > 0,25 ini menyatakan Pemberdayaan Aparatur Pemerintah memiliki pengaruh yang positif sedang terhadap Kinerja Pegawai pada Kantor Camat Medan Barat Kota Medan. Hasil penelitian ini mengemukakan bahwa semakin baik Pemberdayaan Aparatur Pemerintah yang dimiliki pegawai pada Kantor Camat Medan Barat Kota Medan yang dibentuk dalam dimensi, Berbakat, Suplai Calon Pimpinan pemerintah, Evektivitas pemerintah, Pembelajaran atas resiko dan Pengalaman mengemban tugas, maka akan diikuti oleh semakin meningkat Kuantitas pekerjaan (quantity of work), Kualitas pekerjaan (quality of work), Kemandirian (dependability), Insiatif (initiative), Adaptabilitas (adaptability) dan Kerja sama (cooperation) yang membentuk Kinerja pegawai pada Kantor Camat Medan Barat Kota Medan. Upaya untuk meningkatkan Kinerja Pegawai pada Kantor Camat Medan Barat Kota Medan dipengaruhi dan diperlukan tindakan Pemberdayaan Aparatur Pemerintah melalui pengembangan Berbakat, Suplai Calon Pimpinan pemerintah, Evektivitas pemerintah, Pembelajaran atas resiko dan Pengalaman mengemban tugas pegawai.

Abstract

Penelitian ini mengangkat masalah tentang Analisis Pengelolaan Arsip Dinamis Dalam Meningkatkan Pelayanan Kerja Pegawai pada Kantor Desa Sei Rotan Kecamatan Percut Sei Tuan Kabupaten Deli Serdang, Pengelolaan Arsip ditegaskan dalam Undang-Undang No.43/2009 pasal 1 Arsip ialah adalah rekaman kegiatan atau peristiwa dalam berbagai bentuk dan media sesuai dengan perkembangan teknologi informasi dan komunikasi yang dibuat dan diterima oleh lembaga negara, pemerintahan daerah, lembaga pendidikan, perusahaan, organisasi politik, organisasi kemasyarakatan, dan perseorangan dalam pelaksanaan kehidupan bermasyarakat, berbangsa, dan bernegara. Pelayanan adalah aktivitas yang dilakukan oleh seseorang atau sekelompok orang dengan dilandasi oleh ketulusan dan keikhlasan tanpa didasari faktor material melalui sistem, prosedur dan metode tertentu dalam rangka memenuhi kebutuhan orang lain sesuai dengan haknya. Dalam mengungkapkan masalah penelitian dipergunakan data sekunder dan data primer dengan menggunakan teknik wawancara, dan angket, dimana populasi penelitian adalah Pegawai Kantor Desa Sei Rotan Kecamatan Percut Sei Tuan Kabupaten Deli Serdang, dengan jumlah sampel 31 orang.

Abstract

Kebijakan Pengguna Dana Desa dan Pelayanan Publik Terhadap Efektivitas Program Pembangunan di Desa Sei Rotan Kecamatan Percut Sei Tuan Kabupaten Deli Serdang. Masalah Penelitian berapa besar Hubungan Kebijakan Pengguna Dana Desa dalam dimensi Penyusunan Agenda (agenda setting), Metode penelitian menggunakan surve eksplanasi. Teknik pengumpulan data menggunakan angket bersifat tertutup dengaan model skala Likert dan wawancara. Populasi dan sampel penelitian 47 orang. Analisis data adalah Model Analisis Jalur (Part Analisys Models) dengan uji statistika uji-t dan uji-F dengan bantuan SPSS 21.0 for Windos.Hasil penelitian diperoleh Kebijakan Pengguna Dana Desa dalam dimensi Penyusunan Agenda (agenda setting). Pelayanan Publik terhadap efektivitas perogram pembangunan memiliki hubungan yang rendah, dalam dimensi Akuntabilitas adalah sedang. dimensi Produktivitas, Kualitas Layanan Responsivitas, Responsibilitas terhadap Efektivitas Program Pembangunan. Kebijakan Pengguna Dana Desa dan Pelayanan Publik secara simultan terhadap Efektivitas Program Pembangunan memilih hubungan yang kuat sebesar 72.25 Namun terdapat hubungan rendah (epsilon) 0.27.36 % yang tidak diteliti dalam penelitian ini. perlu perbaikan pada dimensi Penilaian Kebijakan (folicy evaluation), Dimensi Perumusan Kebijakan (folicy formulation), Pelaksanaan Kebijakan (folicy implementation dalam mengevektifkan program pembangunan dan Dimensi Pelayanan Publik dalam dimensi Produktivitas, Kualitas Layanan, Responsivitas, Responsibilitas berhubungan rendah perlu mendapat pembenahan dan perbaikan dalam kebijakan pengguna dana desa terhadap program pembangunan desa berikutnya.
