What does policy-making look like if we look at it from society, particularly those who are forced to accept whatever the government had decided. This article attempts to over an analytical framework, by taking advantage of etnographic works, the way social capitals being managed and utilized. These attempts are being enhanced through detail process of uncovering the public transcript and the hidden transcript shared and spread out within the community. The working together those processes help to understand how policy process works.

Demokratisasi yang berlangsung luas diberbagai negara dunia setelah berakhirnya perang dunia I, melahirkan negara-negara rejim demokratis. Seiring dengan itu tuntutan untuk menyusutkan peran negara dalam kehidupan berbangsa semakin meluas. Peran administrasi publik dalam konteks demikian secara imperatif mereposisikan dirinya sebagai governance, yang semula menjadi instrumen negara menjadi instrumen publik dalam konteks yang luas. Administrasi publik menjadi sarana utama untuk meningkatkan tercapainya tujuan publik utamanya dalam mengalokasikan resorsis publik sehingga terhindar dari distorsi, manipulasi. Sekalipun demikian, governance, sebagai sebuah pendekatan dalam administrasi publik juga mulai memasuki ekologi sosial baru yang sarat dengan sistem nilai misalnya budaya, politik, informasi, komunikasi. Nilai-nilai formal yang direproduksi secara hirarkis dan rasional memang turut membangun watak reposisi ini. Tetapi aspek yang lebih penting dan strategis menentukan karakter administrasi publik adalah justru terletak pada idiom-idiom dan kuadran nilai spontan dan arasional yang menjadi modal sosial sebuah masyarakat. Karena itu peran kapital sosial dalam proses reposisi administrasi publik menjadi sangat penting dan lebih substantif. Apalagi citra governance sebenarnya banyak mengandalkan energi sosial yang dibangun secara otonom, kolboratif dan genuinely dari masyarakat. Dalam konteks inilah pejabat publik juga perlu melakukan deformasi watak dan etikanya menuju apa yang disebut dalam paper ini sebagai "spiritual wisdom ethics". Bagaimana interaksi antara kapital sosial dan governance itu terjadi, bagaimana kapital sosial dibangun, apa peran governance dalam proses ini, dan bagaimana wacana ini akan menempati setingnya dimasa depan . Persoalan-persoalan inilah yang dianalisis dalam paper pendek ini.

This research was done relation with the emergency of the problem about effort for poverty reduction understaken by governments who often considered lacking et maximal, because had a negative impact which make work lazy cultural and drape their life on the aid given by the government. The relation to that, so government of Blitar City has set a way to solve these problems by apply stub “Policy Free Education for The Civil Society at Blitar City through Program Rintisan Wajib Belajar 12 Tahun”. This research carrying to answer over (1) How is the implementation of program rintisan wajib belajar 12 tahun” at Blitar City, (2) How is the performance implementation, and (3) What is the dynamics that appear in the process of the implementation. This research used mixed methods approach with the use model of concurrent triangulation. The data collection techniques by interviews, observation, documentation and questionnaire. Based on the research results can be obtained that in the program implementation have been good enough, that was reviewed of some aspect: initiation taken by the mayor to development human resources through program rintisan wajib belajar 12 tahun”. Support a sufficient budget resources. The results of the implementation of seen from scoring output indicators are program of them: free education reached all students at public schools and private schools. Free education considered beneficial for less well of students and not influential for capable students. The support factor: implementing officials who prioritize education above other sectors. While factors that hampers: the weakness regulation “Program Wajib Belajar 12 Tahun” resulting tug diversion of authority to manage a high school education, the lack of role from parents in terms of children education, the lack of socialization from sides of school about free schooling program.DOI: https://doi.org/10.26905/pjiap.v1i2.441

This research reviews the essence of the restorative justice principle as an approach in the settlement of criminal cases, and it aims to provide an overview of the construction of the restorative justice principle in criminal law enforcement. The outcomes of the research indicate that the restorative justice principle has been subject to frequent study in its understanding as an alternative criminal case settlement method, by way of positioning outside the criminal judiciary system. As it turns out in practice, however, it has certain weaknesses, particularly in view of the accountability and legitimacy aspects of its establishment. Therefore, there is a need for a scientific investigation process for the purpose of determining the status of parties involved in a case, as well as for positioning the case concerned. Based on such view, the restorative justice principle appears to be the ideal approach to be applied in the criminal judiciary system.

Penelitian ini menjelaskan upaya pengendalian intervensi spesifik dalam implementasi kebijakan pencegahan stunting di Kabupaten Malang di tengah gejolak kasus COVID-19. Saat pemerintah berupaya menekan angka prevalensi stunting, refocusing anggaran menuntut prioritas penanganan COVID-19. Dinas Kesehatan Kabupaten Malang selaku leading sector kebijakan pencegahan stunting menemui hambatan pelaksanaan intervensi gizi spesifik secara periodik. Tenaga medis di lapangan seperti Petugas Gizi Puskesmas, Bidan Desa, dan Kader Pembangunan Manusia juga kewalahan karena dipaksa beradaptasi dengan pandemi COVID-19, tanpa melepas kewajibannya untuk menyelenggarakan pelayanan intervensi gizi spesifik secara berkala melalui posyandu dan kunjungan rutin. Ketersediaan pelayanan kesehatan publik melalui posyandu setiap bulan tidak berjalan dengan pasti. Sebagai akibat dinamika tingkat penyebaran COVID-19 yang berbeda di setiap wilayah. Selain itu, adanya pembatasan kunjungan pasienn ke puskemas dan ketakutan masyarakat untuk melakukan konsultasi rutin mengharuskan petugas bergerak menjangkau kelompok sasaran intervensi. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian menjelaskan perlunya serangkaian regulasi mendetail sebagai panduan teknis pada setiap aspek pengendalian dalam implementasi pelayanan intervensi gizi spesifik sebagai upaya pencegahan stunting di Kabupaten Malang meliputi: pengendalian biaya, pengendalian tenaga mendis, pengendalian ketersediaan pelayanan kesehatan, serta pengendalian secara administratif dan biroktatif.

Economics is the backbone of the people's welfare, and science are the pillars supporting the nation's progress, but the law is the institution that ultimately determine how the public welfare can be enjoyed equitably, as well as how social justice can be realized in people's lives, and how progress of science and technology can bring progress for the people. In essence, the rule of law to support the transformation of SOEs (State-owned enterprises) as a locomotive driver of the national economy, especially in its role of guarding the whole process of public finance management and the area is clean and responsible, and prevent and crack down on leakage and financial irregularities countries in the form of corruption and money laundering, the ultimately boils down to the realization of welfare with social justice for all people.

Restorative Justice approach in conflict resolution is basically a new method of settling disputes, especially in the concept-criminal cases, but using traditional patterns whose values have no concept of local wisdom in each culture. Therefore, the application of restorative justice approach in conflict resolution, in fact is the use of traditional patterns with the values of the resolution of the existing conflicts in wisdom local culture, with a focus on fulfillment of justice victims, through the concept of equality, partnership, reconciliation and participation.

Since discrimination and labeling of ethnic Chinese are still embedded in society. The goal of this paper is to encourage different policies that try to solve racial conflicts, especially through education as a preventive measure to raise a generation with a lot of knowledge and a lot of patience. This paper reviews various alternative efforts to eliminate the issue of racism among ethnic Chinese. This review finds that reconciliation can be achieved through education and other methods. It is also demonstrates that efforts have been made by the government to initiate anti-racism education as part of the conflict resolution process. Nevertheless, this implementation is a long way from being adequate or successful. There are still many records that need to be corrected and evaluated by the government to encourage anti-racism education policies.
