Abstract

Pariwisata merupakan sektor unggulan yang memberikan kontribusi cukup tinggi terhadap Produk Domestik Bruto (PDB) di berbagai negara pada saat ini. Meningkatnya destinasi dan investasi pariwisata menjadikan pariwisata sebagai faktor kunci dalam pendapatan ekspor, penciptaan lapangan kerja, serta pengembangan usaha dan infrastruktur. Pariwisata telah mengalami ekspansi dan diversifikasi berkelanjutan, sehingga menjadi salah satu sektor ekonomi yang terbesar dan tercepat pertumbuhannya di dunia (UNWTO, 2016). Tidak terkecuali Indonesia, saat ini juga Indonesia sedang gencar-gencarnya melakukan perencanaan pengembangan pariwisata. Akan tetapi, perencanaan pengembangan pariwisata pun tidak hanya memberikan dampak positif saja, karena banyak juga dampak-dampak negatif yang dihasilkan dari perencanaan pengembangan pariwisata, terutama di masa new-imperialism atau imperialisme modern. Seperti munculnya kebocoran aliran uang yang dihasilkan dari kegiatan wisata ke negara-negara pemberi modal yang menandai dampak negatif pariwisata di masa new-imperialism atau imperialisme modern. Sehingga hal ini mengakibatkan dilema untuk para perencana di Indonesia dalam merencanakan pengembangan pariwisata. Kata Kunci : Pengembangan Pariwisata, New Imperialism, dilema perencanaan

Abstract

Munculnya keresahan masyarakat yang terkena dampak dari pembangunan Waduk Jatigede sebagai salah satu destinasi yang menjadi prioritas pengembangan skala nasional yang diarahkan sebagai kawasan strategis pariwisata ekonomi khusus di Kabupaten Sumedang. Kegiatan ini dilakukan untuk mengkaji pengembangan model SDM pariwisata yang ada di desa karangpakuan dan paku alam sebagai desa yang memiliki potensi untuk menjadi Desa Wisata. Lokasi kegiatan dilakukan di Dua desa ini yang menjadi relokasi dari adanya pembangunan Waduk Jatigede. Metode yang digunakan Deskriptif kualitatif dengan cara melakukan wawancara Pemdes, Bumdes, Masyarakat sekitar, Kompepar, kelompok tani dan karang taruna; klasifikasi data; analisis SWOT. Hasil kegiatan diperoleh bahwa kedua desa di kawasan jatigede ini memiliki kekuatan wisata budaya, wisata Alam dan wisata ziarah, namun kesiapan masyarakat belum optimal karena kekurangan keterampilan dan kemampuan SDM. Perlu dilakukan promosi melalui undangan media lokal nasional dan internasional, ataupun Promosi menggunakan platform digital, hal ini bisa dijadikan sebagai peluang UMKM dan pengrajin makan pada saat mengadakan kegiatan kebudayaan, namun kendala yang dihadapi oleh kedua Desa Wisata ini adalah ketidaksiapan SDM. Hasil kegiatan ini adalah kajian model SDM pariwisata di karang pakuan dan pakualam yang menyangkut 3 (tiga) aspek, yaitu Attitude (Sikap), Skill (Keterampilan); dan Knowledge (Pengetahuan). Abstract

Rural areas are very vulnerable areas with the Covid-19 pandemic due to the lack of infrastructure, especially health facilities. The Covid-19 pandemic has caused tourist activities in countries around the world, such as Indonesia, to decline due to large-scale social restrictions. One of the drivers of the non-agricultural economy in rural areas is tourism activities. Village tourism activities focus on natural tourism that is integrated with unique rural cultural tourism so that it becomes a tourist attraction. Research on the development of tourist villages in Indonesia after the Covid-19 pandemic as a form of potential for rural resilience is new research conducted. This research used qualitative analysis, utilizing review literature and secondary data. The development of tourist villages strongly related to the socio-ecological system in the village, such as the resilience of the tourist village community and the institutional ability.

Abstract

Indonesia from 2020 to 2021 were exposed to COVID-19 pandemic. Both countries implemented a policy of restricting entry areas based on almost the same criteria, In Indonesia namely as PPKM which applying some level of exposure to those infected with covid-19. The determination of this level was all based on the growth in numbers exposed to covid-19, but on pandemic cases, the number of people who do not suffer from COVID-19 disease but have the same symptoms as the symptoms of COVID-19 also need to be considered as the pandemic agent to their environment. We named it as Precaution Covid-19 Pandemic (PCP) Level. The current level of the COVID-19 pandemic has not been fully determined by this idea. So, the idea of this research is to determine the pre-pandemic or precaution level of covid-19 in an area interfere by surrounding area. PCP level was not based on the growth of those infected with the covid-19 disease, but influenced by the number of patients whose have the symptoms similar to the dominant symptoms of the covid-19. The PCP Level determination can be used for precaution policy and support the previous Level Pandemic Methods. To accomplish this idea, two algorithms are used, they are K-Mean algorithm as a pattern clustering and the AHP algorithm as a level determination of the Covid-19 pandemic. Data are collected from 11 health centers in Bandung Regency. The last thing is two determine the allowance for travel to other town is done by check the tendency for traveler to be infected determine by the PCP Level and using Naïve bayes algorithm which recognizing the pattern of symptoms. The results of this study show that the combination of the three proposed algorithms can be used as alternative to give warrant decision about getting infection of Covid-19

Abstract

Fire is one of the disasters that often occurs in the city of Bandung. Based on data from the Bandung City Fire and Disaster Management Service (Diskar PB), in 2023, one of the houses in RT 05 RW 14, Sekeloa Village, experienced a fire. Areas prone to fire require solutions to this problem. The stages of the Disaster Management Cycle in the Pre-Disaster phase can be carried out through determining evacuation routes, socializing about prevention and determining assembly points. The method for implementing P2M uses the Participatory Rural Appraisal (PRA) method, namely in RW 14, fire socialization was carried out, followed by participatory mapping of disaster evacuation routes and assembly points. The results revealed 16 evacuation routes and three assembly points. A focus group discussion (FGD) was held to disseminate information on fire evacuation route standards based on Government Regulation No. 15 of 2016, as well as a discussion on the roles of the government and community in addressing obstacles in disaster evacuation routes to ensure they remain functional. Pre-test and post-test measurements to measure the understanding of the community in RW 14 regarding disaster mitigation through reducing vulnerability by determining disaster evacuation routes. FGD participants were 65% male and 35% female. The age range of FGD participants was 36-52 years. Based on the analysis results, there was an increase in the understanding of the RW 14 community regarding fire disaster mitigation through reducing vulnerability and determining disaster evacuation routes in a participatory manner. During the pre-test, the understanding score of the RW 14 community was 62.18% and increased to 73.72% during the post-test.
