Abstract

The Indonesian National Police plans to construct Bhayangkara Hospital Labuan Bajo to address the shortage of hospital beds in West Manggarai, which still requires 85 beds based on WHO standards. This study employs a qualitative descriptive-analytic approach, utilizing participatory observation, in-depth interviews, FGDs, and secondary data analysis. Findings indicate that the hospital's construction is feasible due to existing market demand, particularly for emergency services like sea ambulances and hyperbaric treatment. The development plan meets technical standards, and financial analysis using NPV, IRR, and Payback Period confirms its viability and long-term profitability. The project is expected to enhance healthcare services for both residents and tourists while supporting Labuan Bajo’s tourism and healthcare sectors.

Abstract

This study analyzes the feasibility of establishing RSUD Cabangbungin in Bekasi Regency, focusing on investment requirements, funding sources, financial projections, and cash flow analysis. The total investment needed amounts to IDR 108.78 billion, sourced from BLUD for the addition of 12 hospital beds and APBD for the construction of 38 hospital beds. The financial analysis indicates that RSUD Cabangbungin will initially operate at a deficit, with projected losses in the first three years. However, profitability is expected to begin in the fourth year, with a net profit of IDR 1.44 billion, increasing to IDR 4.03 billion by the fifth year. The cash flow analysis demonstrates a positive trend, with cumulative net cash increasing each year, reaching the break-even point within five years. These findings suggest that the RSUD Cabangbungin project is financially feasible and sustainable in the long run. Effective management strategies, pricing adjustments, and operational efficiency are essential to maximizing profitability and ensuring the hospital's role in providing quality healthcare services to the community.

Abstract

This study aims to analyze the influence of online registration service quality on the satisfaction of BPJS outpatients at RSUD Ciamis, with perceived ease of use as a mediating variable. The research is motivated by the low utilization of the online registration system, despite RSUD Ciamis implementing two digital platforms: RSUD Ciamis Mobile (June 2023–May 2024) and JKN Mobile (June 2024–present). Challenges such as limited registration quotas, disorganized queues, and the dominance of elderly patients preferring onsite registration serve as the main focus of this research. A quantitative approach was employed with a cross-sectional survey design. The sample consisted of 96 BPJS outpatients who had used online registration, selected through quota sampling. Data were analyzed using multiple linear regression and the Sobel test. The results reveal that online registration service quality significantly affects perceived ease of use and patient satisfaction. Moreover, perceived ease of use has a significant direct effect on satisfaction and serves as a significant mediator between service quality and patient satisfaction. These findings emphasize that perceived ease of use is a crucial determinant in optimizing patient experiences with digital health services. The study recommends strengthening patient education, developing elderly-friendly features, and conducting regular evaluations of digital system effectiveness to ensure sustainable improvements in service quality.
