Abstract

Faced with conditions of life of the nation that continues to evolve into a multidimensional cover all areas of lifeof the nation, then certainly required the development and deployment of the total potential and power of thenation effectively. Therefore it is the power that was developed to deal with these threats must also have theability to multi-dimensional as well. Reality is always pushing to restructure the military concept of defense tobecome responsive and adaptable and tailored to the substance of the reforms in the defense. The mainproblem faced by Indonesia to develop a domestic defense industry is the inability of industry and educationsectors to absorb the fundamental aspects of the Revolution in Military Affairs (RMA). This inability does notallow Indonesia to experience significant breakthroughs in the application of RMA. So with reference to thecondition necessary to anticipate concrete steps in developing a systematic plan to build the defense industriesare able to anticipate the revolution in military affairs. Among priorities at once by selecting the appropriatestages of the development plan which includes the development of Main Equipment Weapon System, SpatialPlanning Area Defense, Civil Defense Development, and Spatial Structure of the Organization. And one of itsefforts is the creation of the ability of military logistics support system effective and efficient and responsive,which in this case is the development of Arsenal's arsenal of weapons and ammunition in terms of both qualityand quantity so that is always ready to face any condition of any contingency that would happen. Determiningpolicy location Arsenal first location contains more choices in environmental issues multiobjectiv andmulticriteria decision, then the model is proposed to be the appropriate methodology to accommodate thequalitative preference and priority-setting objectives / criteria for future development is to approach theAnalytical Hierarchy Process (AHP). Principle of the AHP method is to break breaking a complex situation andunstructured, into its component parts, arranging these variables in a section or an order of hierarchy, givingnumerical values to subjective considerations about the relative importance of each variable and analysisvarious considerations is to determine which variables have highest priority and act to influence the outcome ofthe situation. From the results of the solution by using AHP method showed that the first priority locationdetermination Arsenal 1 in the eastern region is a factor analysis of logistics operations to support operationscapabilities in integrated logistics support system that effectively and efficiently. Abstract

Currently, the performance analysis of a company is the most needed thing in achieving the vision and mission of the organization. The purpose of this study is to determine the company's performance in terms of financial and non-financial performance using the Balanced Score Card approach through four perspectives, namely: (1) finance, (2) customers, (3) internal business, and (4) growth and learning. . The data collection method was done by qualitative and quantitative. The results of this study note that the performance of PT. Contractor Company Tbk, Tbk has been very good. From a financial perspective, it can be seen that the company's ability to guarantee short-term and long-term debt is quite good and the company's ability to get a good profit, as seen from the value of the Net profit margin. From the customer perspective, the results of the customer satisfaction survey are quite good. The level of employee satisfaction is quite good. As for the internal business, the effectiveness of the use of operating expenses was successfully realized by the company. Keywords: Company Performance, Balance Score Card

Abstract

Indonesian domestic workers have been an interesting issue for several years. The existence of the workers, in one side, has played significant roles in generating income, reducing poverty, and generating economic development of the sending country. But in another side, they have also created complicated problems. The problems have frequently involved multiple stakeholders including governmental, non-governmental institution, and private sectors. Therefore, this study focuses on explaining Government participation in managing Indonesian domestic workers in China. China was chosen due to the number of the domestic workers. In order to explain the phenomenon, the researchers used qualitative research method. Consequently, the primary data was collected from interview. In addition, documentary analysis was also used in order to support the data. The study showed that there are at least some Government involved in managing Indonesian domestic workers such as National Agency of Placement and Protection of Indonesian Workers, Private Agencies in sending and receiving country, Ministry of Labor, and Ministry of Foreign Affairs. There are three processes of worker placement namely pre-placement, while-placement, and post placement. The private agencies participated practically in almost all of the process including recruitment, providing education and training, and placement the workers. While, other Government participate in providing administrative process such as providing agreement, documents needed, legalizing private agencies, and collecting the data of the labors. However, administrative process was not run properly. It was because the workers and private sectors have to report their conducting activities. This condition gave impact to the lack of control to the activities. This was also exacerbated by the lack of participation from the workers. They don’t have any information about the job and power to get protection. It was because of the existence of the law and lack of education. Therefore, knowledge about job, law, and involved Government was needed to increase participation and protection of the worker. Abstract

In the organization of human interaction are incorporated in them, such as the relationship with subordinate leaders, that they will work together in performing the tasks that have been planned to achieve organizational goals. A leader in the proficient and skilled capable expected should also be willing and have the willingness to work effectively and efficiently. The task of a leader is to plan, mobilize and supervise every activity in the organization. One of the main tasks of a leader is to be able to achieve the performance of employees which in turn can achieve the goals and objectives of the organization are in leader. The method used in this research is a descriptive qualitative approach His research focus is 1) the role of the leader in achieving the performance of employees at the Regional Employment Agency of Surabaya (BKD). 2) the performance of employees in the Regional Employment Agency of Surabaya. The results showed that the role of the leader in achieving the performance of employees in Surabaya Regional Employment Agency can already be quite well where leaders are able to carry out their role so as to achieve better performance of employees in order to realize the objectives of the organization. Abstract

One of the successes of a company in achieving its vision and mission is influenced by the quality of Human Resources (HR) in the company environment. The purpose of this study was to determine the importance and formulation of human resource management strategies and job satisfaction that have an impact on employee productivity. In this study, observing the application of Human Resources at the Management of Indonesian Company, based on service targets and operations. In this study, a questionnaire was prepared for respondents to be interviewed and the results were used to analyze the achievement of the HR performance at the company, namely the probability of company productivity. Furthermore, it can be identified what strategies the company undertakes to achieve its vision and mission. In the final section, it can be concluded that the quality of human resources needs to be improved according to the company's performance targets in achieving the company's vision and mission. Abstract

In the Navy's Posture Draft at 2005 to 2024, the readiness of Navy organization is determined by the component of Indonesian Navy's force consisting of personel, Alat Utama Sistem Persenjataan (defense system) and the method system it self. The Navy's Financial Accounting Unit as a Level IV Financial Agency is a unit that’s asked to assist the Commander / Head of the Unit to managing the management and administration of state finances. The selection or participation process is not only based on job descriptions, but must involve gentle and difficult factors. This study focuses on system analysis with several criteria in the position selection of Head of the accounting unit including soft and hard competencies and using the ANP method. This study aims to develop models and relevant criteria for selection of candidates for the Head of the Accounting Unit and provide alternative selection methods that can help the methods that have been used previously to get potential buyers who able to perform special tasks of the Navy. Furthermore, to process data, a literature study was conducted on the concept of MCDM, the Analytic Network Process (ANP). The Head of Account prospective scoring system application using Hypertext Preprocessor (PHP). The results of the study, obtained 5 criteria in the acquisition of Prospective Head of Accounts, these are Education, Competence, Health, Physical condition and performance. Abstract

Organizational performance plays an important role as a measure of the success of an organization or company. To achieve this success, organizational performance is influenced by many factors, including transformational leadership and organizational culture itself. The purpose of this study was to determine the effect of these two factors on organizational performance. The population of this research is all employees in a company of 94 people with the sampling technique using the total sample. Based on data processing with the SPSS Version 19.00 statistical program, it proves that partial hypothesis testing for transformational leadership and organizational culture variables is proven to affect organizational performance, this explains that the better the leadership and organizational culture are implemented, the more it can improve organizational performance. independent of organizational performance can be seen in the value of R Square of 33.1% and the rest is influenced by other variables not examined in this study. This shows that leadership and organizational culture have an important role for success in motivating employee work, which ultimately has an impact on organizational performance. Abstract

Management in an organization is the main activity that differentiates an organization from other organizations in providing services to humans. The success of an organization in providing services to its customers can be observed through the performance produced by the organization. The performance of an organization can be seen as good results if managerial performance and organizational performance can be combined, combining these two performances requires the organization to face changes. Change can occur because of something that comes from within or from outside an organization. Change management is an important thing in an organization. Change occurs through revolution, reform, evolution, and innovation. Everyone is certainly different in responding to change. Some of the responses included rejecting, being ignorant, not ready, and ready. The difference in these responses makes each person get different choices from change. Abstract

Indonesian Navy ships (KAL) is one element of the Integrated Fleet Weapon System (SSAT), which plays an important role in carrying out tasks in the defense field. So, we need an optimal KAL readiness to support the passage of the operation to be carried out successfully and smoothly. One of the ways used to prepare KAL is to carry out routine maintenance through the docking process. However, in practice there are accidents suffered by workers.This research was conducted using the HIRARC method. HIRARC is a method of hazard identification, risk assessment and risk control measures that are used for this method is considered moreappropriate and more accurately where the dangers that arise in the process described docking of any work activity. In this method also provides appropriate control measures for each hazard. Based on the results of the HIRARC analysis, each suction work activity of docking based Risk Ranking will be sorted according to the level of Risk Matrix and will be discussed further against high risks and implemented controls. Then the resulting draft recommendation to minimize workplace accidents in the docking process is by way of elimination, Administration Control and Use of PPE (Personal Protective Equipment).Keywords: HIRARC method, Docking process, KAL.

Abstract

Republic of Indonesia Ship (KRI) Dewaruci is a Naval Academy Cadets' (AAL) training ship that is old. Thiscondition is very susceptible to various threats of accidents while carrying out voyages around the world to cruisethe AAL Kartika Jala Krida Kadet. The government has planned to replace KRI Dewaruci with a new trainingship. This study aims to determine the selection of new prospective makers training ship by the Analytic NetworkProcess (ANP) method. This ANP method is used because the existing data have a relationship among thecriteria and the relationship between criteria and sub-criteria. In alternative selection, there are two main criteria,namely operational requirements criteria with four sub-criteria: security, geographical conditions, skills training,transfer of technology and technical requirement criteria with five sub-criteria: machinery, navigation, trainingequipment, platform, masts, and sails. The results of this study are the alternative priorities for new training shipreplacing the best KRI Dewaruci and also the priority of the main/critical sub-criteria. The biggest alternativescore value is a training ship made by Piere Shipyard made in Spain with a score of 0.50259.Keywords: Analytic Network Process (ANP), Super Decisions, Training ship, Criteria and Sub-criteria
