Abstract

Basis regulation of Indonesia's defense industry is Law No. 16 of 2012. This regulation is supported by Presidential Regulation No. 59 of 2013, Government Regulation No. 141 of 2015, which details defense industry policies in Indonesia. The Omnibus Law 2020 provides changes to several articles of Law No. 16 of 2012. Therefore, it is necessary to study and analyze the development of defense industry policies and changes to the legal basis of the defense industry. This study uses a descriptive-analytical method with a juridical approach to analyze secondary data in legal aspects. Analytical descriptive collects data through literature studies, documents, and archive studies. Based on this research, the defense industry policy in Indonesia has developed from time to time, as well as changes in the basic regulation in several aspects of Law No. 16 of 2012 with the Omnibus Law 2020. Developments and changes are carried out in order to realize the independence of the national defense industry. Changes in the regulations of several articles related to business licensing for private participation in competing in the production of main equipment and capital ownership and reducing the authority of the KKIP (Defense Industry Policy Committee)

Abstract

Faced with conditions of life of the nation that continues to evolve into a multidimensional cover all areas of lifeof the nation, then certainly required the development and deployment of the total potential and power of thenation effectively. Therefore it is the power that was developed to deal with these threats must also have theability to multi-dimensional as well. Reality is always pushing to restructure the military concept of defense tobecome responsive and adaptable and tailored to the substance of the reforms in the defense. The mainproblem faced by Indonesia to develop a domestic defense industry is the inability of industry and educationsectors to absorb the fundamental aspects of the Revolution in Military Affairs (RMA). This inability does notallow Indonesia to experience significant breakthroughs in the application of RMA. So with reference to thecondition necessary to anticipate concrete steps in developing a systematic plan to build the defense industriesare able to anticipate the revolution in military affairs. Among priorities at once by selecting the appropriatestages of the development plan which includes the development of Main Equipment Weapon System, SpatialPlanning Area Defense, Civil Defense Development, and Spatial Structure of the Organization. And one of itsefforts is the creation of the ability of military logistics support system effective and efficient and responsive,which in this case is the development of Arsenal's arsenal of weapons and ammunition in terms of both qualityand quantity so that is always ready to face any condition of any contingency that would happen. Determiningpolicy location Arsenal first location contains more choices in environmental issues multiobjectiv andmulticriteria decision, then the model is proposed to be the appropriate methodology to accommodate thequalitative preference and priority-setting objectives / criteria for future development is to approach theAnalytical Hierarchy Process (AHP). Principle of the AHP method is to break breaking a complex situation andunstructured, into its component parts, arranging these variables in a section or an order of hierarchy, givingnumerical values to subjective considerations about the relative importance of each variable and analysisvarious considerations is to determine which variables have highest priority and act to influence the outcome ofthe situation. From the results of the solution by using AHP method showed that the first priority locationdetermination Arsenal 1 in the eastern region is a factor analysis of logistics operations to support operationscapabilities in integrated logistics support system that effectively and efficiently. Abstract

ABSTRACT Indonesian Navy has a strategic project of building three units of submarines in collaboration with DSME South Korea. In the development cooperation submarine contract DSME also include the implementation of Technology Transfer (TT) between South Korea DSME with PT.PAL Indonesia. Therefore necessary strategies to get success TT process submarines. The task force Navy submarine construction that has always worked between DSME and PT.PAL has helped realize the moral burden for the technology transfer program. How Submarine Task Force strategy to ensure the success of PT.PAL accept TT of DSME? SWOT analysis tries to analyze the variables that influence the strategy and product that work discipline, facilities and infrastructure, the relationship between team performance and PT.PAL DSME is a variable that must be maintained and improved. Submarine task force as a motivator can act as a driving force in improving the performance and things - other matters relating to the development of technology over the course of the submarine. Abstract

The Indonesian Navy is one elements of the Indonesian nation which has the duty to maintain the unity andunity of the Republic Indonesia. The Indonesian Navy requires a lot of equipment, defense equipment andsupporting equipment. Unmanned Tank Alutsita is one vehicle that can be used as a combat vehicle withoutinvolving troop personnel in the tank that can be controlled remotely through wireless data communication. Thedesign of the location-based prototype tank autopilot control system is a research in answering for thedevelopment of unmanned warfare technology. Prototype unmanned tank using GPS sensor bases, imu andcompass determining the location, orientation and direction of the prototype. The application of the compass asan evaluation of the tank bow course error towards the direction of the destination, while GPS is used as aparameter for determining the location of the destination location. The combination of the two sensors is usedas a base information on the control system on autopilot. From the results of tests that have been carried outobtained manual control systems and autopilot in accordance with the itinerary that has been made. The vehicletank can respond in real time to any location and direction errors, so that corrections can be made to reach thedestination correctly. Weather problems become a barrier factor in getting location data from GPS. During thetest in sunny conditions obtained control results with a location error factor of less than 5 meters.Keyword : Prototype, control, autopilot

Abstract

Indonesia sebagai negara kepulauan dengan garis pantai yang panjang dan posisi geografis yang strategis. Dalam kondisi tersebut, penguasaan dan kemampuan sistem dan teknologi informasi (IS/IT) kemaritiman menjadi kritikal dan strategis untuk dimiliki oleh Indonesia. Untuk melakukan tugas pertahanan wilayah laut Indonesia, TNI AL merumuskan produk strategis yang disebut Strategi Pertahanan Laut Nusantara (SPLN). Strategi ini diharapkan menjadi landasan bergerak TNI AL dalam pertahanan laut Indonesia baik dalam kondisi damai maupun kritis atau perang. Dengan demikian, IS/IT kemaritiman yang seharusnya dimiliki oleh TNI AL memiliki peranan penting dan mampu mendukung penyelenggaraan SPLN. Kajian akan berfokus pada dua hal, yaitu penyusunan rancangan sistem dan kapabilitas inti IS/IT TNI AL yang mampu mendukung dan selaras dengan SPLN. Tinjauan kepentingan nasional Indonesia, peluang dan ancaman dalam keamanan maritim Indonesia, UU No. 34/2004 tentang TNI, doktrin pertahanan negara, doktrin TNI, dan doktrin TNI AL, pemetaan sistem SPLN, kondisi kekuatan dan kelemahan IS/IT TNI AL menjadi dasar rancangan sistem dan kapabilitas inti IS/IT TNI AL. Rancangan sistem IS/IT TNI AL mencakup sasaran, strategi, arsitektur, aplikasi, dan infrastruktur IS/IT TNI AL dengan pengaruh dari perkembangan teknologi IS/IT dan komunikasi. Rancangan sembilan kapabilitas inti IS/IT TNI AL mencakup kapabilitas kepemimpinan dalam IS/IT, kesatuan pemikiran sistem IS/IT dalam organisasi, perencanaan arsitektur IS/IT, membuat IS/IT dapat dimanfaatkan, membangun hubungan dengan pengguna IS/IT dalam organisasi, informasi perkembangan IS/IT maritim, fasilitasi kontrak, pemantauan kontrak, dan berkaitan dengan pembangunan vendor IS/IT maritim.

Abstract

The Indonesian Navy is a unit of defense of the Republic of Indonesia (NKRI). Sea mines are explosive devices placed in waters to destroy ships. Acoustics is a branch of physics that deals with all mechanical waves in liquids, gases and solids, such as vibration, sound and ultrasonic. Arduino has made microcontroller technology more accessible and easier for even novice users. Because of this, there are special functions in audio or acoustic processing techniques aimed at using Arduino. The application of acoustic signals in the military field of the Navy, in the identification of vessels caught by the microphone receiver. The movement of objects that are caught by the microphone will be analyzed to conclude the object. From the results of the sound characteristics raised by the object, it will give a different picture for different variations of the object. Processing acoustic signals using DSP will make it easier to infer the captured acoustic signal. The circuit board used is a microphone signal amplifier and signal conditioner, for processing the audio signal obtained from the microphone and to produce output data which is the result of the process using Arduino. Analog-to-digital converter (ADC) of the microcontroller works in the voltage range from 0.0 V to +3.3 V or +5.0 V. Toachieve good sampling results, that the signal peak is close to the maximum value of the ADC. Additionally, voltage amplitudes above this threshold can damage the controller input port or produce unwanted harmonics. Therefore, a signal pre-amp circuit is needed to guarantee the appropriate audio sample signal as well as to protect the system. The test results obtained from the system analyzer frequency and signal meters can be used to identify acoustic signals. Abstract

Technology and information are currently growing rapidly so that computers are no longer used as a computing tool, but have turned into a machine that has the same ability as the human brain, especially searching on a very large fingerprint database. Supervision through a security system that is designed is very helpful for the performance of the Indonesian Navy code personnel who serve in the communication unit, especially the code room. The Code Room is one of the important rooms specifically used as a place for coding activities for the Indonesian Navy. In addition, the code room also functions as a news center for both confidential and open news. This security system using fingerprint (Fingerprint) and Qrcode (Quick Response Code) is designed to be able to control the door with serial communication from android to microcontroller (wemoss) and personal computer (PC) so that it will move the selenoid (door lock) to open the door on condition fingerprint and qrcode are recognized by the system. The level of success of this security system depends on the user's fingerprint identification and the validity of the data stored in the database. The test results of the security system developed in this final project show a success rate of 98%. This tool is expected to be used as a Security System for the Password Room at the Satkom Lantamal V Surabaya. Keywords: Fingerprint and Quick Response Code

Abstract

The assessment of technological competitiveness can be carried out at the level of a stage of transformation on a warship. With the dynamics of defence and security threats to the Indonesian state, both symmetrical and asymmetrical, warship technology must continue to improve combat capability and professionalism of human resources in accordance with technological developments towards the industrial revolution 4.0, in order to have a high level of competitiveness. The purpose of this study is to determine the strengths and weaknesses of warship performance through the assessment of technological capabilities. The research result, at the level of technological capability and the existing gap of fourth components, where the current level of capability on warships W has a gap of the technological development that is farthest away with countries Y and Z is the development of the level of technological capability on technical devices and followed by developments the level of technological capability in human resources (soldiers). The benefits of the research are expected to be used as material for consideration by planners and decision makers in integrating technological considerations into the planning of warship development in the modern era.Keywords: Technology Capability Assessment, Warship Technology, Techometrics

Abstract

The Marine Corps Training Command or (Kolatmar) has the main task of carrying out plans and programs for building the capability of the training commands in the Marine Corps. The current problem is that the distance from the marine corps student education center in AAL, KODIKLATAL and PASMAR 2 soldiers in Surabaya is too faraway from Puslatpur in the Situbondo and Banyuwangi areas. The method used in conducting this research was a combination of SWOT Analysis with Analytical Hierarchy Process (ANP). IFE research calculation results were 3.29 while the EFE was 3.08, thus Putlatpur was placed in quadrant II in IE Matrix, the results of weighting strategy were by improving public facilities and supporting facilities of Puslatpur and Puslatpur organizations with support from the central government in increasing the ability of national defense (0.368707), fiscal increase of Indonesian Navy for the development of Puslatpur with support from the central government in enhancing the capability of national defense (0.179934), optimizing Puslatpur coastal's oceanography and logistical support for combat training with ANP processing (with a score of 0.104935), strengthening the legality of Puslatpur locations to avoid socio-cultural impacts in the surrounding community (0.072567), and reducing the socio-cultural impact of the community around the puslatpur with the Navy's strategic policy (0.029992). Abstract

The exponential growth of information and communication technology in this globalization era brings enormous changes to the new world order. This also shifts the warfare paradigm to a new generation. The traditional conventional threats (physically) have developed into multidimensional (physical and non-physical) ones. The Total People’s Defense and Security System (SISHANKAMRATA) adopted by the Indonesian is considered to be one of the most appropriate defense systems in confronting the threat of every war generation. The components of SISHANKAMRATA consist of the Indonesian National Military (TNI) as the main component and the National resources coming as the reserve and support component. Government Regulation Number 3 of 2021 concerning National Resource Management as a juridical basis regulating the components in the SISHANKAMRATA has just been passed. This study aims to explore the role of the reserve component as a national resource contributing to confronting the threat of the new generation of war; the sixth generation warfare. The method used in this study was a narrative analysis by developing literature studies, and previous researches. The results of this study confirm that the role of the reserve components is very important in SISHANKAMRATA facing the threat of modern warfare, including the sixth generation warfare.
