Abstract

Pertumbuhan fisik perkotaan perlu untuk diikuti oleh pertumbuhan infrastruktur yang memadahi agar kawasan perkotaan dapat tumbuh secara berkelanjutan. Salah satu bentuk infrastruktur yang perlu untuk dipenuhi adalah infrastruktur transportasi publik yang dapat menciptakan keterhubungan antara pusat-pusat permukiman dan pusat-pusat aktivitas sosial ekonomi, sekaligus acap kali menjadi instrumen untuk mengendalikan pertumbuhan fisik perkotaan.Penelitian ini dilakukan untuk mengukur tingkat aksesibilitas transportasi publik di wilayah peri-urban di Kawasan Perkotaan Yogyakarta. Analisis dilakukan menggunakan pendekatan location-based accessibility dengan memanfaatkan teknik analisis spasial untuk mengukur tingkat aksesibilitas transportasi publik di wilayah peri-urban. Hasil penelitian menunjukkan terdapat ketimpangan tingkat aksesibilitas transportasi publik, dimana wilayah yang berada di sisi utara Kota Yogyakarta yakni di Kabupaten Sleman memiliki tingkat aksesibilitas transportasi publik yang lebih tinggi dibandingkan di sisi selatan Kota Yogyakarta. Penelitian ini juga menunjukkan adanya ketidaksesuaian antara aksesibilitas transportasi publik dengan konsentrasi populasi di wilayah peri-urban di Kawasan Perkotaan Yogyakarta

Abstract

Indonesia adalah negara yang rawan bencana geologis gempa bumi, tanah longsor, erupsi gunung api, dan tsunami. Sebagai konsekuensi kewajiban negara untuk melindungi rakyatnya maka pemerintah diharapkan mengambil langkah-langkah yang tepat untuk mengurangi risiko dan mempunyai rencana keadaan darurat untuk meminimalkan dampak bencana. Kesiapsiagaan dilakukan untuk memastikan upaya yang cepat dan tepat dalam menghadapi kejadian bencana. Tujuan dalam penelitian ini adalah merumuskan model konseptual living in harmony with disaster (mitigasi berbasis kearifan lokal) masyarakat lereng Gunungapi Merapi Kabupaten Sleman Provinsi Daerah Istimewa Yogyakarta. Sasarannya adalah mengidentifikasi kondisi eksisting masyarakat dalam aspek tanggap bencana dan mengidentifikasi pola proses mitigasi berbasis kearifan lokal masyarakat lereng Gungungapi Merapi Kabupaten Sleman yang disebut living in harmony with disaster dalam lingkup tata ruang kawasan. Metode penelitian secara studi kasus yang bersifat induktif-kualitatif eksploratif. Pola konseptual inilah yang akan dikembangkan menjadi model di kawasan-kawasan lereng gunungapi lainnya.

Abstract

The concept of living in harmony with disaster is an approach used by the society who lives in the volcano eruption disaster-prone area (Kawasan Rawan Bencana III/KRB III). This approach requires the community to be aware of the hazard resulted from volcanic activity. The government has prohibited the community to inhibit the disaster-prone area in the Merapi Volcano area in Yogyakarta. However, after the Merapi Volcano eruption in 2010, the community has gradually returned to KRB III, rebuilt their houses, and refuses to be relocated to a safer area. The National Government, through Presidential Decree number 70/2014 regarding the Spatial Plan for the Merapi Volcano National Park, has given permission to the community to inhibit the disaster-prone area/KRB III. This decision is based on the socio-culture and economic condition of the community. This decision also gained support from the Provincial Government. The community is allowed to stay in the KRB III as long as they apply the concept of living in harmony with disaster. This research utilizes the case-study approach to identify the adaptive strategy of the community that lives with the concept of living in harmony with disaster. The empirical data collected from the field observation and interviews are compared with the proposition/hypothetical data to formulate the research finding.

Abstract

Spatial planning has an association with transportation where space is an activity which is placed on city land, while transportation is a network system that physically connects one activity space to other ones. Tourism is one of the areas designated for cultivation sectors. In addition to population and natural resources, transportation is one of the main components in terms of developing a region. Kulon Progo Regency develops tourism areas by dividing them into several KPPD and KSPD in accordance with the direction of tourism activities development. Kulon Progo has various natural tourism prospective ranging from coastal tourism, lowlands and mountains which have the potential to be integrated with water resource conservation according to the Kiskendo KSPD development plan. The development of tourism in a region requires several supporting factors, one of which is accessibility in reaching the location. Accessibility in finding a location is related to various factors that determine the level of ease and comfort in reaching a location. This research was conducted with the aim of knowing the level of accessibility in reaching ecotourism objects at the Kiskendo KSPD which is in Kapanewon Girimulyo. With two study targets, namely: (1) Identify accessibility in ecotourism areas and (2) Assess accessibility in ecotourism areas. The research was conducted using qualitative descriptive analysis and triangulation analysis. With the various variables used, the results showed that the level of accessibility in reaching ecotourism objects in Kapanewon Girimulyo scored in the "Moderate" category. The variable that has a "Difficult" value thereby it reduces the level of accessibility is the steepness of the road with its supporting factors, which are the high level of landslide risk and which affects the level of accessibility.
