Abstract

This article aims to describe and analyse the policy model made by government to develop tourism sector in Samarinda. The policy is based on the assumption that the tourism policy of Samarinda has not delivered its potential to increase tourism sector. This research is decriptive with qualitative methode. Primary data are collected through interviews with both government and non-government informants. Secondary data are collected by screening related regulations and documents and then analysed by interactive methode. The research finds that Samarinda tend to develop a metropolitan based tourism rather than traditional one, while the policy itself is formulated using rational model.With Keywords: tourism development, public policy model, Samarinda

Abstract

Since it have been implemented as an obligation to companies either public or private, Corporate Social Responsibility (CSR) have been becoming potential source for development program funding in Samarinda. This article explains the implementation of CSR in Samarinda, and the cooperation between government, company and society within it. CSR implementation in Samarinda have conformed to several provisions under the Local Regulation Samarinda City Number 3, 2013 about Corporate Social Responsibility. Cooperation between government, company and society described mutual partnership governance. However, the weakness of the regulation implementation resulted in company’s reluctance to fulfil it. On the other hand, the society itself had not utilized CSR to full potential.Keyword: CSR, governance, cooperation between parties

Abstract

This research aims to find out and analyzethe implementation of Corporate Social Responsibility in Bontang. The potential industries apparently do not correlates to the prosperity of the people in which there are still poor families liveng. This research shows that the implementation of CSR is not effective because of these several things, limited regulations, assymetrical relations between corporation and society, and the uncoordinated mechanism of CSR

Abstract

This article will discuss the online population service innovation carried out by the Kutai Kartanegara Regency Population and Civil Registration Service in terms of service innovation characteristics and their achievements in the context of digital government. By using qualitative methods and analysis, the research findings indicate that the online service innovations that have been carried out have met the characteristics of service innovation. From a digital government perspective, this online population service innovation has reached stage 2 of digital government, Transformation, or Electronic Government.Keywords: innovation, population service, digital government

Abstract

This study aims to determine the implementation of land procurement for the construction of airport location expansion Kol. Ra Bessing Malinau in Malinau District and find out whether this compensation process has guaranteed a sense of justice for the exposed community. This research uses descriptive qualitative research method. The results show that the implementation of land procurement policy is smooth, land holders are willing to follow the existing procedures. Abstract

This research is motivated by the widespread spread of the Covid-19 Virus in Samarinda City which has an impact on the government administration process, especially in public services which are ideally able to adapt to environmental changes. The implementation of public services during the Covid-19 pandemic underwent changes with the aim of preventing the spread of Covid-19 in the City of Samarinda. At this time several institutions in Samarinda limit the service process to the people of Samarinda City. Public services during the current Pendmi period experienced a decline in the implementation process. Several offices, such as the Office of Population and Civil Registration, the North Samarinda District Office, and the Office of Investment and One-Stop Integrated Services and other services reduce activities in public services. This study uses a descriptive qualitative research method. The analysis technique uses steps such as data collection, data reduction, data display, verification and confirmation of conclusions. Meanwhile, the credibility check technique used in this research is source triangulation technique. The results of the study show that during the Covid 19 pandemic in Samarinda City, the implementation of public services in Samarinda City still consistently pays attention to democratic values ​​for its citizens so that people get services. The meaning of these democratic values ​​can be observed in the aspects of accountability, responsibility and equality in services by government agencies in Samarinda City.

Abstract

One of the efforts to make Samarinda City a livable city is through the optimization of Smart Branding. To realize Smart Branding in Samarinda City, a collaboration between all sectors, namely government, private, and society is needed. Citra Niaga has an area that displays the typical products of Samarinda City and as a public space for community activities. This has become a potential for Citra Niaga that describes the social and economic conditions of Samarinda City, so the application of Smart Branding in Citra Niaga is carried out to maximize the Citra Niaga area as an effort to realize the face of the City in Samarinda. This study used a qualitative descriptive method with data collection techniques using library research and field research through observation, interviews, and documentation. This study aims to describe the implementation of Networking Governance in the application of Smart Branding in Citra Niaga of Samarinda City and identify supporting also inhibiting factors in its implementation. The results show that the Government of Samarinda City has a goal in building a network in the implementation of smart branding in Citra Niaga to achieve the value of tourism, investment and the face of the city. The implementation of the network in Citra Niaga has been quite good among the government's internal circles, but there has been no involvement of the private sector specifically in this network.

Abstract

Identitas Kependudukan Digital (IKD) adalah inovasi yang dikembangkan oleh Direktorat Jenderal Kependudukan dan Pencatatan Sipil untuk mendukung digitalisasi administrasi kependudukan. IKD memungkinkan masyarakat mengakses dokumen kependudukan secara digital, meningkatkan efisiensi pelayanan publik, dan meminimalkan risiko kehilangan, kerusakan, atau pemalsuan dokumen. Penelitian ini bertujuan menganalisis proses difusi inovasi IKD di Kota Samarinda, mengidentifikasi tantangan implementasinya, serta merumuskan solusi strategis untuk meningkatkan adopsi aplikasi ini.  Metode penelitian menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa aplikasi IKD memberikan kemudahan dan efisiensi, namun tingkat adopsinya masih rendah karena hambatan berupa rendahnya literasi digital, keterbatasan infrastruktur teknologi, serta kekhawatiran masyarakat terhadap keamanan data.  Solusi strategis yang diusulkan meliputi peningkatan sosialisasi, perluasan akses internet, penerapan teknologi enkripsi canggih, dan kolaborasi multi-pihak. Implementasi langkah-langkah ini diharapkan dapat mendukung keberhasilan transformasi digital di bidang administrasi kependudukan, sejalan dengan visi smart city Kota Samarinda. Temuan ini juga dapat menjadi rujukan bagi daerah lain untuk menerapkan inovasi serupa secara efektif.

Abstract

This study aims to describe and analyze the management of the implementation of East Kalimantan Governor Regulation Number 49 of 2020 concerning regional financial assistance, as well as to identify its supporting and inhibiting factors. Employing a qualitative descriptive approach. Data were collected through interviews, observations, and documentation, and analyzed using an interactive data analysis model. The research findings indicate that, in general, the management of regional financial assistance in East Kalimantan Province has been carried out in accordance with the normative framework of Governor Regulation Number 49 of 2020. However, its implementation faces various challenges in terms of communication, resources, disposition, and bureaucratic structure.
