This article aims to describe and analyse the policy model made by government to develop tourism sector in Samarinda. The policy is based on the assumption that the tourism policy of Samarinda has not delivered its potential to increase tourism sector. This research is decriptive with qualitative methode. Primary data are collected through interviews with both government and non-government informants. Secondary data are collected by screening related regulations and documents and then analysed by interactive methode. The research finds that Samarinda tend to develop a metropolitan based tourism rather than traditional one, while the policy itself is formulated using rational model.With Keywords: tourism development, public policy model, Samarinda

Recent developments show scholars argue that when electronic government systems reach certain stages, they will develop into Digital Government. However, studies on Digital Government evaluation, especially in the Indonesian context, are still few. With that in mind, this article aims to describe the maturity of the digital government system in the Population and Civil Registry Office (Disdukcapil) of the Kutai Kartanegara Regency. It is based on the assumption that Disdukcapil has successfully implemented electronic government, as proven by their multiple recognitions and can be considered at the digital government stage. Field observation and in-depth interviews with key informants are employed to collect the relevant data. All the data are then analyzed qualitatively, and then it uses digital government evolution variables developed by Janowski (2015) to determine the stage of Disdukcapil digital government. The result shows that within a four-stage maturity level, the digital government of Disdukcapil of Kutai Kartanegara Regency has reached the third stage, based on the fulfilment of each stage's variables. It is hoped that this study can contribute to Digital Government studies in Indonesia

Since it have been implemented as an obligation to companies either public or private, Corporate Social Responsibility (CSR) have been becoming potential source for development program funding in Samarinda. This article explains the implementation of CSR in Samarinda, and the cooperation between government, company and society within it. CSR implementation in Samarinda have conformed to several provisions under the Local Regulation Samarinda City Number 3, 2013 about Corporate Social Responsibility. Cooperation between government, company and society described mutual partnership governance. However, the weakness of the regulation implementation resulted in company’s reluctance to fulfil it. On the other hand, the society itself had not utilized CSR to full potential.Keyword: CSR, governance, cooperation between parties

This article will discuss the online population service innovation carried out by the Kutai Kartanegara Regency Population and Civil Registration Service in terms of service innovation characteristics and their achievements in the context of digital government. By using qualitative methods and analysis, the research findings indicate that the online service innovations that have been carried out have met the characteristics of service innovation. This study aims to determine the implementation of land procurement for the construction of airport location expansion Kol. Ra Bessing Malinau in Malinau District and find out whether this compensation process has guaranteed a sense of justice for the exposed community. This research uses descriptive qualitative research method. The results show that the implementation of land procurement policy is smooth, land holders are willing to follow the existing procedures. This research is motivated by the widespread spread of the Covid-19 Virus in Samarinda City which has an impact on the government administration process, especially in public services which are ideally able to adapt to environmental changes. The implementation of public services during the Covid-19 pandemic underwent changes with the aim of preventing the spread of Covid-19 in the City of Samarinda. At this time several institutions in Samarinda limit the service process to the people of Samarinda City. Public services during the current Pendmi period experienced a decline in the implementation process. Several offices, such as the Office of Population and Civil Registration, the North Samarinda District Office, and the Office of Investment and One-Stop Integrated Services and other services reduce activities in public services. This study uses a descriptive qualitative research method. The analysis technique uses steps such as data collection, data reduction, data display, verification and confirmation of conclusions. Meanwhile, the credibility check technique used in this research is source triangulation technique. The results of the study show that during the Covid 19 pandemic in Samarinda City, the implementation of public services in Samarinda City still consistently pays attention to democratic values ​​for its citizens so that people get services. The meaning of these democratic values ​​can be observed in the aspects of accountability, responsibility and equality in services by government agencies in Samarinda City.

Abstrak Lembaga Pemberdayaan Masyarakat Desa (LPMD) berposisi strategis sebagai mitra kerja pemerintah desa dalam menampung dan mewujudkan aspirasi dan kebutuhan masyarakat di bidang pembangunan. LPMD mewakili unsur masyarakat dalam pemerintahan di desa. Kegiatan Pengabdian kepada Masyarakat (PKM) ini bertujuan untuk membantu pengurus LPM Desa Loa Lepu menyusun program kerja sebagai panduan dalam melaksanakan tugas dan fungsinya. Pengurus LPMD yang terbagi dalam beberapa bidang akan diberi pengetahuan dan bimbingan agar mampu memunculkan gagasan dan ide dalam menyusun kegiatan memberdayakan sumberdaya manusia dan potensi sumberdaya alam dan lingkungan yang desa miliki untuk menunjang kehidupan masyarakat desa. Kegiatan ini dilakukan dalam 4 (empat) tahap, yaitu observasi, pelatihan, monitoring dan evaluasi. Mulai bulan Juli 2024 hingga Oktober 2024 dengan melibatkan dosen dan mahasiswa program studi Administrasi Publik FISIPOL Unmul. Hasil dari pelatihan ini, anggota LPMD Loa Lepu telah mampu menyusun kegiatan sesuai tugas dan fungsinya serta merencanakan aksi, tujuan dan sasaran serta jadwal pelaksanaan kegiatan. Dengan pelatihan ini, pengurus LPM Desa Loa Lepu berhasil tersusun dokumen program kerja yang dihasilkan oleh LPMD Desa Loa Lepu tahun 2024 yang kemudian disampaikan kepada pemerintah Desa Loa Lepu sebagai dokumen resmi kegiatan tahunan LPMD Desa Loa Lepu.

One of the efforts to make Samarinda City a livable city is through the optimization of Smart Branding. To realize Smart Branding in Samarinda City, a collaboration between all sectors, namely government, private, and society is needed. Citra Niaga has an area that displays the typical products of Samarinda City and as a public space for community activities. This has become a potential for Citra Niaga that describes the social and economic conditions of Samarinda City, so the application of Smart Branding in Citra Niaga is carried out to maximize the Citra Niaga area as an effort to realize the face of the City in Samarinda. This study used a qualitative descriptive method with data collection techniques using library research and field research through observation, interviews, and documentation. This study aims to describe the implementation of Networking Governance in the application of Smart Branding in Citra Niaga of Samarinda City and identify supporting also inhibiting factors in its implementation. The results show that the Government of Samarinda City has a goal in building a network in the implementation of smart branding in Citra Niaga to achieve the value of tourism, investment and the face of the city. The implementation of the network in Citra Niaga has been quite good among the government's internal circles, but there has been no involvement of the private sector specifically in this network.
