Abstract

Zakat is one of the obligations of Muslims that has been stipulated in the Qur'an and explained in detail in the hadith of the Prophet Muhammad in its application, and also in the consensus of the scholars. BAZNAS (Badan Amil Zakat Nasional) of Parepare City is a non-structural institution in the local government in the field of managing, collecting, and utilizing zakat, infaq, and alms in Parepare City, which consists of government and community elements. This research is qualitative research with field research methods. This research was conducted by looking for data sourced from BAZNAS Parepare City, especially on the part of implementing zakat management and looking at the implementation of Law No. 23 of 2011, especially in Article 22 concerning Zakat issued by muzakki will be deducted from taxable results. The results of this study indicate that the management of zakat in Parepare City has been managed by BAZNAS of Parepare City since 2017 and its management is in accordance with the rules applied according to sharia and government regulations. However, local government employees in Parepare City are still around 20% who issue zakat. Law Number 23 of 2011 concerning the management of zakat related to zakat payments made by muzakki whose application is that zakat paid is deducted from taxable income has not been maximally implemented in the local government of the city of Parepare, this is because employees do not implement these rules and what is known is that only obligation to pay zakat.

Abstract

Agricultural zakat has considerable potential to support poverty alleviation and strengthen Islamic social finance. However, the realization of agricultural zakat collection remains relatively low due to the limited understanding of farmers regarding the legal basis, nisab, calculation methods, and distribution mechanisms of agricultural zakat. This study aims to analyze farmers' understanding of agricultural zakat and examine the strategies implemented by the Village Zakat Collection Unit (UPZ) to improve public awareness and compliance in paying agricultural zakat. This research employed a qualitative approach using a phenomenological design. Data were collected through observation, in-depth interviews, and documentation involving rice farmers, village officials, and UPZ administrators in Karrang Village, Cendana District, Enrekang Regency. The data were analyzed using data reduction, data display, and conclusion drawing, while data validity was ensured through source triangulation. The findings reveal that most farmers possess limited knowledge of agricultural zakat and generally associate zakat solely with zakat al-fitr. Their understanding of nisab, zakat rates, and payment procedures remains inadequate, resulting in low compliance with agricultural zakat obligations. The study also finds that the UPZ has implemented several educational strategies, including Ramadan outreach programs, religious gathering campaigns, and socialization during Islamic celebrations. Nevertheless, these efforts have not yet achieved optimal outcomes due to low community participation and insufficient continuity of educational activities. The study concludes that strengthening zakat literacy through continuous education, collaboration among religious institutions, local government, and community leaders, as well as improving the capacity of UPZ, are essential to enhance farmers' understanding and increase agricultural zakat compliance.

Abstract

The pandemic caused a phenomenon where the economy declined in total which caused the community to be able to survive, with the existence of BAZNAS with the zakat distribution program which is carried out every year it is hoped that it can restore the national economy. This study aims to find out what the zakat distribution strategy is in BAZNAS Kab. Polman after the Covid-19 pandemic and to find out the implementation of the zakat distribution strategy at Baznas Kab. Polman after the Covid-19 pandemic. The type of research used in this research is descriptive qualitative research. The approach used is a phenomenological approach. The results of the study show that the strategy used by Baznas Kab. Polman Dalam is conducting community empowerment, distributing the zakat program, distributing infaq and alms for Covid-19 victims, distributing zakat funds to the medical team, and collaborating with the local government. The implementation of the strategy carried out by Baznas Kab. polman is community empowerment by conducting outreach to the community about zakat, distribution of zakat programs by dividing zakat distribution programs in the form of educational programs, health programs, humanitarian programs, economic programs, and da'wah programs.

Abstract

Penelitian ini membahas peran strategis zakat, infak, dan sedekah (ZIS) dalam meningkatkan kesejahteraan ekonomi umat Islam di Kabupaten Pinrang, dengan fokus pada rendahnya tingkat literasi zakat di kalangan masyarakat. Zakat dianggap sebagai kewajiban umat Islam yang memiliki dimensi sosial dan spiritual. Namun, hasil penelitian menunjukkan bahwa pemahaman tentang literasi zakat masyarakat masih kurang, meskipun mereka telah memiliki kesadaran untuk mengeluarkan sejumlah harta, namun harta yang dikeluarkan tersebut tidak melalui perhitungan zakat. Selain itu, rendahnya pemahaman tentang konsep haul dan nishab juga menjadi faktor kendala dalam pengumpulan zakat. Untuk mengatasi tantangan ini, Badan Amil Zakat Nasional (BAZNAS) Kabupaten Pinrang telah menerapkan berbagai strategi, seperti edukasi dan sosialisasi melalui pertemuan tatap muka dan media sosial, kolaborasi dengan ulama, tokoh agama, dan para dai, serta pemberdayaan peran KUA di desa dan kecamatan sebagai UPZ. Selain itu, BAZNAS juga membuka fasilitas konsultasi zakat. Penelitian ini memberikan kontribusi penting dalam pengembangan ilmu pengetahuan tentang strategi pengelolaan zakat dalam kondisi literasi yang rendah di Kabupaten Pinrang.

Abstract

This study explores the optimization of professional zakat collection among civil servant teachers (ASN) in Parepare City, focusing on the roles of Zakat Collecting Units (UPZ), direct salary deductions, and BAZNAS socialization programs. Using a qualitative field study approach, data were gathered through observation, interviews, and documentation at BAZNAS Parepare. The findings reveal a substantial zakat potential from ASN teachers, estimated at IDR 2,706,480,000 annually, yet the actual collection in 2022 only reached about IDR 600,000,000. The gap is attributed to limited knowledge regarding zakat obligations, economic constraints, and the distribution of zakat funds to various amil zakat institutions. BAZNAS Parepare has implemented strategic measures, including establishing UPZ in government agencies, direct zakat deductions from salaries, and intensive socialization to increase awareness and compliance. The collected zakat is allocated to eight eligible groups (asnaf), with a focus on economic empowerment programs such as business capital assistance and productive facilities for mustahik. These initiatives have shown positive impacts, enabling some mustahik to become muzakki. The study concludes that optimizing professional zakat, especially from ASN teachers, can significantly contribute to poverty alleviation and economic empowerment in Parepare. Further efforts are needed to enhance zakat literacy, strengthen regulations, and innovate collection methods for maximum impact.
