Abstract

This study analyses the influence of tax incentives, public infrastructure spending, and subsidies on regional economic growth in Baubau City through the mediating role of private sector participation. The main issue concerns the effectiveness of fiscal policy in encouraging private sector involvement to support regional economic development. The research employs a mixed methods approach with an explanatory sequential design, combining quantitative analysis using SEM-PLS and qualitative analysis. Data were collected from 100 respondents, including fiscal officials, micro, small, and medium enterprise actors, and private stakeholders. The findings show that tax incentives, public infrastructure spending, and subsidies significantly affect private sector participation and regional economic growth. Private sector participation also mediates the relationship between the three fiscal instruments and economic growth. The novelty of this study lies in the integrated analysis of these three fiscal instruments and the inclusion of internal tax incentives for civil servants, such as employee additional income, which has rarely been discussed in previous studies. The results emphasize that evidence-based fiscal policy and public–private collaboration is crucial for developing effective and inclusive regional development strategies.

Abstract

Mawasangka Market experienced a significant decline in levy revenue in 2021, worsening in 2022, when it ceased to be the market with the highest levy revenue, experiencing a decline of up to 78.77%. This study explores the influence of Levy Regulation, Market Service Facilities, and Levy Rates on the Willingness to Pay Market Levies. The research population consists of all traders in Mawasangka Market, totaling 300, in Buton Tengah Regency. The sample size, determined through simple random sampling techniques, comprises 75 traders. The analysis of variable relationships was conducted through instrument requirement tests, data analysis requirement tests, t-tests, and f-tests using the SPSS software. The research findings indicate that Levy Regulation and Market Service Facilities do not affect traders' willingness to pay Market Levies, while Levy Rates have an influence on this willingness. Simultaneously, these factors collectively impact traders' willingness to pay at the market. Based on the research results, there is a need to review policies related to levy regulation, market facilities, levy rates, and other factors to enhance revenue collection through market levies and improve overall market conditions. Keywords: Market Service Facilities, Willingness to Pay, Levy Regulation, Levy Rate

Abstract

Rendahnya pemahaman mitra dalam memanfaatkan Word of Mouth (WOM) sebagai strategi pemasaran di era digital khususnya pada pemasaran wisata Batu Sori Kota Baubau. Hal ini dibuktikan melalui hasil pre-test yang menunjukkan bahwa tingkat pemahaman mitra masih berada pada kategori rendah, dengan dominasi pada kategori tidak paham (75%) dan kurang paham (25%), serta tidak adanya kategori paham (0%). Kegiatan ini dilaksanakan di kawasan Wisata Batusori pada tanggal 12 Maret 2026 dengan menggunakan metode sosialisasi partisipatif melalui tahapan Focus Group Discussion (FGD), analisis kebutuhan, pelaksanaan kegiatan, serta evaluasi. Pendekatan ini didukung dengan kajian literature review word of mouth sebagai dasar penyusunan materi agar sesuai dengan kebutuhan mitra. Hasil pelaksanaan kegiatan menunjukkan adanya peningkatan yang signifikan terhadap pemahaman mitra, yang terlihat dari hasil post-test dengan dominasi kategori paham sebesar 83,33%. Peningkatan ini menunjukkan bahwa metode sosialisasi dan pendampingan yang dilakukan efektif dalam meningkatkan pengetahuan mitra terkait pemanfaatan WOM dalam meningkatkan penjualan produk. Evaluasi kegiatan juga menegaskan bahwa materi yang disampaikan dapat dipahami dengan baik dan relevan dengan kebutuhan mitra, sehingga mampu mendorong perubahan pemahaman dari tidak paham menjadi paham. Dengan demikian, kegiatan pengabdian ini tidak hanya berhasil meningkatkan literasi mitra, tetapi juga memberikan dasar yang kuat bagi penerapan strategi pemasaran berbasis WOM secara berkelanjutan di era digitalisasi.
