Abstract

This research explains the dynamic of worship in Bantul, Yogyakarta, as well as Nahdlatul Ulama (NU) members’ responses toward the fatwa of the Indonesian Council of Ulama (MUI) on the worship during the Covid-19 pandemic. MUI’s fatwa rose different responses ranging from obedience, resistance and ignorance. We argue that these differences stem from different characteristics of religiosity. Looking closely at this, this research studies the map of responses of NU people by focusing on the questions: (1) How was dynamic of worship during the pandemic in Bantul? (2) How did Bantul people respond to the MUI’s fatwa? (3) What factors formed the differences in their responses? The data are collected through interviews with seven informants, observation, and focused-group discussions. Through sociological analysis referring to obedience and disobedience theory, we found that the unprecedented dynamic was found in the worship during the pandemic, such as at Pleret, in the case of several Friday prayer spots in one single village. Meanwhile, the NU members’ responses to the fatwa into two patterns: reception and resistance. The forms of reception are (1) accommodation by observing all advice described in the fatwa and (2) contextualization by adjusting the advice in the fatwa to suit the local needs. It came from the structural influence of the organization of NU and people literacy. Meanwhile, the forms of resistance are (1) reactive-declarative refusal and (2) passive-permissive refusal. These patterns are influenced by a religiously fatalistic perspective and by the figures’ reluctance to prohibit people from carrying out worship normally as before the pandemic.

Abstract

The Islamic revival movement is often considered a threat to other religious groups. Many studies on the issues have presented the dark sides of religion, wherein Islamic movements often turned into political ones leading to religion-based fundamentalism, violence, and terrorism. The current research explicates the process and characteristics of Islamism in a democratic climate by investigating a case of religious transformation in a traditional kampong formerly known for producing tuak in West Lombok. The Islamic movement, or to be precise, purification, is recently quite prevalent in the area. It relates to the early history of Islamization in Lombok, which pitted Islam against Hinduism and other local traditions. Such confluences generated rules and regional Islamic variants that are often considered heretic. Qualitative data for this study was gathered through observations, desk study, and interviews. This research found that the Islamization process observed in the tuak kampong displays unique characteristics different from those that commonly portray Islamic movements. Islamization in West Lombok was carried out without any commotion due to its non-coercive, outward-looking, and rational factors. These attributes are apparent in the three processes of transformation, the first is non-coercive cultural transformation through education and awareness, the second refers to structural change achieved through legal arrangement, and the third is rational transformation through community empowerment programs.

Abstract

Stunting is still a social problem that the Indonesian government must resolve. The currentgovernment prioritizes one hundred districts to address the problem. Although not all stuntingprevention programs run well, one district considered capable of solving the stunting problemwell is West Lombok Regency. This research is essential because many regions in Indonesia arestill struggling to find a suitable stunting management model. This study aims to find a model forhandling stunting in this area to reduce stunting rates significantly. For this purpose, researchersconducted qualitative research by conducting interviews with the government and people of WestLombok in overcoming stunting. This study found no determinant factors that caused stunting inWest Lombok. Stunting is influenced by many factors, from health, economy, people awareness,environment-sanitation, to culture. Social protection programs in the form of conditionalassistance from the central government for the poor can also not overcome stunting. Theexistence of families receiving assistance but still experiencing stunting proves the aboveassumption. West Lombok government carried out the method of handling stunting in a top-downmanner through mainstreaming stunting handling in government programs. The Regent put a"coercion" mechanism to all agencies within the West Lombok government to create a socialinnovation program to overcome stunting. As a result, all agencies in the West Lombokgovernment have programs with unique names and ways to participate in reducing stunting. Withthis mainstreaming, everyone understands the problem of stunting and makes it a commonproblem that must be solved together so that the stunting rate in West Lombok has decreasedsignificantly. Keywords: stunting, program mainstreaming, social innovation, top-down policy, socialassistance
