Abstract

A collaboration between the Government of Indonesia and Yugoslavia has been carried out in the framework of hunting tourism in Indonesia. This collaboration has begun since 1987, in which a joint field survey to some Hunting Reserves in Indonesia, namely Masigit-Kareumbi. Movo Island, Bukit Soeharto Provincial Forest and Rempang Island, was carried out by a team from the Directorate General of Nature Conservation and Forest Protection and the Government of Yugoslavia.For further development of hunting tourism, the Directorate General of Nature Conservation and Forest Protection had sent Ir Sumarjono Soedargo and Ir Warsito to Yugoslavia in April - June 1989. This program was aimed to study the hunting reserves management and hunting activities, with special emphasis on game production and breeding, in Yugoslavia.Basically, the key to the succesful hunting reserves management in Yugoslavia is the breeding program. This is also supported by the success of hunting activities management in which 90% of the hunters came from other countries, for instance Germany, Itali, Austria, Netherlands, Swiss and France. This paper describes the results of the visit to several Hunting Districts in Yugoslavia.

Abstract

Bureaucracy reform demands bring information technology to take part in government, especially in public service innovation. Bureaucracy reform is done through E-Government policy, in this case public service innovation is done by online system. Department of Investment and Integrated Services One Door Kabupaten Boyolali has implemented online licensing which is also part of ¬E-Government. However, in its application there are some barriers that is in the citizens participation. Facts found that citizens participation to use online permissions are very low. The research method used in this research is mix method approach with data collection technique through the questionnaire and interview, also document study. Respondents in this study are people who take care of licensing and informants of this study are people who work in Section of Information and Documentation Division of Investment and Integrated Service Department One Door Boyolali District.The result of the research shows that the factors that influence the low of public participation in using the online permission are the knowledge of the society about the low of the socialization in online licensing, the ability of the community to use the supporting facilities / infrastructures which are not yet optimal, the quality of the internet network is inadequate in some areas, Low online services, and awareness of people who want change but not in line with the attitude of people who want to use online licensing.Recommendations that can be given to the implementation of E-Government as an innovation of public services in encouraging licensing services in Boyolali District is the Department of Investment and Integrated Services One Door Boyolali District as the party that implements online permissions in order to give socialization back evenly with methods that are easily accepted by citizens. For the citizens try to support the bureaucratic reform effort in Boyolali District through E-Government especially through online permission and willing to abandon the old way to achieve their needs effectively and efficiently. For the private sector concerned to participate in supporting government policy, especially E-Government by improving equity of supporting facilities such as internet network development to the areas that still unreachable.

Abstract

Rembang Regency is located on the north coast of Java Island which is passed by karst mountains of Kendeng Utara, so it has the potential of limestone natural resources that can be utilized as the main raw material of cement making. PT Semen Indonesia (Persero) Tbk plans to mine and establish a cement plant with a capacity of 3,000,000 tons per year in Gunem District, Rembang Regency. The plan to build a cement factory creates social conflict between supportive, rejecting, and governmental citizens. This research seeks to illustrate and analyze the causes of conflict, illustrating the development of conflict and the conflict resolution process undertaken. The research method used qualitative research methods, data collection techniques are done through interviews and documentation. The result of the research shows that the conflict of cement factory development is caused by 4 factors: conflict trigger because there is no socialization of cement factory development. The basic cause is the issue of environmental damage. Factors that mobilize, related to the economy of citizens who mostly work as farmers, as well as the deteriorating factor of environmental permits that violate regulations. The process of conflict resolution is carried out through administrative and judicial processes that are still ongoing. In the conflict of construction of this cement plant there is no effort to resolve the conflict through negotiation, so that there is no conflict of mutual benefit. Recommendation: citizen involvement in every development process is very important to minimize the conflict, negotiation is needed to generate conflict of mutual benefit, and need to be formed BUMDes to overcome the problems and needs of the citizens. Abstract

ABSTRACTTHE EVALUATION OF HEALTH INSURANCE POLICY IN THESEMARANG REGENCYHealth is the important factor, however the conditions of poor society hascaused the number of their health becomes low. The importance of health wasbecame the reason to central and local government to better concern about thoseissues, especially for the poor society, so the Central Government has released aPublic Health Insurance policy. Not all of the poor society included in toJAMKESMAS recipient list, so need some way to help the poor in health services.Through the Semarang District Government has released Regional Health Insurancepolicy (JAMKESDA) which set out in the Regent Regulations of Semarang No. 7,Year 2015. That rules is a policy in order to giving help of health services to the poorcommunities. Therefore, to determine the effectiveness of this policy, the researchproblem in this study is "What the Impact of Implementation of the Health RegionalInsurance In Semarang District? ". This study aimed to describe the implementationof the policy JAMKESDA in Semarang district as well as to determine the fulfillmentpublic health with the JAMKESDA . This research is using the descriptive type. Theprimary data source in this study are through interviews conducted with informantsusing purposive technique sampling, and the secondary data generated in this studyare from documents, archives and internet. Data analysis technique using datareduction, presentation and attract the conclusion. From the result of this research, itis known that the JAMKESDA policy assist the poor society into obtaining financingassistance in health services. The policy raises people's satisfaction about servicesrendered and the same economic background of the informant, who mostly from thepoor society that give to the equation of the JAMKESDA programme. The suggestionwhich can given about JAMKESDA program such as the budget funds are still lessshould be added. So the JAMKESDA programs could run well and need to increasethe quality of health services both in terms of facilities, medical services as well asadministrative services so that the public be more satisfied with the health servicesthat already provided.Keywords: Health, JAMKESDA Policy , Semarang regency

Abstract

ABSTRACTThe Poverty is still a fundamental problem that must be faced by the Indonesiangovernment. One of the effects of poverty is the low level of public education. Therefore,to break the vicious circle of poverty, the government develop policies of education byproviding scholarships to students who have good academic potential and theeconomically disadvantaged, the program is a program Bidikmisi (Beasiswa PendidikanBagi Mahasiswa Berprestasi). The Bidikmisi scholarships as government policies that canmotivate people to compete in a weak economy seize the opportunity to continue theireducation at the famous State University in hopes of changing the future. It raises thepublic perception of bidikmisi education policy in realizing his future hopes. Therefore,the problem in this research is "How the perception of Bidikmisi students at DiponegoroUniversity to their future expectation??". This research purposes to describe theperception of Bidikmisi Students at Diponegoro University to their future expectation.While, the type of research used descriptive type. The primary data source in this researchproduced by interviews conducted by researchers with the informant using purosivesampling techniques. For secondary data generated in this research of documents,archives and internet. Analysis technique using data analysis with data reduction, datapresentation and draw conclusions or verification. From the research, it is known thatbidikmisi Scholarship Assistance Program has provided opportunities for students fromeconomically disadvantaged families. The program raises the hope of Students Bidikmisifor the future of the family, expectations of academic achievement, dedication to thenation and the application of science. Abstract

ABSTRACT Village owned enterprises or BUMDes is an enterprise in which all or most of the financial capital is owned by the village where the financial capital is directly comes from the wealth of the village itself which is separated to manage assets, services, and other exertion to increase the welfare of society. ’’BUMDes Tirta Mandiri Desa Ponggok’’ is one of an advanced  enterprise which gives a real contribution for the village economic development, the village infrastructure development, social aid and financial capital. There are two implementation control of Bumdes Tirta Mandiri, those are internal control and external control. Internal control is organized by ’’Badan Pengawas’’ whereas external control is organized by ’’Bapermas’’.The research method that is used is qualitative research. The data were collected by observation, interview, and literary review as the data collecting technique. The informants of this research are the Director of BUMDes Tirta Mandiri Desa Ponggok, ’’Badan Pengawas Tirta Mandiri Desa Ponggok’’, the Village Head of Ponggok, the Head of BPD Desa Ponggok, the Head of Bapermas Klaten.The result of this research showed that the election process of the supervisors affect the supervisors’ work since it influential a supervisor’s quality. The implementation control by ’’Badan Pengawas’’ is organized objectively because ’’Badan Pengawas” use its standard that is tool administration, besides that, the implementation control is organized periodically which is arranged in the annual work program. However, there is a problem in the implementation control, the problem is the coordination between ’’Badan Pengawas’’ and BUMDes management are stymied by the adjusting of the meeting time, therefore, it hasn’t run optimally, since ’’Bapermas’’ only plays a role in the beginning of the election and as a facilitator in the provincial government program. The recommendation for BUMDes Management are organizing the training and the orientation towards ’’Badan Pengawas” and need to create a framework coordination for ”Bapermas” as the Vice-Regent in order to increase the role of BUMDes Tirta Mandiri’s monitoring and evaluation, although BUMDes Tirta Mandiri is categorized as a independent BUMDes and need to arrange the technical rules of monitoring and evaluation. Abstract

ABSTRACTIONPhysical developments is one manifestation of the demands of the region. In the process of physical development to note is the order of the building.it is intended that the area remain well ordered in accordance with the spatial plan. one of the districts that are interesting to study is Tembalang. development in Tembalang occurs quite rapidly from year to year, indications of violations order development seen many point desentyand construction of building is irregular and breaking the rules. Therefore, the formulation of the problem in this research is how urgent inclusion IMB in construction of building, why still violations of IMB in Tembalang and how to optimize surveillance the violation. The use method in this research is descriptive qualitative. the primary data from interview, observation, and documentationand secondary data from archives, journals, other sources were associated with this research.this research using data analysis techniques with analysis in the form description, data reduction, and conclusion on the symptoms studied.The research shows IMB is important to spatial planning. Licensing of IMB useful as controller development and do not damage the environment.The factor of violation development in Tembalang is lack of public awareness to IMB, lack of socialization, and less rigorous supervision. optimization of supervision still constrained by lack of personnel issues and weakness in enforcing the rule. Advice among others can be given to improve BPPT and DTKP to increase quality of service, give sosialization to other people and overall supervision and obey the rules. So that people obey the rules spatial existing as well as supporting the physical development order.Keyword: Orderly Building, Building Permit

Abstract

Leader and leadership is a human natural tendency. National leadership in Indonesia to now has focused more on a leader in harmony with his support community and the plural society that exists. National leadership in Indonesia is also influenced by the many believer of a religion. The research, Leadership of Java-Islam in governance will take the regent with many achievements in the administration of the Batang regency, Yoyok Riyo Sudibyo. The purpose of this study is to know and analyze the leadership of Java-Islam applied by the Regent Yoyok Riyo Sudibyo in the implementation of local government Batang regency.The recearch uses qualitative methods with data collection using in-depth interviews and documents study. Informants in the study are Regent, Vice of Regent, Regional Secretary, Chairman of DPRD, Bureaucracy, Society and Public Figure.Research results explained that the Regent of Yoyok tends to implement leadership of Java-Islam in the administration of Batang Regency. Decision-making in the Regent's tendency is serve like a moon (laku hambeging candra), serve like a fire (laku hambeging dahana),serve like a star (laku hambeging kartika) and serve like an earth (aku hambeging kisma), serve like a wind (laku hambeging samirana) also serve like a water (laku hambeging tirta), while not on serve like a sun (laku hambeging surya) and serve like an ocean (laku hambeging samodra). Then the implementation of leadership by Prophet in terms of shidiq, tabligh and fathonah. His firmness having a relationship with staff and society keep doing serve like a moon (laku hambeging candra), serve like a fire (laku hambeging dahana), serve like an earth (laku hambeging kisma), serve like a wind (laku hambeging samirana), serve like a sun (laku hambeging surya), serve like an ocean (laku hambeging samodra), and serve like a water (laku hambeging tirta) he don’t serve like a star (laku hambeging kartika).  Leadership on Islamic societies tend to do is shidiq, amanah, tabligh and fathonah. Development carried out tends to consider the principle of leadership in Islam. Abstract

After the passage of the law on women's representation in political parties caused women to enter politics. This makes political parties with the incessant recruitment of women to fulfill the Legislative Election Law which requires 30% representation of women in the General Election process. So that the results of the Pematangsiantar City Legislative Election in 2014 achieved success and improvement in the Candidates applying for the 2009 Legislative Election and Female Candidates who won Pileg as many as 7 people while the 2019 Pileg as many as 3 of the Many Candidates applying to make candidates who succeeded in holding positions became a member of the Pematangsiantar City DPRD for the period 2014-2019. However, the issue in the midst of the Batak Toba patriarchal system that impedes the process of selecting women to enter the world of politics is still an obstacle for women to be reluctant to enter politics, so that people always perceive that politics is a world of men and women should be in the region domestic so that women are always seen as the second person after men, The discussion of this study explains (1) women's political strategy by female candidates in winning the 2014 legislative election pematangsiantar city, (2) to explain things that are a barrier to women in the domination of the Toba Batak Patriarchy. (3) To find out the views of the Batak Toba patriarchal community regarding the representation of women in legislative elections and the influence of the domination of the Batak Toba patriarchy itself.Keywords: Strategy, Politics, Women, and the Patriarchal System.

Abstract

Tourism is one of the sector that has an important role to succeedregional autonomy, where development and resource utilization and tourism potential isneeded. The high tourism potential of Semarang City with 64 tourist attractions should beable to make Semarang City as the tourism destination city and not just a transit city.Department of Culture and Tourism of Semarang City as regional device organization hasduties and responsibilities to carry out government affairs particularly tourism affairs.Therefore, the purpose of this research was to describe the phenomenon or the actualcircumstances which occured about how the strategy of Department of Culture andTourism of Semarang City in an effort to develop tourism in Semarang City. The researchwas using descriptive qualitative research method with documentation and interview asthe data collection technique. Targets of the research were government, private, andcommunity who participated in tourism development management in Semarang City. Themain focus of this research was the context of the strategy implementation of Departmentof Culture and Tourism of Semarang City in an effort to develop tourism in SemarangCity, tourism marketing of Semarang City, including the role of society as well as the roleof private sector in tourism development of Semarang City.Keywords : Management, Tourism, Development, Strategy
