Abstract

The objective of this study is to analyze advertisement management which is implemented by Department ofRevenue and Financial Management of The Local Asset (DPPKAD) Tegal Regency. Advertisement management is one of efforts to increase Regional Original Revenue in order to implement the government and reginal building. Therefore, this studywasanalyzing the organizing phases and what factors are being impeller and obstacle in this advertisement organizing process by using management function theory from George Terry which loads planning indicator, organization, actuating, and controlling.The method of data analysis was descriptive qualitative research. In collecting data, the study used observation technique, interview, documentation and literary studies. The study also used secondary data which came from documentation data and other literary sources such as books and reports or DPPKAD Tegal Regency’s archives.This study showed that advertisement management in Tegal Regency had been appropriate with the procedure but the implementation was not optimum yet, whether in planning phase, organization, actuating, or controlling. Some obstacles was still experienced by DPPKAD whether external obstacles such as less awareness from society to pay tax, or internal obstacles such as less effetiveness of employee’s performance. Therefore, the recommended suggestions from the researcher are optimization of advertisement managemnet which was done by increasing employee of DPPKAD’s performance and reducing or ommiting obstacles which along the period became obstacles in advertisement management in order to get advertisement tax income maximumly.

Abstract

School Operational Assistance Fund is a central government assistance to all schools Elementary and Junior High School, including the Open High School, High School, Vocational High School and The Independent Learning Activities held by the community, both public and private in all provinces in Indonesia. With the School Operational Assistance program funding, schools are required ability to be able to plan, implement and evaluate and be accountable for the management of the educational costs transparent to the public and the government.The study, titled Process Implementation of School Operational Assistance (BOS) at SMK Negeri 7 Semaarang City aims to determine the process of implementation of the BOS program at SMK Negeri 7 Semarang. In addition, to know the various problems that arise in implementing the Operational School in SMK Negeri 7 Semarang. This study uses a mixed method research with data collection through interviews and questionnaires.Based on the results of the study showed that the level of effectiveness of the implementation process of the School Operational Assistance (BOS) at SMK Negeri 7 of Semarang is influenced by several factors, factors Human Resources (HR), communication, attitudes implementing and coordinating factor. The problems that must be faced by schools is their failure to provide socialization of BOS to parents, the failure in the manufacture of LPJ, as well as ignorance of the teachers of the operational guidelines BOS policy guidelines. These constraints can occur because BOS Program is a new program so that schools need time to adapt and get used to all regulatory guidelines elaborate guidelines.

Abstract

AbstrackThe applicaion of the principle – principle of good governance to improve theperformance of the public service to become one of the main things to establish goodgovernance in serving the community. The role of employee performance becomevery important because in serving the public employees government be in theforefront in the creation of good governance. Performance employee in the service ofcapital investment and integrated service of Klaten as public servants in the licenceare expected to serve the community in accordance with the rules of the order.Research methods used in this study is the method mix approach technique ofdata collection through the Questionnaire and interviews, the study document. Therespondent in this study was the head of licensing, complaints and capital investment.The research results showed that the application of the pronciple – principleof good governance is in compliance and performance measurement officer in theservice of capital investment and integrated sevice of klaten regency entered in thecriteria of good, the highest indicator is on the level of service and procedures claritylowest indicator exist at the level of the reasonableness of the cost. Overallcommunity satisfaction index against the performance of employees in the service ofcapital investment and licensing integrarted klaten regency that is GOOD.Recommendations which could be awarded against the application of theprinciple – prinple of good governance in inproving the performance of publicservice aparatur in klaten regency is DPMPT SP the service of carrying out the workand response ablity training work periodically for employees with the perpose of theemission and vision of the department could be reached and serve the community inaccordance with the existing.Key Words: Good Governance, Performance Measurement, DPMPTSP, Klaten

Abstract

Lingkungan merupakan aset penting dalam kehidupan manusia. Sehingga Perlindungan terhadap lingkungan hidup merupakan hal penting. Undang-Undang Nomor 32 tahun 2009 diharapkan dapat mengakomodir pengelolaan dan perlindungan lingkungan dengan baik. melalui BPBD sebagai implementor. Undang-Undang Nomor 32 tahun 2009 belum dapat berjalan dengan baik. Salah satu faktor yang menyebabkan buruknya implementasi UU nomor 32 tahun 2009 adalah faktor komunikasi. Penelitian ini bertujuan untuk menganalisis proses komunikasi dalam implementasi undang-undang Nomor 32 tahun 2009 di Kabupaten Pelalawan. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif, dimana metode dilakukan dalam satu waktu. Dalam memperoleh data peneliti melakukan wawancara pada Badan Penanggulangan Bencana Daerah Kabupaten Pelalawan, Wahana Lingkungan Hidup Riau, dan Masyarakat dari desa terdampak kabut asap. Peneliti juga menggunakan data sekunder dari data dokumen tentang kebijakan Undang-Undang Nomor 32 tahun 2009 dan sumber kepustakaan lain seperti buku dan jurnal.Hasil penelitian menunjukan bahwa penyelenggaraan Undang-Undang Nomor 32 Tahun 2009 tentang Pengelolaan dan Perlindungan Lingkungan Hidup belum membawa perubahan ya signifikan terhadap kinerja atau pun kasus kebakaran hutan yang ditangani Pemerintah Pusat, Pemerintah Daerah, ataupun BPBD dalam menangani Penanggulangan Bencana Kabut asap. Proses komunikasi yang buruk adalah salah satu penyebabnya. Manajemen yang buruk, dan minimnya sarana prasarana yang mendukung dan sumber daya manusia yang kurang memadai menjadi penghambat Undang-Undang ini dapat terlaksana dengan baik.Rekomendasi yang diberikan kepada BPBD Kabupaten Pelalawan dan Pemerintah daerah adalah mengevaluasi kembali kembali pelakasanaan implementasi kebijakan yang ada dan harus mampu mengakomodir kebutuhan segala pihak, memenuhi hak masyarakat dan mejalankan kewajiban yang baik sebagai implementor.Kata Kunci : Implementasi Kebijakan, Pelayanan Publik , Pengelolaan Lingkungan Hidup, Perlindungan Lingkungan hidup

Abstract

ABSTRACTIONThis research is focussed on knowing, studying, and analyzing about The Effectiveness of Ombudsman RI Representative Central Java in Implementing The Monitoring Function of the Computer-Based National Test of SMA/SMK/MA in Central Java. In other hand, it will see the factors which influences The Effectiveness of Ombudsman RI Representative Central Java doing its function.The experimental method used descriptive qualitative. The data sources from the primary data through in deep interview with key person. Meanwhile, secondary data sources from documentary, achieve approach has been used in this research aimed for understanding key person response to the supporting expression on the real fact. Then it can be disscussed and make a conclusion based on the result of research by writting, words or sentences.The Effectiveness of Ombudsman RI Representative Central Java is important thing to measure in case this department will be useful and whatever the task and function is appropriate. The result of this research shows that Ombudsman RI Representative Central Java hasn’t effective yet because the purpose the monitoring hasn’t achieved. Ombudsman RI Representative Central Java can’t make sure the held of the Computer-Based National Test of SMA/SMK/MA in Central Java running well, orderly and accountable as well as written in the news letter of Ombudsman RI Representative Central Java. Abstract

Currently Semarang City government has been intensively carry out improvements to the implementation of government information towards good governance through public information disclosure is packed with good public service. This is intended to facilitate the public in obtaining various information in the information of the government. During this time, information disclosure is considered important for some people, while ordinary people sometimes take little care of it.The formation of perceptions needs to be built so that people can use the information provided by the government. Therefore, good governance is the practice or procedure of government and society managing resources to solve public problems. This study aims to explain how the public perceptions of Semarang city against public information disclosure. The method used in this research is qualitative, by doing data collection techniques using interviews, observation and literature study. Data analysis is done by data reduction phase, data presentation, verification and conclusion.The results showed that 1) Semarang City knowledge about the existence of KIP has not been fully referring to UU KIP. 2) lack of understanding of the community abaout the implementation of KIP. 3) people's assessment of KIP generally tends to require only satisfactory outcomes but does not change their behavior to participate in government. The solution to overcome this is the government is more proactive by providing intelligence to the community through innovative programs related to public information disclosure.Keywords: Good governance, Public information disclosure, Perception

Abstract

PT. PRPP Central Java is one of the BUMD of Central Java Province that manages the PRPP and Grand Maerakaca areas. As a BUMD PT. PRPP Central Java has an obligation to pay dividends to the Central Java provincial government. In the period 2012-2015, PT. PRPP Central Java is still not able to provide dividends to the Central Java Provincial Government. The purpose of this study is to determine the effectiveness of the management of PT. PRPP of Central Java and the factors that caused PT. PRPP Central Java has not been able to provide dividends to the Central Java Provincial Government.The research method used is qualitative research with data collection technique that is observation, interview, document, and audio-visual material. Informant in this research is board of PT. PRPP Central Java, employees of PT. PRPP Central Java, Head of Sub Division of PID and BUMD of Central Java Province, and the people of Semarang City.The results showed that the effectiveness of PT. PRPP Central Java has been quite effective seen from the three indicators of quality, productivity, and growth. Factors that cause PT. PRPP Central Java has not been able to provide dividends to the Central Java Provincial Government is the change of management from the foundation to the form of Limited Liability Company, limited working capital for the development of the company. Recommendations that can be addressed to PT. PRPP Central Java is to maximize the assets of PRPP and Grand Maerakaca by building new facilities and organizing interesting events.Keywords: Management Effectiveness, PRPP Jawa Tengah Corporation

Abstract

Abstract

Community Based Forest Resource Management (CBFM) is a system of forest management conducted jointly by the company and community, or the company and community with other interested parties (stakeholders) to share the soul, so that common interest to achieve sustainability of the functions and benefits of forest resources can be realized in an optimal and proportional. Along the way, the implementation of CBFM systems create conflict between the parties. The reason is because many stakeholders interested in the forest, while each of parties have many different needs and objectives. This research uses qualitative research methods with techniques of data collection through indepth interviews (depth interviews) and analysis of documentation. The results showed that the social conflict in Randublatung’s forest happened since colonial times untill this time is caused by some factors. Social conflict is caused by four factors: differences in perception, differences in interests (economic), changes in values and recognition of land ownership. Perhutani has done a variety of ways to resolve and reduce the conflict, such as socialization of CBFM, education and skills training, PLDT, providing support and so on. Based on the result, this research recommends some alternatives for conflict resolution, through a collaborative approach with open communication with the public space, management of forest resources are more participatory, improving the quality of human resources, and strengthening the management of organization.
