Abstract

TikTok is ranked 1st place in the period from January to December 2022. There have been suspicions over TikTok's efforts to further prosper its business through an initiative called Project S via TikTok Shop. Therefore, recently the government established Regulation of the Minister of Trade of the Republic of Indonesia Number 31 of 2003. With this policy, TikTok Shop stopped operating on October 4, 2023 due to violations of socio-commerce rules. This study aims to explore perspectives related to post-closure policies of TikTok Shops in relation to supporting the sustainability of MSMEs in Indonesia. This research uses a qualitative descriptive research method with phenomenology and case study approach. Data collection techniques through interviews with MSMEs and TikTok Shop users and literature studies. It is concluded that although the weakening of the conventional MSME market is not necessarily caused by e-commerce only, this policy is considered a good step to be taken to anticipate the threat of rampant trade from abroad that can threaten Indonesian MSMEs. MSMEs that have indeed utilized the TikTok Shop feature will still be able to use TikTok as a social media service for promotional means, only the transactions will be connected to other platforms.

Abstract

This research aims to analyze the implementation of the prefectural system in Indonesia, examining its historical development, current application, and future trajectory in regional governance. This study employs a qualitative research design, utilizing a case study approach across several provinces in Indonesia. Data collection involved in-depth interviews, document analysis, and field observations to capture the nuances of the prefectural system's operation within different regional contexts. The prefectural system in Indonesia originated with the enactment of regional government laws and became more prominent after the New Order. It involves dividing the national territory into smaller administrative regions, with governors representing the central government, and features both deconcentration and decentralization. While previous studies have focused on decentralization and autonomy, this research highlights how these processes reinforce the prefectural system. This study provides fresh insights into the prefectural system's evolving role in Indonesia's decentralized governance. Unlike earlier works, it examines how the system balances central and local powers, anticipating its growing importance as Indonesia refines its decentralization policies.

Abstract

Munculnya pandemi Covid-19 menjadi hambatan dalam pemberian layanan di Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Tangerang Selatan. Hal ini disebabkan karena masyarakat tidak diperbolehkan untuk berkerumun, harus tetap menjaga jarak, dan selalu menggunakan masker. Pandemi juga sempat menyebabkan bottle neck dalam pemberian layanan karena adanya keterbatasan kapasitas ruangan yaitu sebanyak 42 orang dan terdapat antrian kolektif pengurusan dokumen adminsitrasi kependudukan. Penelitian ini bertujuan untuk mengetahui inovasi dan tipologi inovasi berdasarkan teori Halvorsen, dkk (2005) yang dilakukan di Disdukcapil Kota Tangerang Selatan pada masa pandemi. Penelitian ini menggunakan metode kualitatif dengan jenis penelitian kepustakaan (library research). Hasil penelitian menunjukkan bahwa inovasi yang dilakukan oleh Disdukcapil Kota Tangerang Selatan pada masa pandemi adalah inovasi 3 O (Online, Offline dan Ojol). Inovasi ini merupakan gabungan dari 25 inovasi yang telah dilahirkan oleh Disdukcapil Kota Tangerang Selatan. Berdasarkan teori Halvorsen, dkk (2005), hasil penelitian menunjukkan bahwa inovasi di Disdukcapil Kota Tangerang Selatan sesuai dengan keenam tipologi inovasi yang disampaikan oleh Halvorsen, dkk. Tipologi inovasi yang paling mendominasi adalah conceptual innovation dan process innovation. Kedua inovasi ini berimplikasi pada keempat tipologi inovasi lainnya yaitu improved service, administrative innovation, system innovation dan radical change of rationality.

Abstract

This study aims to describe the implementation of the Regulation of the Head of the National Archives of the Republic of Indonesia Number 23 of 2011, specifically concerning static archive storage space, which applies in the National Archives of the Republic of Indonesia (ANRI) environment in supporting sustainable static archive preservation. Maintaining stable temperature and humidity in static archive storage space is an obligation for an archival institution, considering that Indonesia is a tropical country. Unfortunately, maintaining stable temperature and humidity is still supported by facilities that are energy-consuming and have the potential to threaten environmental sustainability. This study is a descriptive qualitative study. Data collection involved interviews, observations, and document reviews relevant to this study. The results of the study indicate that the interests that influence the implementation of the static archive storage space policy are the interests of preserving the static archives themselves, so that the National Archives of the Republic of Indonesia is making great efforts to achieve these interests. The implementation of this policy has provided benefits in the form of preserving static archives, both in terms of physical and information contained therein. Resources in the form of facilities to maintain stable temperature and humidity in static archive storage space consist of an air conditioning system/ air conditioner (AC), dehumidifier, sorb dry, electrical energy, and generator.
