Abstract

This research aims to analyze the implementation of the prefectural system in Indonesia, examining its historical development, current application, and future trajectory in regional governance. This study employs a qualitative research design, utilizing a case study approach across several provinces in Indonesia. Data collection involved in-depth interviews, document analysis, and field observations to capture the nuances of the prefectural system's operation within different regional contexts. The prefectural system in Indonesia originated with the enactment of regional government laws and became more prominent after the New Order. It involves dividing the national territory into smaller administrative regions, with governors representing the central government, and features both deconcentration and decentralization. While previous studies have focused on decentralization and autonomy, this research highlights how these processes reinforce the prefectural system. This study provides fresh insights into the prefectural system's evolving role in Indonesia's decentralized governance. Unlike earlier works, it examines how the system balances central and local powers, anticipating its growing importance as Indonesia refines its decentralization policies.

Abstract

International communication is one important aspect in a dialogue of culture and in a process of communication we should concentrate in a problem of the interrelated phenomena of language and culture within the context of bilingual communication. Language and culture interference are important aspect to be considered with regard to teaching of plurilingual learners, whose communicative competence is formed on the basis of several linguistic and cultural systems that interact with each other and exert mutual influence. Interference is an important aspect not only in linguistic, not only in the method of teaching but also in culture too. After pandemic era we practically have a new view of communication - Online communication, that is defined as perceptual-verbal interaction connected with acts of cognition and creation of meaning-forming systems, manifested in a whole set of principles, among which there are: 1) dialogueness and communicability; 2) visual-perceptual experience; 3) interpersonal communication; 4) a tool for cross-cultural dialogue; 5) a linguistic component.

Abstract

Self-regulated learning (SRL) is an essential skill for university students, empowering them to manage their academic endeavors through goal-setting, self-monitoring, and reflection. This study explores the implementation of SRL strategies to promote learner autonomy, focusing on the interplay of technology, culture, and education. Using qualitative methods, the research analyzed data from interviews, observations, and document analysis involving students and educators. Findings reveal that while students excel in goal-setting (75%), engagement in monitoring (60%) and reflection (25%) remains limited, inhibiting the full SRL cycle. Challenges such as unfamiliarity with SRL (60%), poor time management (50%), and inadequate feedback (40%) further hinder adoption. Educators emphasize SRL in feedback and goal-setting (80%) but struggle with embedding it comprehensively in curricula (50%). The study highlights technology's potential to scaffold SRL through tools that enhance feedback, progress tracking, and personalized learning. To foster learner autonomy, the research recommends structured training for students, professional development for educators, and curriculum realignment to address cultural and systemic barriers. These insights aim to advance inclusive, learner-centered environments in higher education
