Abstract

Change order at project of road cobstruction almost cannot avoid. Change of work happened because of field needs, and completeness of physical work to be in line with the initially project’s purpose. Some research of change order can influence by efficiency, execution, degradation of profit, disput and claim, losing productivity and degradation of performance. The research done by exploring form former research about change order, and looking at those research is the any opportunity to check furthermore with paying attention to the factors which not yet checked. The research conducted by 4 analysed phase to former research those are not research about change order., and looking at those 1 and phase 2 referred as seeking phase of step., phase 3 refeered as analysis phase, and phase 4 reffered as discovery phase. The research result found that variable of change order can be developed furthermore by researching the influence of change order to construction project performance related to losing productivity with model. Keywords : Change order, Soft model, Developing models.   Abstrak   Change order pada proyek konstruksi jalan hampir tidak dapat dihindari. Perubahan pekerjaan terjadi karena kebutuhan lapangan, dan untuk menyempurnakan pekerjan fisik agar sesuai dengan tujuan semula proyek. Beberapa penelitian Change order menunjukkan bahwa change order dapat juga mempengaruhi efisiensi, pelaksanaan, penurunan profit, klaim dan perselisihan, kontingensi, kehilangan produktivitas, dan penurunan performa. Tujuan penelitian adalah meneliti faktor-faktor change order pada kehilangan produktivitas dan performa proyek konstruksi, berdasarkan penelitian terdahulu mengenai pengaruh change order pada proyek konstruksi. Penelitian dilakukan dengan menggali dari penelitian terdahulu tentang change order, dan melihat penelitian-penelitian tersebut apakah ada peluang untuk meneliti lebih lanjut dengan memperhatiakn faktor-faktor yang belum diteliti. Penelitian dilakukan dngan 4 fase analisis terhadap penelitian terdahulu yaitu fase 1 dan 2 disebut fase pencarian langkah, fase 3 disebut fase analisis dan fase 4 disebut fase penemuan. Hasil penelitian mendapatkan bahwa variable change order dapat dikembangkan lagi dengan meneliti pengaruh change order terhadap performa proyek kostruksi dikaitkan dengan kehilangan produktivitas dengan permodelan. Abstract

Two generally method / tools which used in project construction management system in Indonesia and the name are CPM (critical part method) or network planning and Bar Chart. The system used general method called conventional management system. Nowadays, was appeared one of a new system which seldom to applied in Indonesia, it is called LPS (last planner system). This research, researcher doing analyzed the differences between LPS and conventional management system. The result which obtained in this research are LPS dominated to accentuates team collaborative in the scheduling planning, resource allocation, control and enhance of work productivity, issue solved, regularly scheduling planning. Conventional management system more rely on the way CPM and Bar Chart working in that system with project manager decision. Planning of the schedule in this system doing by scheduling team. rescheduling in this system is not routine, it’s depend by construction progress. CPM and Bar Chart methods is influence on LPS. The both of methods was appeared in master scheduling, look a head scheduling, weekly work planning, shielding production, workable back log, percent plan completed and reliable promise process

Abstract

EPC Project is one form of the concept of project management delegate responsibility for the activities of design / design (Engineering), procurement of material / equipment (Procurement) and the construction (Construction) to the EPC contractor. These projects are often found in large-scale projects, commonly known by the term special projects, such as construction or manufacturing industries such as oil refineries, fertilizer plants, which require a large investment in the thousands of items and activities. EPC Project quality control system is very interesting to note given the number and types of activities that the EPC contractor faced so much beyond the capacity of traditional projects. For example, this research takes a case study in EPC Project 1 Banyu Urip, Cepu Block. The purpose and objective of this thesis is to investigate the process scheme engineering, procurement, and construction EPC project, distinguishing characteristics of quality management systems in the EPC projects with traditional project, as well as to determine the function of the quality of a traditional and EPC projects, whether prioritizing Quality Inspection, Quality Control, Quality Assurance, or Total Quality Management. The survey results revealed that the control system is more complex EPC projects than in traditional projects, because it has special handling, as well as every detail of the work has reference document as proof of the quality of quality have been met, except that there are a variety of disciplines involved so we need a coordination good in each discipline. Either the EPC project or the traditional project implementing quality function based Quality Inspection, Quality Control, and Quality Assurance that the owner was completely satisfied with the results of the EPC contractor's performance even though there are thousands of jobs that need to be addressed.

Abstract

The tornado disaster in Ciamis Regency damaged 55 buildings, including the Panawangan District Office. The aim of this research was to identify the condition and level of damage to the Light Steel Roof Frame Structures that were damaged and determine the ranking or percentage of damage. By making direct observations at the location of the incident. The result is that: The roof covering element uses zincalum metal with the batten frame partially damaged on the left side of the building above the hall and the right corner of the front of the building. The battom chord, top chord and web elements are partially detached. The trim element made of GRC material is damaged. came loose, and the Gypsum ceiling elements with hollow frames fell on the outside and inside the hall. The percentage of damage obtained is 14.50% and the damage level ≤ 30% is categorized as Light Damage.

Abstract

Outcome-based education (OBE) means clearly focusing and organizing everything in an educational system around what is essential for all students to be able to do successfully at the end of their learning experiences. This means starting with a clear picture of what is important for students to be able to do, then organizing curriculum, instruction, and assessment to make sure this learning ultimately happens. Therefore, this study aims to analyze the perceptions of lecturers and students regarding the implementation of OBE in the Faculty of Engineering. There are six variables used in this study, i.e., statement of student’s achievement, relevance of student’s achievements, subject’s preparation, teaching and learning process, supporting facilities, and evaluation. The indicators are generated according to the literature review and interview with experts, resulting 51 indicators. There are 103 students and 79 lecturers to be selected as the respondents. The respondents are asked about their opinions regarding the OBE implementation according to those indicators. Results show that from the perspective of lecturers, OBE is very well implemented regarding the variables of statement of student’s achievement, relevance of student’s achievements, and teaching and learning process; while the others are well implemented. However, from the perspective of students, OBE is fairly implemented regarding the variable of supporting facilities; while the others are well implemented.

Abstract

Kemampuan untuk mengelola risiko sangat tergantung pada karakteristik proyek dan harus memperhitungkan kerentanan dalam penilaian risiko. Dalam proses pengembangan properti, kerentanan merupakan karakteristik sistem yang akan menciptakan kemungkinan adanya pengaruh kerusakan, bahaya, dan kegagalan yang berpengaruh pada penilaian risiko. Proses manajemen risiko merupakan salah satu langkah yang dapat dilakukan untuk menciptakan perbaikan berkelanjutan. Tahapan yang dilakukan dalam penelitian ini meliputi: identifikasi sumber risiko, tahap identifikasi faktor risiko, tahap identifikasi tingkat ancaman, tahap identifikasi tingkat kerentanan, tahap identifikasi tingkat kapasitas, tahap analisis risiko, dan penentuan risiko prioritas. Pengumpulan data dilakukan melalui wawancara dan pengisian kuesioner oleh narasumber yang terlibat dalam pengembangan properti pada Kawasan Garuda Wisnu Kencana Cultural Park (GWK).  Hasil penelitian menunjukkan bahwa faktor risiko yang mendapat prioritas untuk dimitigasi dan dimonitoring secara terus menerus adalah: risiko investigasi dan perizinan, risiko analisis penyelidikan tanah, risiko pembelian lahan, risiko pengawasan anggaran proyek, dan risiko target pembiayaan pembangunan. Tingkat risiko pada pengembangan Garuda Wisnu Kencana Cultural Park kategori sedang. Proses manajemen risiko pada penelitian ini dapat diterapkan pada proyek pengelolaan properti untuk membantu pihak yang berkepentingan membuat keputusan dalam berinvestasi properti.

Abstract

Amid increasingly fierce competition in the construction industry due to the growing number of service providers and limited market share, achieving optimal cost performance, timely delivery, quality compliance, and zero workplace fatalities has become more challenging. To monitor project performance effectively, companies must establish Key Performance Indicators (KPIs) as benchmarks for project evaluation. One internal factor within PT. PP Persero Tbk is the centralized e-procurement system, which plays a crucial role, especially in EPC (Engineering, Procurement, and Construction) projects. Data from 2020–2022 indicates delays across centralized e-procurement processes in all projects, with procurement delayed in 7 out of 10 required steps: technical clarification, price negotiation, required negotiation evaluation documents, negotiation evaluation, objection period, contract draft review, and final contract wet signatures leading up to contract release. This highlights a suboptimal e-procurement progress performance. This study involved a survey comprising 61 variables related to the potential impact of e-procurement on progress performance, distributed among internal and external stakeholders. Validity and reliability tests were conducted prior to analysis using principal component analysis (PCA). A total of 43 respondents completed the survey. The results of the validity and reliability tests confirmed that all 61 variables were valid and reliable. PCA results identified 16 principal components, with 25 variables exhibiting positive loadings in Component 1, 18 variables in Component 2, and the remaining variables distributed across Components 3–6. The study indicates that focusing on Components 1–6 can serve as a priority framework for addressing variables to significantly improve e-procurement progress performance.

Abstract

Kerukunan antar umat beragama adalah kondisi di mana individu, kelompok, dan komunitas dengan keyakinan yang berbeda dapat hidup bersama secara harmonis dalam suasana damai dan saling menghargai, mengakui serta menghormati perbedaan agama, keyakinan, dan budaya. Kantor Urusan Agama (KUA), sebagai bagian dari Kementerian Agama, seharusnya tetap memainkan peran penting dalam memperkuat moderasi beragama. Mengingat KUA tersebar di setiap kecamatan, hal ini memberikan kesempatan yang lebih besar bagi mereka untuk berinteraksi secara lebih dekat dengan masyarakat. Dengan demikian, mereka dapat lebih efektif merangkul masyarakat secara lebih mendalam dalam upaya penguatan moderasi beragama ini. Serta juga perlu di tanamkan sikap contoh dari para orang yang dianggap berpengaruh.. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi lapangan, dengan mengunakan metode wawancara. Abstract

Identifying risks in construction projects is essential for anticipating hazards and developing effective risk management measures. The intricacy of construction projects encompasses numerous aspects that can impact their effective completion, including the risk of worker accidents in the field. This study aims to identify Occupational Safety and Health (OHS) risk factors in foundation work through a literature review using the Publish or Perish application. Literature was obtained through the Google Scholar and Crossref databases, with a maximum search limit of 100 articles, and was limited to the 2020–2025 period to ensure relevance to current conditions. Search phrases used included risk management, risk identification, occupational safety and health, and foundation, with literature selected based on the suitability of the title and its relevance to the research objectives. The study findings reveal 11 potential hazards, with five predominant risks: being struck by construction materials, being impacted or ensnared by heavy machinery, falling into dig sites, sustaining puncture or laceration injuries from sharp objects, and experiencing ocular ailments due to exposure to materials or dust. These findings affirm that foundation work presents a considerable hazard, necessitating the implementation of risk control hierarchy, such as elimination, engineering methods, administrative measures, enhancement of worker safety behavior, and adaptation to contextual dynamics to fortify the safety culture in construction projects.

Abstract

The Mandatory green building certification has emerged as a central policy tool to advance sustainable development and reduce the environmental impacts of the construction sector, yet in Indonesia, it operates within a hybrid regulatory framework that combines statutory rules with non-state technical standards. This study examines whether such mandatory certification is legally sound, economically rational, and proportionate in relation to the burdens it imposes on regulated actors. Using a juridical–economic approach, the research integrates doctrinal legal analysis with public policy economics by examining national statutes, ministerial and regional regulations, and private certification standards, alongside academic literature and international policy reports. The analysis is conducted qualitatively through legal interpretation, cost–benefit reasoning, and a proportionality test based on the criteria of legitimate aim, suitability, necessity, and proportionality stricto sensu. The findings show that mandatory green building certification clearly pursues a legitimate public objective, environmental protection and sustainable development, but its implementation raises concerns about legal certainty and distributive justice. Reliance on non-state standards without explicit statutory delegation creates normative ambiguity, while significant upfront compliance costs for design, technology, and certification disproportionately affect small and medium-sized enterprises. As a result, the policy satisfies the requirement of a legitimate aim but does not fully meet the elements of necessity and proportionality in the strict sense, since it is not always the least restrictive or most balanced means of achieving environmental goals. The study’s novelty lies in its integrated legal–economic assessment of green building certification through the principle of proportionality, offering a holistic framework that evaluates environmental regulation not only as a matter of legal validity but also as an instrument of economic rationality and fair burden-sharing in public policy.
