Abstract

Local election in Parepare City which won by Taufan Pawe-Faisal Andi Sapada (TP-FAS) in one round is caused by several strategies that is not used by their competitors. Start from political support, financial support, national figure support, creativity and innovation, campaign methods, and also NGO’s support. There are several strategies that are used by other, but it is not suitable with local people structure. TP-FAS has won to indicate what people want and how to make it usefull for them.

Abstract

The Indonesian government in overcoming the increasingly widespread spread of Covid-19 by issuing a Large-Scale Social Restriction (PSBB) policy. The purpose of this study was to determine the effectiveness of the tax relaxation policy in overcoming the problem of reducing tax participation rates in the tourism sector in Indonesia during Covid-19. The research method used is the model-building method with a descriptive approach. The results of this study of tax easing can be successful in improving the economic situation in a country. The Covid-19 pandemic can enable the Indonesian government to learn to act decisively in making decisions. Taxation efforts that can be made to overcome the decrease in the tax participation rate of the tourism sector in Indonesia during Covid-19 can be done by 1) Improving the tax administration system such as updating databases, monitoring, monitoring and reporting, 2) In planning and handling, predicting tax targets and other regional revenues should not only be based on the prior year of realization, but must also consider the real potential, average growth, economic conditions, as well as political and social conditions, 3) In order to optimize regional revenue it is quite valuable for policy makers to consider priorities for increasing efforts intensification rather than increasing extension efforts in the field of tax collection systems, 4) Implementing rewards and punishments to create tax compliance for taxpayers and administrators and 5) Allocation and distribution of tax funds must be clear and transparent so that it can convince the public t to stimulate their awareness and obedience.

Abstract

The development of technology in Indonesia is very fast today. So that technology becomes a necessity that must be owned by everyone. Such as information technology that can be used by every community for their daily needs. Therefore, the government takes the opportunity to create quality services by utilizing information technology called e-government. the concept of e-government is the provision of public services that are good governance. Where all aspects contained in good governance are reflected in e-government. The researcher uses descriptive qualitative research using Miles and Huberman data analysis model. The parameter of e-government progress during the pandemic is that it has used a lot of application software on websites and information systems that support the implementation of office tasks and services to the community. The weakness is the management of information systems in some work units that focus on their respective fields of work. To improve e-government management, recommendations are given to integrate information systems for e-government management in order to improve the performance of public services.

Abstract

As information and technology develop the use of technology in various sectors has increased, including in the governance sector. Electronic governance was on the rise, especially with the limited mobility and social interaction restrictions during international health crises. Electronic government studies the use of information and communication technology within the public sector and holds the potentials of transformational government. The adoption of electronic governance in the public sector has created a revolution in the government’s administration and contributed to the improvement of accountability, efficiency, and transparency. The rationality of electronic governance is often associated with the increase of democratic participation through electronic government framework, involving a series of large-scale innovation projects and system that is technology-oriented. Through literature study, the researcher tried to analyze the implementation of electronic government to increase democratic participation through the use of mobile government by elaborating the functions electronic government can offers. The study reveals that electronic governance could provide open government data that opened a forum for citizens to debate over the issue concerning the government’s system that may solve several issues such as the low number of democratic participation and corruption.

Abstract

The research purpose to examine collaborative governance, the potential and opportunities for the Nusantara New Capital City. The research design utilizes a qualitative exploratory method, where collected data is then analyzed using descriptive techniques. The results showed that the realization of collaborative governance in the development of Nusantara New Capital City has not been optimized due to less intensive and sustainable communication.; low levels of trust among local stakeholders; failure to build ownership and lack of transparency in achievements; lack of shared vision, mission, and perspective on resolving common issues; suboptimal realization of common values in the development of Nusantara New Capital City; achievement of only 38.1% completion progress in development; and the realization of strategic planning being less accelerated. The model for the collaborative governance optimization of Nusantara New Capital City is developed as a model emphasizing the empowerment of equality and proportional aspects of local stakeholders supported by accommodated regulation. The model can be applied to various collaborative governance objects and in other regions because it is developed according to the flexibility, conditionality, actuality, and factual nature of the issues

Abstract

Various issues in regional financial management that remain suboptimal hinder the effectiveness, efficiency, transparency, and accountability of public service delivery. Therefore, the objective of this research is to analyze how digital transformation in regional financial management can support the creation of agile government within the context of bureaucratic reform 4.0. The research employs a descriptive method with a literature study design, utilizing descriptive analysis techniques. The findings indicate that the digital transformation of regional finances is not yet optimal, still hampered by a lack of understanding and training for officials, as well as disparities in technological infrastructure and challenges such as resistance to change and insufficient infrastructure. Overall, digital transformation and agile government mutually reinforce efforts toward bureaucratic reform and the enhancement of public service quality in Indonesia. A strategic approach to optimizing the digital transformation of regional financial management to achieve agile government in bureaucratic reform 4.0 emphasizes the creation of a new bureaucratic culture that is responsive, agile, and intelligent, along with competent human resources, effective work programs, and the rapid achievement of maximum results supported by the integration of technology. This approach is represented through technological innovation, collaboration, a focus on public service quality, training, sustainability and adaptation, as well as regular monitoring and evaluation. It is recommended that local governments collaboratively establish a forum for accelerating the digital transformation of regional financial management across stakeholders, involving the participation of various community elements.

Abstract

The Indonesian e-Government index for 2020 is internationally ranked 88, up 19 points from the previous ranking of 107 in 2018. This increase results from e-Government implementing agencies and an increase in public participation and contributions from research institutions. It always contributes to e-Government issues theoretically and practically. The results of studies related to the implementation of e-Government are also needed to answer the current problems and become a reference of e-Government development following Indonesian conditions. This study explores the studies that have been carried out during the last five years using the perspective of Indonesia's e-Government Ranking (PeGI), namely the dimensions of policy, institutional, application, infrastructure, and planning. The study used a literature review method with data sources obtained on the Garuda Ristek portal BRIN-Indonesian Publication Index. The number of articles collected was 45 articles which were then grouped based on the PeGI dimension, research methods, and types of e-Government relations. The results show that the perspective of the dimensions of the Indonesian e-Government Ranking can be a reference to see a picture of the conditions of e-Government implementation and the influencing factors. Furthermore, studies related to e-government issues can provide input information and recommendations for solutions to e-Government administrators. Therefore, it is necessary to increase the number of studies on e-Government in Indonesia supported by the government and related institutions to improve the quality of Indonesian e-Government.

Abstract

Information security in the Electronic-Based Government System (SPBE) of the DKI Jakarta Provincial Government is not yet optimal. The study found that 682 applications are vulnerable to cyber attacks, including the JAKI application in 2023. The causal factors include inadequate security budgets, insufficient personnel with BSSN certification (only 14 out of 31), and infrastructure that does not meet the ISO 27001: 2022 standards. Additionally, Information Security Standard Operating Procedures (SOPs) are not yet available in every Regional Apparatus Organization (OPD), and support from the Regional Council (DPRD) is still minimal. This study aims to analyze the deficiencies in SPBE information security in DKI Jakarta and provide recommendations for improvement. The theoretical foundations used are Government Science, Information Security, and Public Policy Implementation. The research method employs a qualitative approach, using secondary data analysis from official reports and literature reviews on public policy implementation and information security standards. The study concludes that increased budgets, personnel training and certification, as well as infrastructure and SOP improvements are urgently needed. As a global city, Jakarta must improve its information security to protect its data and reputation, thereby enhancing the overall information security index. The recommendations include increasing the information security budget to 6-10% of the total SPBE budget, providing training and certification for all relevant personnel, updating the infrastructure to meet the ISO 27001:2022 standard, and developing and implementing Information Security SOPs in each OPD . Strong policy support from the DPRD is also crucial to strengthen these efforts and support Jakarta's position as a Global City.
