Abstract

The study of local government innovation in arts development aims to comprehensively reveal and explain the forms of innovation applied by the Bantaeng Regency Government in accelerating agricultural development in the fields of horticulture, plantations and animal husbandry. This study uses a descriptive qualitative approach with phenomenological research to describe and explain the contribution of agricultural innovation in improving farmer welfare and food security in Bantaeng Regency. To obtain valid information, informants are determined by purposive sampling.To government officials and farmer groups involved in the fields of horticulture, plantations and animal husbandry with the hope that the interviewed informants and the implementation of the FGD understand the substance of the problem. The results of the study show that there are two main reasons for local governments to innovate in the agricultural sector, including the increasing population of 187,626 people. and agricultural land is increasingly limited, covering an area of 27,074.45 hectares. There are thirteen innovations implemented in accelerating agricultural development in Bantaeng Regency. these agricultural innovations include: regency producing seed technology based movement cropping systems legowo-21, agro-area development, enterprises owned by village , agricultural products processing, development engineering insemination cattle, utilizing waste livestock for biogas in rural areas, utilizing food waste for livestock feeding, breeding Bantaeng taro, cultivating special durian without aroma and season, cattle business insurance, rice planting insurance, guaranteed availability of fertilizers and seeds.

Abstract

Manajemen komplain penting bagi rumah sakit karena melalui komplain pasien dapat dijadikan sebagai informasi untuk memperbaiki kualitas pelayanan kesehatan yang diberikan. Penelitian ini bertujuan untuk mengetahui dan menganalisa manajemen komplain dalam pelayanan kesehatan serta mengidentifikasi faktor-faktor yang mendukung dan menghambat di Rumah Sakit Umum Daerah Merauke. Metode penelitian yang digunakan adalah metode kualitatif. Pengumpulan data ditempuh melalui  pengamatan, wawancara dan dokumentasi terhadap informan yang terlibat langsung dalam pelaksanaan kegiatan tersebut. Proses analisis data meliputi reduksi data, penyajian data, dan penarikan kesimpulan.Hasil penelitian menunjukan bahwa manajemen komplain di Rumah Sakit Umum Daerah Merauke belum menunjukan hasil yang baik. Hanya ada kotak saran sebagai alternativ menerima keluhan yang masuk secara tidak langsung, dan dalam penanganannya belum maksimal. Hal ini terbukti dari masih lambatnya pengelolaan serta tidak adanya penyampaian informasi dari rumah sakit kepada pasien bahwa keluhan yang masuk sudah ditangani.Yang menjadi faktor pendukung dalam manajemen komplain di RSUD Merauke adalah adanya SOP dan fasilitas komplain. Sedangkan yang menjadi faktor penghambat adalah sumber daya manusia yang masih lemah dan sosialisasi tentang komplain yang belum berjalan.

Abstract

The purpose of this study was to analyze the ranking of motivation, using a survey research method with a quantitative approach. The method of collecting data is through a questionnaire containing structured statements addressed to respondents. The total population is 98 people with an error rate of 5% and the number of samples is 80 people. The results of data analysis show that there is a ranking of work motivation from two motivational factors, namely intrinsic factors and extrinsic factors. Intrinsic factors include responsibility, the work itself, and opportunities for growth, while extrinsic factors include salary, working conditions, and interpersonal relationships.

Abstract

The spirit of nationalism in youth groups is still in the question due to globalization awareness. This becomes a bigger question in border communities since they may have “split national identity” in the daily life. In most studies of nationalism, traditional and liberal notion are highlightedTamir,1993; Druckman, 1994; Ignatieff, 1994; Shulman, 2002;). Traditional nationalism mainly refers to the love of the country affected by emotional attachment as native citizens. Conversely, liberal nationalism implies to a concept of nationalism based on the value of rationality and the desire for more independent thinking. Since there has not been many studies discussing youth nationalism in border areas, this research aims to identify the nationalism dynamic of youth groups in Sebatik Island, a border area with Malaysia’s territory in North Kalimantan Province. The study used survey and interview methods with 115 twelfth-grade students of four senior high schools as the subjects. The numbers of respondents represented four sub-districts in Sebatik Island. Using purposive sampling methods, the researchers selected students who have obtained the right to vote to address their political view. The result indicated that the youths of Sebatik Island tended to have traditional rather than liberal nationalism

Abstract

The midst of the many needs for regional financing and the complexity of the needs of the citizens, of course, the regional government must be able to explore its own financial sources as an autonomous region so that the implementation of government functions can run effectively and efficiently, namely in the field of government and services to the community. In indonesia itself over the last few years, tax revenue has increased significantly, both in nominal and as a percentage of the total state revenue. On the other hand, in general, the percentage of taxpayers is still very small compared to the total population in Indonesia In this study, the author uses scott's theory. In analyzing the effectiveness of regional revenue agency in local tax services in barru district, "there is a demand to achieve the effectiveness of tax services which the researcher divides into three variables outcomes, process, and structure and on this topic the researcher will describe the achievement of the effectiveness results of the regional revenue agency in service delivery. Local taxes in the district of barru the above theory is used as a tool to analyze the problems that exist in this study. Based on the results of the study that the process of paying taxes in the district of barru is also fairly convoluted so that it is a factor in people's laziness in paying taxes, in fact an integration of the tax payment system has been carried out within the scope of bappeda but there are many obstacles such as the lack of human resources in this program and knowledge on the ongoing basis of the ease of paying taxes through applications, bappeda is also expected to be productive in innovating, for example collaborating with banks in order to facilitate tax services, because pbb taxes are now available through the application, they do not have to come directly.

Abstract

Penerapan standar pelayanan publik merupakan hal yang sangat penting dalam pelayanan publik utamanya penerbitan surat izin usaha perdagangan di kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Makassar, Penelitian ini bertujuan untuk mendeskripsikan penerapan standar pelayanan publik dalam proses penerbitan izin usaha perdagangan. Metode yang digunakan dalam penelitian adalah metode kualitatiif yang dilakukan untuk memahami fenomena yang dialami subjek penelitian. . Informan pada penelitian ini adalah petugas dan masyarakat yang mengajukan surat izin usaha perdagangan di kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Makassar. Teknik pengumpulan data adalah wawancara, observasi, studi kepustakaan dan dokumentasi. Teknik analisis data dilakukan melalui reduksi data, penyajian data dan verifikasi data. Hasil penelitian menunjukkan bahwa kepatuhan terhadap pedoman standar pelayanan publik di kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Makassar dilihat dari berbagai indikator diantaranya; persyaratan, sistem mekanisme dan prosedur, jangka waktu pelayanan, biaya pelayanan, sarana dan prasarana, serta penanganan pengaduan, saran dan masukan dalam penerbitan surat izin usaha perdagangan belum memenuhi standar pelayanan dengan baik. Saran dalam penelitian ini adalah Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Makassar perlu melakukan update secara berkala pada aplikasi serta melakukan pemeliharaan terhadap fasilitas yang ada

Abstract

In the age of Industry 4.0 and digital transformation, the government constantly innovates in implementing e-government. The use of the Civil Service Notification Information System (SINOKEN) application is an example of e-government-based public service implementation. The goal of this study was to analyze and describe the innovative results of the application of the Civil Service Notification Information System (SINOKEN) at Regional Office IX of the Jayapura State Civil Service Agency using Rogers' five characteristics of innovation, which are relative advantage, compatibility, complexity, trialability (ability to experiment), and observability (can be observed). This study employed a qualitative research method to describe what happens in the field, which will later facilitate objective and precise data related to the problem. Heads of Transfers and Employment Status, Section Heads/Coordinators for Transfers and Employment Status, Computer Staff, Employees who run the SINOKEN application, and Agencies or users of the SINOKEN application service were among the informants in this study (who represent). The study's findings showed that staffing services using the innovative SINOKEN application are measured by the five characteristics of Roger's innovation that have been well implemented and received positive responses from various vertical agencies or districts/cities in the Papua Province region. Consequently, it is still difficult to access a stable internet network in some areas and there is still a lack of resources, the SINOKEN application is gradually being used in several staffing services at Regional Office IX of the Jayapura State Civil Service Agency, especially in the Field of Mutations and Employment Status. In the Papua Province region, adequate human resources are needed in district/city regional agencies.

Abstract

Penelitian ini mengevaluasi implementasi Program Desa Maju di Indonesia dengan menggunakan teori implementasi kebijakan Merilee Grindle sebagai kerangka analisis. Studi ini bertujuan untuk mengidentifikasi faktor-faktor kunci yang mempengaruhi efektivitas program, serta mengukur sejauh mana program ini mencapai tujuannya dalam konteks pembangunan desa. Data dikumpulkan melalui metode kajian literatur yang ekstensif dan dianalisis menggunakan pendekatan analisis isi yang komprehensif. Hasil penelitian mengungkapkan bahwa kendala finansial, keterbatasan sumber daya manusia, dan kompleksitas birokrasi merupakan hambatan utama yang menghalangi efektivitas implementasi program. Selain itu, kurangnya dukungan politik dan ketidaksesuaian antara kebijakan pusat dan kondisi lokal turut mempersulit pencapaian hasil yang diharapkan. Berdasarkan temuan ini, penelitian menyarankan peningkatan kapasitas lokal melalui pelatihan dan pendidikan, penyederhanaan prosedur birokrasi, serta penguatan alokasi anggaran sebagai langkah strategis untuk meningkatkan keberhasilan program di masa mendatang
