Abstract

The purpose of this study was to analyze the ranking of motivation, using a survey research method with a quantitative approach. The method of collecting data is through a questionnaire containing structured statements addressed to respondents. The total population is 98 people with an error rate of 5% and the number of samples is 80 people. The results of data analysis show that there is a ranking of work motivation from two motivational factors, namely intrinsic factors and extrinsic factors. Intrinsic factors include responsibility, the work itself, and opportunities for growth, while extrinsic factors include salary, working conditions, and interpersonal relationships.

Abstract

For the village government, the use of information technology for village-level financial management is becoming a new aspect of its duties and functions, one of which is finance. In order to support the effectiveness of e-government-based financial management through SISKEUDES, the government issued regulations in the form of Regulation No. 20 of 2018 on Rural Financial Management by the Minister of the Interior. The purpose of the siskeudes app is to achieve responsible and transparent village governance. This study uses qualitative and descriptive methods. This research uses the theory of organizational effectiveness in the application of organizational e-government by examining three indicators, namely structure, process and results. The results show that there are still differences in the application of e-government, so e-government fails to operate effectively.

Abstract

The development of state civil servants in cases of mutation and promotion is an activity directed at increasing the capacity and competence of employees so that they can have good mental and moral attitudes and increase skills, skills and expertise in order to support employee performance. evaluation of the implementation of the development of the State Civil Apparatus in the Mutation and Promotion case study in Bulukumba Regency. The approach used is qualitative, data obtained through direct field observations, interviews and document analysis. Data analysis used is data reduction, data presentation, and drawing conclusions. The results show that the evaluation of the implementation of the development of the state civil apparatus, case studies of the implementation of transfers and promotions, such as (a) the effectiveness can be the result of employee development in accordance with the objectives of the transfer and promotion (b) the efficiency can assess how much effort is needed in developing the civil apparatus State to achieve effective results in the implementation of transfers and promotions (c) Adequacy in the development of the state civil apparatus seen from how far the level of effectiveness satisfies employees in the implementation of transfers and promotions (d) The alignment is fair to employees from policies or regulations from the implementation of transfers and promotions e) Responsiveness of employees in fostering the state civil apparatus in the implementation of transfers and promotions (f) Determination seen from the program implemented in the development of employees where the program or policy can be a solution in the implementation of transfers and promotions. Factors that influence the implementation of the development of the state civil apparatus in cases of mutation and promotion (a) Nepotism system (b) Spoil system should employees who will be transferred and promoted to avoid political factors so that the implementation of promotion of employees goes according to the established procedure. Abstract

Penelitian ini dilatar belakangi oleh kondisi kepemudaan dan olahraga khususnya kepada para atlet yang dianggap perlu perhatian dalam meningkatkan kemampuannya. Salah satu sektor yang patut untuk menjadi perhatian pemerintah daerah untuk senantiasa diberikan penguatan adalah pembinaan para atlet olahraga. Upaya terus dilakukan oleh pemerintah terkait fokus dan perhatiannya terhadap bidang pemuda dan olahraga. Dalam hal ini berkenaan dengan bagaimana kapasitas pemerintah dalam memenuhi kebutuhan publik. pemerintah juga diharpakan mampu lebih menaruh perhatian terhadap pentingnya kapasitas pemerintah agar senantiasa mampu maksimal dalam pelayanan kepada publik khususnya di pemerintah daerah. Kapasitas aparatur pemerintah daerah dalam perencanaan pembangunan menjadi isu sentral dalam implementasi otonomi daerah. Hal ini karena kemampuan aparatur pemerintah daerah menjadi pilar penyangga dalam penyelengaraan pemerintahan di daerah (Listyodono & Purwaningdyah MW, 2008). Penelitian ini bertujuan untuk menganalisis bagaimana kapasitas Dinas Pemuda dan Olahraga dalam pembinaan atlet di Kota Palopo. Untuk mengukur kapasitas tersebut, penelitian ini menggunakan 8 (delapan) dimensi oleh Aliison dan Kaye (2015), antara lain : (1) sumber daya manusia, (2) struktur dan budaya organisasi, (3) manajemen keuangan, (4) pengembangan sumber daya dan bisnis, (5) komunikasi eksternal, (6) teknologi informasi, (7) fasilitas dan peralatan, dan (8) perencanaan dan evaluasi. Penelitian ini menggunakan desain penelitian kualitatif. Hasil penelitian ini memberikan kesimpulan bahwa Dinas Pemuda dan Olahraga Kota Palopo dapat dikatakan belum cukup memiliki kapasitas dalam program pembinaan atlet.
