Abstract

ABSTRACT The purpose of this study was to determine how much influence the credibility of communicators/informant on Knowledge Level Government Apparatus Village/Sub, how much influence Logic Design Links to the Knowledge Level Government Apparatus Village/ Sub, and how much influence the credibility of the communicator/Informant and Logic Design Book the level of Government Personnel Knowledge Village/Sub. This type of research used in this research is quantitative research eksplanatif which depict or describe a problem that the results are generalizable. Quantitative eksplanatif. The result of this research is that there is a direct influence simultaneously between variables Credibility Communicators and Design Links to the Knowledge Level of 0,260 or 26%, which implies that the influence of independent variables (credibility and message design) on the dependent variable (the level of knowledge) is approximately 26%. With high credibility communicator/resource will be easily trusted by the communicant. Keywords: credibility; communicators/speaker; knowledge

Abstract

Pengamatan ini bertujuan untuk mengetahui bagaimana peran Pemerintah dan pelaksanaan yang terjadi di lapangan dalam pelaksanaan pengadaan pegawai ini. Disamping itu juga untuk mengetahui kendala yang muncul dalam kegiatan pengadaan Pegawai Negeri Sipil ini serta upaya apa yang dilakukan oleh Pemerintah Kapubaten Pangandaran dalam mengatasi kendala yang ada. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif. Sumber data pada penelitian ini adalah sumber data primer dan sekunder. Teknik analisis data yang digunakan place, person, dan paper. Teknik pengumpulan data meliputi wawancara, observasi dan dokumentasi. Berdasarkan pengamatan di lapangan, pelaksanaan pengadaan Pegawai Negeri Sipil di lingkup Kapubaten Pangandaran sudah cukup baik, tetapi masih belum dapat dilakukan penilaian maupun evaluasi dari kegiatannya. Kendala yang ada di antaranya masih adanya keterbatasan dari Pemerintah Kapubaten Pangandaran terkait adanya keterbatasan dari Pemerintah Kapubaten Pangandaran terkait kondisi Kapubaten Pangandaran yang merupakan daerah berkembang hasil dari wilayah pelekaran/Daerah Otonom Bari (DOB) serta keterbatasan teknologi yang digunakan.

Abstract

This study proposes to examine human resource management strategies that impact the performance outcomes of non-permanent (honorary) employees in the Bandung government. Qualitative research methodology was applied to gain a comprehensive understanding. This research was conducted in the Bandung City government by conducting observations and interviews with 10 participants. Furthermore, the collected data was analyzed using Atlas.ti qualitative software. All transcribed information was scrutinised and sorted based on the research questions. Data that met the research objectives were organized into sub-categories, reflecting similar characteristics. The research findings show that the performance of honorary employees in the Bandung City government is shaped by a combination of "hard" and "soft" approaches in human resource management. Improving employee performance within the Bandung City government is a top priority for the effectiveness of public services, thus requiring further improvement and a more in-depth strategic assessment. This study proposes implementing an integrated approach that includes both "hard" and "soft" human resource management techniques and the development of a culture of continuous learning and strong management dedication.

Abstract

This research aims to focus on analysing how website-based SKP in Medan City to form Smart ASN is carried out. The method used is a qualitative method with a case study approach. The data collection techniques include in-depth interviews, direct observation or observation, and documentation. Researchers used interactive model analysis as an analysis technique in this study. Data analysis begins with reviewing all available data from various sources. After reviewing, the next step is data reduction, unit arrangement, categorisation, and data interpretation. Data presentation was done with narrative text and pictures. The last stage is conclusion drawing or verification, where researchers express conclusions from the data obtained during the data collection. The results showed that the Medan City Government had encouraged organisational success through professional ASN HR performance management. One method is a measurable employee performance appraisal system using a website-based online SKP management system. The Medan City Government's working mechanism follows the Agile work scale concept. ASN core values become a strong foundation for strengthening work culture and become a guide in implementing ASN performance management to support the implementation of e-government towards Smart ASN. Smart ASN is a digital talent and leader supporting bureaucratic transformation in Indonesia. On the other hand, there are weaknesses when giving assessments to ASN by other ASN colleagues that are often not realised, namely the existence of a culture of reluctance in giving assessments. As a recommendation, coordination with the central government can overcome the overlapping management systems implemented to make it easier for ASNs to achieve their performance targets

Abstract

Background: Worried that it will impact the spread of the corona virus transmission, many library services in several regions in Indonesia have closed their services without first analyzing the strengths, weaknesses, opportunities and threats of libraries in the midst of the Covid 19 pandemic. Purpose: The purpose to find out how the strategies used to improve library facilities and infrastructure in the development of modern libraries during the pandemic. Methods: This research uses library research. In making policies related to the scenario of library service strategies in the midst of the Covid 19 pandemic, an analysis was carried out using a SWOT analysis tool, so that the policies determined would be more targeted. Result: The development of facilities and infrastructure needs to be carried out in the pandemic era. Improving digital library supporting facilities is a top priority in addition to physical facilities. Based on the SWOT analysis, it was found that policy suggestions/programs for improving infrastructure include procurement/improvement of digital library systems, procurement/improvement of servers as storage databases, improvement of digital/electronic collections, procurement/improvement of automation facilities and digital media transfer, and the need for structuring and improving facilities. and attractive and contemporary library physical infrastructure without violating health protocols.. Conclusion: The strategy for developing facilities and infrastructure in the context of developing modern libraries during the pandemic leads to increasing digital library support facilities which include procurement/improvement of digital library systems, procurement/improvement of servers as storage databases, increasing digital/electronic collections, automation and digital media transfer. Abstract

The pendulum direction of development which initially only leans in the city is now directed to rural areas. Affirmation of government policies to villages is evidenced by the distribution of Village Funds since 2015. This study aims to find out how the implementation of village fund management in village development is through the role of village governments with an approach to rights of origin and local authority on a village scale. This study uses an explanatory approach by combining a case study design with a comparative study, which focuses on conducting an in-depth study on the role of village government in village development in Sirnagalih Village, Cipongkor District, West Bandung Regency. Data sources include the Village Head, Village Apparatus, Regional Personnel, and Training Agency, Village Community Institutions and Village Traditional Institutions, Community Leaders, Head of Subdistrict and Echelon Officials in the subdistrict, Head of Regency Village Community Empowerment Service and Echelon Officials at the Village Community Empowerment Service, as well as elements of the Community. The data analysis method used was qualitative analysis. The analysis results show that village development has a very strategic role in spurring regional development. It happens because it contains elements of equitable distribution of development and its results and directly touches the interests of the majority of the people who live in rural areas. It was found that village development programs and activities responsive to Community need to have resulted in high community participation. Therefore, the optimization of development implementation is influenced by community participation activities in implementing and preserving development results. For this reason, the main solution that needs to be given to the problem of managing Village Funds in Village development is the application of policy affirmations in the management of Village Funds.

Abstract

Program pengabdian masyarakat ini bertujuan untuk meningkatkan keterampilan masyarakat dalam memanfaatkan media digital untuk promosi wisata serta melatih proses digitalisasi sejarah lisan di Sendang Kasihan, Bantul. Minimnya pengetahuan masyarakat tentang promosi digital dan keterbatasan keterampilan dalam mendokumentasikan warisan budaya menjadi kendala dalam pengembangan wisata religi di daerah tersebut. Melalui pelatihan dan pendampingan, masyarakat diajarkan teknik promosi digital dan pengemasan cerita lokal dalam format digital yang informatif dan menarik. Hasil program ini menunjukkan peningkatan keterampilan masyarakat dalam mengembangkan strategi promosi modern dan mendigitalisasi sejarah lisan. Arsip digital yang dihasilkan tidak hanya menjaga keberlanjutan warisan budaya tetapi juga meningkatkan aksesibilitas informasi bagi wisatawan dan peneliti. Promosi berbasis digital berperan signifikan dalam meningkatkan daya tarik wisata dan memperluas jangkauan promosi, yang berpotensi meningkatkan jumlah kunjungan wisatawan. Selain itu, program ini mendorong pemberdayaan ekonomi lokal dengan membuka peluang usaha baru dan meningkatkan pendapatan masyarakat. Dengan model pelatihan dan kolaborasi yang berkelanjutan, diharapkan masyarakat dapat mandiri dalam mengelola dan mempromosikan potensi wisata mereka secara efektif, sehingga wisata religi Sendang Kasihan dapat berkembang secara berkelanjutan.

Abstract

Kesetaraan dalam bidang kesejahteraan sosial bagi masyarakat difabel merupakan hak yang memang harus diperoleh. Dengan segala keterbatasan yang dimiliki oleh masyarakat difabel tidak akan menjadikan putus harapan dalam memperoleh kesejahteraan sosial ekonomi yang layak seperti halnya induvidu lainnya. Berbagai macam potensi diri masyarakat difabel pada masa sekarang sudah mulai terlihat dengan bukti adanya beberapa perusahaan baik dari perusahaan pemerintah maupun dari perusahaan swasta menerima tenaga kerja dari masyarakat difabel. Penulisan ini bertujuan untuk mendeskripsikan upaya peningkatan kesejahteraan sosial melalui pemberdayaan masyarakat difabel yang difokuskan penyandang disabilitas kekurangan fisik. Jenis penelitian yang digunakan adalah penelitian kualitatif. Analisis data yang digunakan dalam penelitian ini melalui tahapan berdasarkan teori Miles dan Huberman, antara lain pengumpulan data, reduksi data dan display Data. Peningkatan kesejahteraan sosial melalui pemberdayaan masyarakat difabel tidak hanya diberikan pembinaan dan pelatihan saja, namun selain dari pada hal tersebut untuk menumbuhkan rasa kepercyaan diri mereka bentuk bantuan boleh berupa bantuan sembako, akses peminjaman kredit lunak sebagai permodalan usaha mereka dan pendampingan dalam menjalankan roda usaha mereka mutlak di lakukan, sehingga upaya dalam peningkatan kesejahteraan masyarakat difabel dapat terwujud dengan baik dan tepat guna. Untuk mengatasi belum meratanya pananganan kesejahteraan sosial bagi penyandang disabilitas, dibutuhkan kerja sama yang kuat antara pihak pemerintah dan non permerintah sebagai bentuk perwujudan pemerataan kebutuhan sosial dan ekonomi dengan cara memperdayakan komunitas-komunitas panyandang disabilitas di wilayah kabupaten Bantul. Hal tersebut bertujuan agar upaya pemberantasan kemiskinan dan tingkat pengangguran masyarakat difabel dapat teratasi dengan baik.

Kedua, apa sajakah faktor pendukung dan penghambat implementasi Peraturan Bupati Tangerang No. 50 Tahun 2018 tentang Pedoman Penilaian Kinerja Pegawai Negeri Sipil dan pemberian tambahan penghasilan berbasis kinerja pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Tangerang Provinsi Banten? Ketiga, Apa sajakah upaya dalam mengatasi faktor penghambat Peraturan Buapti Tangerang No. 50 Tahun 2018 tentang Pedoman Penilaian Kinerja Pegawai Negeri Sipil dan pemberian tambahan penghasilan berbasis kinerja pada Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Tangerang Provinsi Banten? Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif. Hasil penelitian ini adalah mplememtasi Petaturan Bupati Tangerang No. 50 Tahun 2018 tentang Pedoman Penilaian Kinerja Pegawai Negeri Sipil dan Pemberian Tambahan penghasilan berbasis kinerja mempunyai indikator-indikator yang memengaruhinya antara lain komunikasi, sumber daya, disposisi dan struktur birokrasi. Faktor pendukung dan penghambat dalam Implementasi Peraturan Bupati No. 50 tahun 2018 terbagi menjadi internal dan eksternal. Upaya dalam menyelesaikan faktor Penghambat dalam Implementasi Peraturan Bupati Tangerang No. 50 Tahun 2018 terdiri dari upaya peningkatan langsung dan tidak langsung.

Abstract

Bureaucratic reform in Indonesia has been a key agenda since the early 21st century, focusing on enhancing efficiency, transparency, and accountability in government management. This study aims to delve into and analyse the bureaucratic reform process at the Tourism and Culture Office (TCO) of Malang Regency using the New Public Service (NPS) framework. Employing descriptive qualitative research methods, the study examines the internal and external factors influencing the effectiveness of bureaucratic reform in the agency. Data were gathered through in-depth interviews, observations, and documentation studies, with triangulation data analysis techniques ensuring the validity and reliability of the findings. The results indicate that TCO Malang Regency has successfully implemented seven NPS principles: serving citizens, prioritising the public interest, valuing citizenship over entrepreneurship, thinking strategically and acting democratically, recognising the complexity of accountability, serving rather than directing, and valuing people over productivity. Programs such as Data Request or Interview, Malang Creative Hub, and Land and Building Tax incentives for cultural heritage preservation exemplify the application of these principles. Consequently, this research significantly contributes to the understanding and development of more modern, effective, and responsive public service practices in response to community needs in Indonesia, particularly in Malang Regency.
